TITLE: Health and Wellbeing Policy Group (HWPG)
GOVERNANCE AND ADMINISTRATIVE ARRANGEMENTS
GOVERNANCE: HWPG is a sub-committee to the RSSB Board. The HWPG terms of reference is approved by the RSSB Board.
FREQUENCY : 3 to 4 meetings annually – 2.5 hours (Maximum)

Location: RSSB or member offices
Core Members: IM x 2, TOCs x 3, FOC x 1, INFRACO/OTM x 1, Suppliers x 2, LUL/TfL x 1. Core members
should be made up of Managing Directors, HR Directors, H&S Directors and Health Experts
Associate Members: ORR x 1, Trade Unions x 4, Physician x 1, RSSB x2
CONTEXT
Health and Wellbeing presents risk and opportunities to all businesses including rail. The management of and policies for Health and
Wellbeing are the responsibility of individual companies. However, there are a number of benefits of working cross-industry such as
access to expertise, economies of scale and addressing market failure issues and it is conservatively estimated that working
collaboratively could save the industry up to £32m pa.
The rail industry has developed a roadmap to support proactive management of health and wellbeing at the cross industry level. In
2014 the RSSB Board approved the roadmap and requested a Health and Wellbeing Policy Group be established to govern and steer
the implementation of the roadmap. The Health and Wellbeing Programme, managed by RSSB, will be governed by the Health and
Wellbeing Policy group setting up a menu of products and services that rail businesses can choose to adopt.
SCOPE
The rail system = Companies that run trains on, develop, repair, maintain and supply the GB railway system.
Health and wellbeing = The effects of work on health (eg Noise induced hearing loss), the effects of health on work (eg colour vision
testing), and wellbeing.
PURPOSE and success criteria
The purpose of the Health and Wellbeing Policy Group (HWPG) is to:

Coordinate and steer the railway health and wellbeing roadmap towards the agreed vision “An industry where we all
take responsibility and benefit from managing Health and Wellbeing”, and;
•
Provide a focus point for industry discussion and horizon scanning about railway health and wellbeing.
REMIT
The cross-industry ‘Health and Wellbeing Policy Group’ will:
 Support and guide the delivery of the roadmap.
 Make decisions and recommendations to the RSSB board (the governance group of the roadmap) in line with the group’s
scope and yearly priorities.
 Review and provide support on the management of industry health risk
 Horizon scan and provide a strategic view of Health and Wellbeing within rail
 Provide oversight of RSSB R&D health projects
 Create links to related external initiatives/ structures and provide a voice for rail within senior health groups
The Group is not:
 A group to provide final governance of the roadmap – this is the RSSB Board
 Holders of budget responsibility – this is the RSSB HW Team

HWPG will have relationships with:

The RSSB Board as the governance group for this work

Rail Delivery Group, Rail Supply Group and other representative groups so that a common strategic vision is adopted for the
railway

Members constituencies by coordinating views and providing feedback

External bodies, groups and companies that can offer good practice
