(c) Courses Trill be so designed that students can obtain intermediate qualifications.
"Credits" will be awarded when a part or stage of a course is completed, and will lead to a nationally recognised qualification. (d) There will be no prescribed entry qualifications.
Jill will be free, under guidance from tutors, to enter for courses, but the filial degree qualifications will be of the same standard as that of existing universities. (e) The television programmes will be broadcast for forty weeks a year at peak viewing time, i.e, in the early or mid-evening on week days, and, to meet the needs of shift workers and others who are not free in the evenings, programmes will also be broadcast during the day, including early morning, and at late night and week-ends. (f) The framework of the organisation is outlined in Appendix C. (g) Departmental responsibility for the University of the Air, in view of the fact that its activities v/ill not be confined to degree work, aid that other than strictly university functions and arrangements will be involved, will rest with the Department of Education and Science, and not the University Grants Committee. AIR COMMITTEE T h e A d v i s o r y C o m m i t t e e ( A n n e x B) w a s called t o g e t h e r to
advise t h e P a r l i a m e n t a r y U n d e r - S e c r e t a r y of State, Miss J e n n i e L e e ,
on t h e e d u c a t i o n a l functions a n d c o n t e n t of the U n i v e r s i t y of the
Air, as o u t l i n e d in t h e speech m a d e by M r . H a r o l d W i l s o n in
G l a s g o w on 8th S e p t e m b e r , 1963. A n u m b e r of p a p e r s w e r e
s u b m i t t e d by m e m b e r s of the C o m m i t t e e . Discussion c e n t r e d on the
type of degree courses t h a t s h o u l d be offered; t h e n a t u r e of
s u p p o r t i n g services; a n d t h e f r a m e w o r k of t h e . o r g a n i s a t i o n r e q u i r e d .
T h e C o m m i t t e e c o m p l e t e d its deliberations on 4 t h A u g u s t , 1965,
a n d b r o a d a g r e e m e n t w a s r e a c h e d as follows:
(1) T h e U n i v e r s i t y will r e q u i r e its own a d m i n i s t r a t i v e c e n t r e ,
a n d this will b e the focal p o i n t of activities; b u t it s h o u l d m a k e full
use of existing agencies, such as t h e E x t r a - M u r a l D e p a r t m e n t s of
Universities, t h e W o r k e r s ' E d u c a t i o n a l Association ( W E A ) a n d local
education authorities.
(2) T h e U n i v e r s i t y s h o u l d offer p r i m a r i l y courses l e a d i n g t o
degrees, b u t professional, technical, refresher a n d c o n v e r s i o n courses
should also b e included.
(3) T h e degree c o u r s e s h o u l d b e of general type. H o n o u r s level
s h o u l d n o t b e i n c l u d e d in t h e initial stage. It should cover a g r o u p
of subjects t h a t could be t a k e n at t w o levels, " m i n o r " (ordinary)
a n d " m a j o r " (special).
T h e degree c o u r s e m i g h t consist of five subjects, t w o at m a j o r
level a n d t h r e e a t m i n o r level, t h e m a j o r subjects r e q u i r i n g t w o y e a r s '
a n d t h e m i n o r subjects o n e y e a r ' s s t u d y . T h e m i n i m u m length of
this d e g r e e course, on the basis t h a t t w o m a j o r subjects w o u l d n o t
b e a t t e m p t e d at the s a m e t i m e , w o u l d b e four years, b u t it c o u l d
b e s p r e a d over five years or m o r e . S o m e m e m b e r s of t h e C o m m i t t e e
preferred a c o u r s e of four subjects, w i t h a m i n i m u m c o m p l e t i o n
t i m e of t h r e e years for t h e m a j o r subjects a n d t w o y e a r s for t h e
m i n o r subjects. S u c h a c o u r s e w o u l d n o r m a l l y require five y e a r s t o
c o m p l e t e . T h e m a i n c o n s i d e r a t i o n is t h a t a r r a n g e m e n t s s h o u l d b e
flexible, so t h a t s o m e s t u d e n t s c o u l d qualify in a s h o r t e r t i m e if
able t o d o so, a n d o t h e r s c o u l d t a k e longer if t h e y f o u n d it
necessary. M o r e o v e r , courses in individual subjects n e e d n o t b e
restricted to c o m p l e t e y e a r s ; they c o u l d extend over t w o w i n t e r
t e r m s , w i t h a s u m m e r residential c o u r s e in between.
It is essential t h a t s t u d e n t s s h o u l d b e given the o p p o r t u n i t y of
o b t a i n i n g i n t e r m e d i a t e qualifications w h i c h s h o u l d b e n a t i o n a l l y
recognised. T h u s certificates a n d d i p l o m a s should be a w a r d e d t o
m a r k t h e successful c o m p l e t i o n of a p a r t or stage of t h e c o u r s e ,
a n d " c r e d i t s " should b e a w a r d e d for c o m p o n e n t e l e m e n t s of a
course w h i c h w o u l d c u m u l a t i v e l y lead t o a recognised qualification.

(4) Degrees s h o u l d be conferred by the U n i v e r s i t y of the A i r
in its own right, b u t in the early stages it m a y b e necessary t o
o p e r a t e u n d e r t h e aegis of a n existing university o r a c o n s o r t i u m
of universities. T h e degree should carry a specific designation in
the s a m e w a y as B A (Lond.) or BSc (Leeds), i n d i c a t i n g the location
of the n a t i o n a l c e n t r e .
(5) Courses in arts a n d social sciences p r e s e n t less difficulty
t h a n t h o s e in p u r e a n d applied science, since t h e latter g r o u p
involve a c o n s i d e r a b l e a m o u n t of practical a n d l a b o r a t o r y w o r k ,
a n d m o r e o v e r d e m a n d a well-defined p r e v i o u s s t a n d a r d of
k n o w l e d g e a n d a t t a i n m e n t on the p a r t of the s t u d e n t . It is, h o w e v e r ,
i m p o r t a n t t h a t t h e University of the A i r should m a k e a
c o n t r i b u t i o n t o scientific a n d technological e d u c a t i o n . T h e subjects
offered by the U n i v e r s i t y for the degree c o u r s e should from t h e
outset include m a t h e m a t i c s a n d the f o u n d a t i o n s of science; a n d it
s h o u l d seek, with t h e c o - o p e r a t i o n of local e d u c a t i o n authorities, t o
e x t e n d t h e r a n g e for students with the necessary experience a n d
qualifications to s o m e technological subjects, the practical a n d
l a b o r a t o r y w o r k being carried o u t in technical colleges o n
S a t u r d a y s a n d in v a c a t i o n periods. S h o r t e r courses in engineering,
professional, a n d technological subjects s h o u l d b e p r o v i d e d from
the start, a n d a W o r k i n g P a r t y s h o u l d be set u p t o look into t h e
possibility of establishing courses leading t o degrees a n d o t h e r
qualifications w i t h a technological element.
(6) T h e degree courses w o u l d include subjects of c o n t e m p o r a r y
social, industrial a n d c o m m e r c i a l i m p o r t a n c e ; b a s i c subjects like
English, m a t h e m a t i c s a n d f o u n d a t i o n s of sciences; a n d a r a n g e of
c u l t u r a l subjects.
I t is recognised t h a t it will p r o b a b l y n o t b e p r a c t i c a b l e t o offer
a t o t a l of m o r e t h a n ten m a i n subjects, a n d s o m e of the subjects
might b e g r o u p e d together as units of one m a i n subject.
(7) T h e p r e s e n t a t i o n of courses will variously involve a
c o m b i n a t i o n of television, r a d i o (if local stations a r e established
these w o u l d b e particularly helpful), c o r r e s p o n d e n c e courses,
p r o g r a m m e d instruction, tutorials a n d practicals, s h o r t residential
courses, a n d study a n d discussions at c o m m u n i t y viewing o r study
centres. T h e m a i n c o n t r i b u t i o n of television will be to bring
lecturers of distinction within easy r e a c h of e v e r y o n e , to build u p
the c o r p o r a t e feeling of a University, a n d to i l l u m i n a t e the crucial
stages of a course. I t will p r o v i d e a n a d d e d dimension, a n d give
the U n i v e r s i t y of t h e A i r its u n i q u e i m p a c t a n d coverage.
T h e project r e q u i r e s p e a k viewing time o n a television service
with n a t i o n a l coverage. O n the basis t h a t 10 subjects would r e q u i r e
a m i n i m u m of 20 h a l f - h o u r p r o g r a m m e s e a c h w e e k for a 4 0 week
year, t h e television t i m e r e q u i r e d w o u l d b e a t least t w o h o u r s a t
p e a k viewing time o n five evenings a week, w i t h r e p e a t s d u r i n g t h e
day, early m o r n i n g , late evening, a n d at w e e k - e n d s . P r o g r a m m e s
should b e r e c o r d e d for repeats o n local closed-circuit television a n d
b y o t h e r m e a n s . A d d i t i o n a l time, s o m e of w h i c h w o u l d also b e p e a k
viewing t i m e , w o u l d b e necessary for t h e s h o r t e r courses m e n t i o n e d
in p a r a g r a p h (5).
(8) E n r o l m e n t as a s t u d e n t of t h e U n i v e r s i t y should be o p e n to
everyone on p a y m e n t of a registration fee, irrespective of e d u c a t i o n a l
qualifications, a n d n o formal e n t r a n c e r e q u i r e m e n t s h o u l d be
i m p o s e d . It w o u l d be necessary t o p r o v i d e an a d v i s o r y or
i n f o r m a t i o n service for i n t e n d i n g s t u d e n t s , which would h e l p t h e m
to select suitable courses, for s o m e of which a m i n i m u m s t a r t i n g
level of qualifications w o u l d b e advisable.
(9) A n e s t i m a t e of the potential a u d i e n c e c a n only be
guess-work, a n d it c a n be a s s u m e d t h a t a relatively small p r o p o r t i o n
of s t u d e n t s w o u l d c o m p l e t e a full degree course. B u t the viewing
a u d i e n c e w o u l d b e considerable, a n d c o m p l e t i o n of only p a r t of a
c o u r s e a n d the gaining of a n i n t e r m e d i a t e qualification c o u l d be of
great benefit to the individual a n d to the c o m m u n i t y . If t h e p r e s e n t
r a t e of technological a n d cultural a d v a n c e is to b e sustained, it will
d e p e n d n o t only o n those w h o h a v e reached the highest e d u c a t i o n a l
level, b u t on a p o p u l a t i o n t h a t is generally literate
and
well-informed.
(10) T h e U n i v e r s i t y should a r r a n g e for r e g u l a r surveys to assess
the effectiveness of courses, a n d the size and type of audiences
following t h e m .
(11) T h e U n i v e r s i t y will require a s u b s t a n t i a l a d m i n i s t r a t i v e
c e n t r e , with a staff of a b o u t 40-50 of professional calibre.
(12) T h e following organisational f r a m e w o r k is s u g g e s t e d :
(a) T h e U n i v e r s i t y of the Air should h a v e its o w n ViceC h a n c e l l o r , a n d a G o v e r n i n g B o d y o r Council, m e e t i n g
two or t h r e e times a year. T h e G o v e r n i n g B o d y w o u l d b e
d r a w n largely f r o m universities a n d o t h e r e s t a b l i s h m e n t s
of h i g h e r e d u c a t i o n , local e d u c a t i o n authorities, e x t r a ­
m u r a l a n d adult e d u c a t i o n o r g a n i s a t i o n s , a n d w o u l d
include representatives of the b r o a d c a s t i n g o r g a n i s a t i o n s .
(b) T h e p o l i c y - m a k i n g bodies w o u l d be a n A c a d e m i c B o a r d
a n d an E x a m i n i n g B o a r d . I n addition, it m i g h t b e
advisable t o h a v e an A c a d e m i c A s s e m b l y , w h e r e t h o s e
w o r k i n g in the field could express their views.
(c) T h e U n i v e r s i t y will r e q u i r e , at t h e senior level, a D i r e c t o r
of Studies w h o w o u l d be responsible for the c o - o r d i n a t i o n
of all t h e v a r i o u s teaching a p p r o a c h e s ' t h a t w e r e u s e d ; a
R e g i s t r a r , w h o w o u l d also b e r e s p o n s i b l e for a n advisory
service t o s t u d e n t s ; H e a d s of v a r i o u s d e p a r t m e n t s , e.g.,
C o r r e s p o n d e n c e , R e s e a r c h a n d Assessment, P u b l i c a t i o n s ,
a n d O p e r a t i o n s (television, r a d i o , films); a n d a g r o u p of
highly qualified H e a d s of F a c u l t i e s , w h o w o u l d b e
r e s p o n s i b l e for the p l a n n i n g of courses in their o w n
subjects a n d for t h e selection of lecturers a n d t u t o r s . T h e y
will, of course, r e q u i r e t h e s u p p o r t of
efficient
administrative machinery.
(d) W h i l e t h e U n i v e r s i t y will need a n u m b e r of regional centres,
a n d will m a k e use of existing agencies, including local
education
authorities, t h e W E A
and
Extra-Mural

D e p a r t m e n t s , it will n o t be e n o u g h to c o - o r d i n a t e the
activities of a n u m b e r of s e p a r a t e agencies. I t is h o p e d
that existing educational institutions will c o - o p e r a t e in
the p r o d u c t i o n of courses a n d lend staff w h e n . n e e d e d ,
b u t the University will best achieve its aims b y firm
central c o n t r o l of a fully integrated o p e r a t i o n .
T h e central a u t h o r i t y will require a nucleus of
p r o d u c t i o n facilities, including studios, w h i c h will b e
entirely at its disposal for the p r o d u c t i o n of p r o g r a m m e s ;
b u t m a n y of the p r o g r a m m e s will be m a d e elsewhere. T h e
central organisation s h o u l d deal directly with outside
agencies, a n d retain final responsibility for the p l a n n i n g
a n d p r e s e n t a t i o n of p r o g r a m m e s a n d courses.
T u t o r s will b e e m p l o y e d b y the central o r g a n i s a t i o n
a n d c o r r e s p o n d e n c e will be centrally organised a n d
monitored.
(e) T h e regional centres will b e responsible for liaison with
universities, colleges, e x t r a - m u r a l d e p a r t m e n t s , etc., in
their areas a n d for m a k i n g a r r a n g e m e n t s for facilities such
as libraries, laboratories, a n d viewing/listening posts.
(13) D e p a r t m e n t a l responsibility for the University of t h e Air, in
view of t h e fact t h a t its activities w o u l d n o t b e confined to degree
w o r k , a n d t h a t o t h e r t h a n strictly university functions
and
a r r a n g e m e n t s w o u l d b e involved, s h o u l d rest w i t h the D e p a r t m e n t of
E d u c a t i o n a n d Science, r a t h e r t h a n with the University G r a n t s
Committee.
