If you are an undergraduate student you should apply for candidacy when you meet the following criteria:
• have completed at least 48 credits (or will complete 48 credits in the semester in which you are applying)
• have a minimum 2.8 QPA
• have passed Praxis I tests (PPST: Reading, PPST: Writing, and PPST: Math)
• have completed English 101 or 102, an English Literature course, and two Math courses at the 100 level or above
• have completed SPED210 (if in curriculum)
• have completed ECED110 or ECED120 (if in curriculum)
• have completed HPE133 (HPE majors only)
• have completed either HPE220, HPE225, or HPE230(HPE majors only)
• A QPA of 2.8 must be maintained to remain in candidacy.

IF YOU ALREADY POSSESS A BACCALAUREATE DEGREE and are pursuing a first teacher certification, you must meet
the following standards:
• have at least a 3.0 QPA at the undergraduate level OR have an overall QPA of 3.0 at the post-baccalaureate level with a
minimum of 12 credits
• have passed Praxis I tests (PPST: Reading, PPST: Writing, and PPST: Math)
• have completed English 101 or 102, an English Literature course, and two Math courses at the 100 level or above (if
required on program of study)
• Maintain a 3.0 QPA
ADDITIONALLY, BOTH UNDERGRADUATE AND GRADUATE STUDENTS MUST:
• Graduate with the required 3.0 QPA.
• Successfully complete the program for which they are applying (including all required courses for their major).
• Earn a “C” grade or higher in all education courses.
• Successfully complete all field experiences.
• Obtain current criminal, child abuse, and FBI fingerprinting clearances per University policy.
• Have current TB tests per University policy.
• RENEW all clearances and TB tests BEFORE student teaching, to be current throughout the entire student teaching
experience.
• PASS all Praxis II tests BEFORE student teaching (dual majors must pass a minimum of one certification area.)
• Attend a mandatory student teaching meeting the semester prior to completing student teaching.

Students complete either a field or student teaching placement in low-income, urban and/or rural areas. Enrollment in The
Urban Experience in Philadelphia and plans to develop to an urban residential experience in Erie, PA offer students
opportunities to work with students whose other language is English and students in low-income and low-performing
schools. The University also places students in Professional Development Schools including Pfeiffer Burleigh K-8, Roosevelt
Middle School 6-8, Cambridge Springs Elementary K-6, the YMCA of Greater Erie - Pre K Counts sites (Early Learning
University, Downtown YMCA, Early Learning Center (Erie), Eastside YMCA, Iroquois Elementary, Northwestern
Elementary, Child Development Center(Erie), St. Peters Waterford, Wattsburg Elementary) and after school locations
(Clark Elementary, County YMCA Edinboro, Downtown YMCA, Eastside YMCA, Elk Valley Elementary, Fairview
Elementary, Glenwood Child Care, Iroquois Program, Klein Elementary, McKean Elementary, , Northwestern Elementary,
Parker Elementary, Wattsburg Elementary). Due to the demands of local school districts, Edinboro University created new
technology courses to provide students with methods and means for using instructional technology to solve teachinglearning problems and access electronic educational materials. Additionally, students learn theoretical and practical
foundations of classroom management and the identification, prevalence, and learning characteristics of students with
exceptionalities. Specific courses are dedicated to each of these. Edinboro University provides Act 45 and Act 48 credit
through the local YMCA site for local school districts. Edinboro University and the General McLane School District offer a
joint conference at Edinboro University for local educators, university faculty and student teachers. Additionally, Edinboro
University also offers other conferences including an Art Education Conference and an Educational Leadership Conference.

Edinboro University requires specific courses providing methods and means for using instructional technology to solve
teaching-learning problems. Reading, course work, and hands-on experience provide students with a basis not only for
thinking about technology but also for actually producing media and materials. Students gain a working knowledge of
application such as Microsoft Works, email, the internet, the hardware necessary to accomplish these tasks, and of
materials and the methods for integrating these materials to support the instructional process. Content based on ISTE
standards, including theoretical and practical applications.
Edinboro University also requires major related courses for assessment. Students learn the principles and procedures of
measurement and evaluation used in schools. The courses emphasize correctly-written objectives, properly-constructed
tests to measure the achievement of those objectives, proper analysis of the results of the tests, and the use of that
information to evaluate students.
We are currently working toward financial support for iPads and technology for teacher candidates.

Edinboro University provides courses which introduce the candidates to effective teaching strategies for children with
special needs, learning disabilities, emotional/behavior disorders, hearing impairments, visual impairments, physical
disabilities, other health impairments, communication disorders, traumatic brain injury, as well as children who are gifted
and/or talented. Coursework also covers the causes, characteristics, diagnosis, treatment, and educational provisions for
children with special needs and includes units on cultural diversity, current legal and educational issues, and students
whose other language is English. Additionally, courses address the identification, prevalence, and learning characteristics of
students with exceptionalities. Special emphasis is placed on classroom accommodations, instructional modifications and
adaptations for P-12 inclusion classrooms for the purpose of creating effective learning environments for all students. Legal
mandates and requirements are addressed as well as special considerations of high stakes testing and assessments.
Furthermore, students examine the process of developing Individualized Education Plans (IEPs) for exceptional students,
and receive supervised practice in completing state IEP forms. Students learn the best practice for collaborating with all
members of the IEP team and emphasize the role of the family. Students learn strategies for encouraging parents’ active
participation in designing their children's programs and in monitoring their ongoing school performance. Several courses
have been developed with a component of English Language Learners. These courses are currently being offered.

In addition to the course work described above, Edinboro University of Pennsylvania has an approved program through the
Pennsylvania Department of Education. Additionally, Edinboro University is accredited by NCATE and Council for
Exceptional Children. The rigors of these accreditations enable Edinboro University to graduate highly qualified special
education teachers. English proficiency is embedded into several courses and an ELL program is currently being developed.
