The application is noncompetitive, but eligible providers must apply and address all questions in the application in order to receive the grant. PURPOSE OF GRANT The purpose of the 2016-17 BEdA Leadership Block Grant is to support implementation of the Washington State Adult Education 5-year Plan 2014-2019 with Revised Workforce Investment and Opportunity Act of 2014 (WIOA) Requirements for Transition Year 2015-2016, participation in required training and the implementation of all WIOA requirements. APPLICATION PROCESS How does the provider apply? • • By accessing the 2016-17 BEdA Leadership Block Application through the Online Grant Management System (OGMS) Your agency or campus OGMS security contact OGMS security contact can give you permission for FY17. FUNDING IS TO BE USED FOR THE FOLLOWING • • • • Required: CASAS, NRS, DPI, WABERS+ trainings; SBCTC-BEdA sponsored training/activities, e.g., implementation of the 2014-2019 State WIOA Transition Plan, College and Career Readiness Standards, Team Teacher Trainings, HS 21+ Funds may also be used for WIOA projects (Section 2 of the OGMS application) that are targeted to specific issues. If a provider decides to apply for a project, the project should be based on data, research or evidence with a goal that fully implements WIOA. All activities/trainings must be targeted to support implementation of the WIOA requirements and the 2014-2019 State Plan Goals of: o Implement and scale comprehensive, innovative college and career pathways to accelerate student completion and foster economic growth. o Guide and support transformational instructional practices that accelerate student completion to certificates, the Tipping Point, and AA/BA degrees leading to family sustaining employment. o Contextualize adult education courses to support transition to high school completion & equivalency certification, postsecondary education, and employment. o Strengthen and maintain a culture of rigorous instruction and evidence of increased performance. o Create and maintain strategic alliances to leverage local resources and increase navigational support to students. o Foster student self-efficacy.
