The North Carolina Department of Health and Human Services (DHHS) is one of the largest,
most complex agencies in the state, and has over 17,000 employees. It is responsible for
ensuring the health, safety and well-being of all North Carolinians, providing human service
needs for special populations including individuals who are deaf, blind, developmentally disabled
and mentally ill, and helping poor North Carolinians achieve economic independence.
The Division of Social Services provides direct services that address issues of poverty, family
violence and exploitation. We aim to prevent abuse, neglect and exploitation of vulnerable
citizens, and promote self-reliance and self-sufficiency for individuals and families.
The CFSR Coordinator position will need to demonstrate the ability to remain highly organized
while engaging with a wide range of stakeholders. This position will also need to exhibit
excellent written and verbal skills to communicate all aspects of the Child Welfare system in
North Carolina. This position will interact with key staff within the US HHS ACF / Children's
Bureau on understanding the requirements and expectations for completing the CFSR-PIP
process. This position will also need to ensure that ACF/CB staff are apprised of the North
Carolina plan direction and progress.

This position is also the lead coordinator for the Child and Family Services Plan as well as the
Annual Progress and Services Report for NC DHHS. These federally required and defined
documents are intended to set the broad goals for the Child Welfare System in North Carolina.
ACF/CB require broad based stakeholder input into the drafting of the CFSP and APSR through
"Joint Planning" with ACF/CB participation.
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:
Working knowledge of all aspects of the Child Welfare programs and services
Working knowledge of Federal and State laws and regulations that govern the
administration of Child Welfare programs and services
Ability to research, analyze and interpret Federal and State laws and formulate these laws
into policies relating to Child Welfare programs
Ability to establish and maintain effective working relationships with staff from Federal,
State and local agencies as well as clients, general public, and private service providers
Ability to understand the application of automation to the program area assigned
Excellent communication skills, both written and verbal
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
A master's degree in social work and three years of experience in social work including one year
in a consultative or supervisory capacity
OR
Graduation from a four-year college/university, nine months of graduate training in social work,
and four years of experience in social work including one year in a consultative or supervisory
capacity
OR
Graduation from a four-year college/university and five years of experience in social work
including two years in a consultative or supervisory capacity
OR
An equivalent combination of education and experience.
