About RSSB
RSSB is an expert body that helps the rail industry collaborate to continuously improve
and meet future challenges. It spans the whole railway, including in its membership
infrastructure companies, train and freight operators, rolling stock owners and suppliers
to the industry. RSSB supports rail in the areas of safety, standards, knowledge,
innovation and a wide range of cross-industry schemes.
The role
RSSB facilitate and manages a range of health and safety management programmes on
behalf of the industry where the industry identifies it has a business need requiring
cross-industry, collaborative support. The programmes are aimed at developing
solutions, resources and guidance through a process of stakeholder engagement,
research, development and analysis. This post is concerned with the Safety
Management System (SMS) section of the Health and Safety Management Department
within the System Safety Directorate of RSSB.
The post holder will provide technical input to the SMS programme of works by
delivering tasks, both in terms of agreed time and quality expectations, as set by the
Head of Health and Safety Management and in order to meet RSSB’s members’
satisfaction.
Key responsibilities:
 Provide technical expertise to the Head of Health and Safety Management to advise
and guide on specific tasks to ensure success of delivery of the SMS programme.
 Manage and support tasks identified under the SMS programme ensuring that tasks
deliverables are produced in a timely manner and to the required standard. Either

deliver tasks personally or, where appropriate, develop them into remits for work to
be undertaken by the RSSB R&D Programme or elsewhere.
 Provide technical support to RSSB research in the area of SMS development assisting
with definition of the specification, procurement decisions and with the various
stages of input and review.
 Develop and manage the link between the SMS programme and relevant RSSB
departments and initiatives.
 Monitor and provide regular updates to the Head of Health and Safety Management
on tasks under his/her responsibility.
 Develop and maintain effective working relationships with relevant industry
stakeholders and where applicable at European levels spanning industry, Government
and rail associations.
 Maintain an up to date knowledge of Safety Management System (SMS) within and
outside the railway industry, nationally and internationally. Keep abreast of the
concerns and issues of industry player and ensure parties inside RSSB and beyond are
aware of implications where necessary.
 Stay abreast of all developments in policy and legislation in GB and Europe enabling
the industry to respond adequately. Proactively contribute to the identification of
incentives / disincentives in order to influence policy and legislation to enhance the
industry’s position.
 Assimilation and evaluate relevant information from a range of sources in order to
translate it into a robust and defensible intelligence that will form output from the
programme.
 Support the Head of Health and Safety Management in the management of
stakeholder meetings. Specifically, provide the necessary secretariat functions,
produce agendas, document minutes and ensure the outputs of meetings, in terms of
actions to be taken forward as part of the SMS programme, are clearly defined. UK
and European travel to safety related meetings, forums or conferences will be
required as part of the role, and as directed by the Head of Health and Safety
Management.
Requirements
 A track record of success in delivering successful safety management initiatives
 Working knowledge of accident investigation processes, including setting and tracking
recommendations
 Awareness of rail specific railway legislation from both European and domestic
perspectives
 Experience of delivering safety audits under a safety assurance programme
 Knowledge of behavioural cultural change programmes
