The North Carolina Department of Health and Human Services (DHHS) is one of the largest,
most complex agencies in the state and has over 17,000 employees. It is responsible for
ensuring the health, safety and well-being of all North Carolinians.
The Division of Social Services provides direct services that address issues of poverty, family
violence and exploitation. We aim to prevent abuse, neglect and exploitation of vulnerable
citizens, and promote self-reliance and self-sufficiency for individuals and families.
The Program Consultant/Trainer position is located in the Policy and Training Unit of the Child
Support Program Central Office in Raleigh. The primary purpose of the Child Support Trainer is
to provide training for the child support staff and community partners.

Job responsibilities include the following:
Develop, implement, and conduct initial and on-going training to staff on child support
federal and state laws, policy, procedures and the Automated Collection and Tracking
System (ACTS)
Develop multiple, specialized training curricula for all child support professionals and
community partners
Serve as the primary point of contact for training requests and coordinate and implement
multiple courses of instruction at training sites across the state
Evaluate the effectiveness of training curricula
Prepare visual aids such as PowerPoint presentations and webinars
Distribute training manuals and materials and secure additional trainers as needed
Respond to requests to assist child support staff with identified performance and training
problem areas
Participate in state and federal conference calls and projects
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:
Qualified applicants must possess and clearly reflect work experience on their
application that demonstrates the following:
NC Child Support Agent experience
Working knowledge of the NC Child Support Program
Demonstrated knowledge of child support policy and procedures
Experience analyzing and interpreting state and federal law
Proven experience using the Automated Collection and Tracking System
Proficient with Microsoft PowerPoint, Excel, and Word
Considerable knowledge of the principles and techniques of training
Effective communication skills, both verbal and written
Demonstrated ability to use the internet concepts, web-technology and other technology
for presentations
Considerable knowledge of capabilities and uses of audiovisual aids and other training
tools and resources
Excellent interpersonal skills to work with co-workers, leadership, agency attorney, state,
county, community partners
Strong organizational and analytical skills
Applicant must possess integrity, strong teamwork skills, good judgment, a positive
attitude, and the drive to pursue challenging goals.
Ability and willingness to travel extensively overnight.
Physical Requirements: Position will require lifting of material when training.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
A Masters degree in social work
or
Graduation from a four-year college/university, nine months of graduate training in social work
and one year of experience in social work
or
Graduation from a four-year college/university and two years of experience in social work
or
