Transcending borders for policy research and innovation
Overview
The International Policy Center (IPC) was established
at the Gerald R. Ford School of Public Policy in the fall
of 2005. IPC is devoted to interdisciplinary research
and education that advances the learning of Michigan
faculty and students and informs policy makers on
policy issues arising from an increasingly globalized
world. In particular, the goal of IPC’s work is to
demonstrate how in an interdependent world welldesigned policies of governments and international
institutions can improve the welfare of people,
especially those in developing nations.

Research
The main theme of IPC’s research is how nations
grapple with globalization. In this context, IPC
researchers are engaged in three large, multi-phase
research programs dealing with the Global Financial
System and Capital Flows, Globalization and Firm
Performance, and Labor Issues in Developing and
Transition Economies. The first program examines the
capital market reforms and the resultant patterns of
capital flows. The second examines policies toward
foreign investment and trade, and assesses the effects
of foreign investment on the productivity of domestic
firms. The third focuses on policies that improve
the functioning of labor markets in transition and
developing economies.
Publications
The findings of the individual and team research projects
carried out by IPC faculty associates and external
collaborators result in two types of IPC sponsored
publications that are circulated among academics and
policy makers around the world. The Working Papers
Series is an electronic database that disseminates
work-in-progress that reflects the broad range of IPC’s
research activities. All of the Working Papers may be
found at http://ipc.umich.edu/workingpapers.php. In
addition, IPC issues Policy Briefs on a variety of topics
related to globalization. All of the Briefs may be found
at http://ipc.umich.edu/policybriefs.php.
Markets in Developing and Transition Economies:
Emerging Policy and Analytical Issues,” “Firms in the
Global Economy,” and “Female Entrepreneurship:
Constraints and Opportunities.” In 2008, IPC launched
the Global Policy Perspectives Symposia (GPPS)
series that brings together distinguished visitors and
Michigan faculty for a two-hour discussion of current
issues in international policy. Two student associations
(see more on IPSA and EMC under Student Activities)
co-sponsor the symposia and furnish student chairs
and moderators for the events.
Visitors and Fellows
IPC hosts academic visitors and fellows who reside
at IPC for periods ranging from one week to an entire
academic year. In addition to conducting IPC-related
research and/or delivering lectures, the visitors
interact with faculty and students throughout their
time in Ann Arbor.
Events
IPC sponsors lectures, seminar series, symposia and
conferences. Through the distinguished lecture
series, IPC has hosted Kemal Dervis (United
Nations Development Program Administrator),
Danny Leipziger (Senior Vice President of the World
Bank), Jean Lemierre (President of the European
Bank for Reconstruction and Development), Paul
Krugman (Princeton University professor and The
New York Times op-ed columnist), and Senator Chuck
Hagel. IPC also administers the weekly Economic
Development and Transition Seminar (EDTS)
co-sponsored with the Economics Department and
the Business Economics and Public Policy Group. EDTS
serves as a forum to discuss the work of academics
at the University and around the world. IPC’s annual
international conferences have dealt with “Labor
Student Activities
IPC provides funding for a number of student
internships and the International Economic
Development Program (IEDP) of the International
Policy Student Association (IPSA) every academic
year. In addition, the Integrated Policy Exercise (IPE),
a requirement of all Ford School master’s students is
coordinated by one of the IPC faculty associates every
other year. IPC also collaborates with the Emerging
Markets Club and the Asian Business Association of
the Ross School of Business, and the International Law
Society of the University of Michigan Law School.
