or family that files a 1040 tax return. Given this, the creation of a new
household–as defined by the IRS– may not coincide with the creation of a

Hudson Valley Migration
Five-Year Summary — 2009-2014
•
Over the five-year period, migratory activity across the Hudson Valley resulted in a net loss of
24,295 households.
•
One in 17.8 households moved out of the Hudson Valley.
•
Total migratory activity resulted in a net loss of $2.198 billion in adjusted gross income (AGI).
•
The region lost 40,541 households to interstate migration; intrastate migration resulted in a net gain
of 16,910 households.
•
Consistent with trend, Putnam County experienced the highest level of intrastate migration.
•
In all cases, intrastate migratory activity exceeded that of interstate migratory activity.
•
Consistent with trend, the largest net inflow (19,129 households) came from New York City (NYC),
with the majority of these households migrating from Bronx County.
•
In both Rockland and Westchester counties, the main source of migratory inflows was NYC.
•
Nontrivial migratory activity with contiguous counties — interstate and intrastate — is a strong
indicator that significant migratory activity was due to reasons other than a change in employment.
•
Putnam County was most likely to experience migratory activity with a contiguous county at more
than one-half of all migratory inflows and outflows.
•
With the exception of Rockland and Westchester, the most important migratory activity was intraregional.
•
Consistent with trend, the Northeast Region was the most important source of inflows into the
Hudson Valley, while the Southern Region was the most important destination for households
leaving the Hudson Valley.
•
As a percentage of all interstate migration, outbound migration to the Southern Region was the
highest in Sullivan, followed by Ulster, Orange, and Dutchess.
•
Northeast regional migration, as a percentage of all interstate migration, was the highest in
Rockland County at more than one-half of all interstate inflows and slightly less than one-half of all
interstate outflows.

Year-over-Year Summary — 2013-2014
•
Year-over-year, migratory activity across the Hudson Valley resulted in a net loss of 6,172
households.
•
One in 17.3 households moved out of the Hudson Valley.
•
Total migratory activity resulted in a net loss of $515.96 million in adjusted gross income (AGI).
•
The region lost 10,090 households to interstate migration; intrastate migration resulted in a net gain
of 3,688 households.
•
Putnam County experienced the highest percentage of inflows from intrastate migration, while
Ulster County experienced the highest percentage of outflows from intrastate migration.
•
In Dutchess, Putnam, Sullivan, and Ulster counties, intrastate migratory outflows exceeded
interstate migratory outflows. Intrastate inflows exceeded interstate inflows for all counties in the
Hudson Valley.
•
Consistent with trend, the largest net inflow (4,228 households) came from New York City (NYC),
with the majority of these households migrating from Bronx County.
•
In both Rockland and Westchester counties, the main source of migratory inflows was NYC.
•
Nontrivial migratory activity with contiguous counties — interstate and intrastate — is a strong
indicator that significant migratory activity was due to reasons other than a change in employment.
•

Five-year analysis – 2009-2014
•
During the period, the number of households in Dutchess County increased at an annualized
rate of less than 1.00 percent per year (2,858 households), rising from 106,074 households in
2009 to 108,932 in 2014.
•
Existing residents created 5,955 new households; migratory
activity resulted in a net loss of 3,097 households. For the period,
o
26,037 households moved into the county;
o
29,134 households moved out of the county.
•
On average, one out of every 18.5 households left the region.
•
Total migratory activity resulted in a net loss of $124.17 million in
adjusted gross income (AGI).
•
Migratory activity among contiguous counties — both intrastate and interstate — accounted
for 29.70 percent of all inflows and 26.44 percent of all outflows.
•
Intrastate activity constituted 66.47 percent of all inflows and 53.24 percent of all outflows.
•
Consistent with trend, the most significant intrastate activity was intra-regional at 57.80
percent of all intrastate inflows and 54.29 percent of all intrastate outflows.
o
With the exception of Ulster, Dutchess gained households from every county in the
region. The largest net inflow occurred with Westchester County at 914 households,
followed by Putnam County at 605 households (Chart 1, Table 1). See Chart 2 for income
data.
•
Migratory activity with the five counties of New York City (NYC) represented 24.71 percent of
all intrastate inflows and 20.09 percent of all intrastate outflows.
o
Consistent with trend, migratory activity with NYC resulted in a net inflow of 1,159
households, with more than 50 percent of all households gained migrating from Bronx
County (Chart 3, Table 2). See Chart 4 for income data.
•
Interstate activity accounted for 32.76 percent of all inflows and 45.74 percent of all outflows.
More than 40 percent of all interstate flows were with the Southern Region; migration within
the Northeast Region accounted for more than 33 percent of all flows (Chart 5, Table 3). See
Chart 6 for income data.
•
Foreign migration was relatively small at 0.77 percent of all inflows and 1.22 percent of all
outflows.

Year-over-year analysis — 2013-2014
•
Year-over-year, the number of households in Dutchess County was little changed (47
households), rising from 108,885 in 2013 to 108,932 in 2014.
•
Existing residents created 1,039 new households, while migration resulted in a net loss of 992
households. For the period,
o
5,198 households moved into the county;
o
6,190 households moved out of the county.
•
More than 50.00 percent ($65.52 million) of the five-year loss in AGI occurred in 2013-2014.
•
Overall, one out of every 17.6 households moved out of the county.
•
Migratory activity with contiguous counties — both intrastate and interstate — accounted for
30.13 percent of all inflows and 26.62 percent of all outflows.
•
Intrastate activity accounted for the majority of all migratory activity at 68.03 percent of all
inflows and 52.67 percent of all outflows.
•
The most important migratory activity occurred within the Hudson Valley at 56.42 percent of
all intrastate inflows and 54.57 percent of all intrastate outflows. This finding is consistent with
trend.
o
With the exception of Ulster and Rockland counties, Dutchess gained households from
all counties in the region. The largest net inflows occurred with Westchester and
Putnam counties at 160 and 121 households created, respectively (Chart 7, Table 4). See
Chart 8 for income data.
•
The second most important migratory activity occurred with the five counties of NYC at 24.75
percent (875 households) of all intrastate inflows and 19.26 percent (628 households) of all
intrastate outflows, with the majority of these households migrating from Bronx County (Chart
9, Table 5). See Chart 10 for income data.
•
Interstate activity accounted for 31.55 percent of all inflows and 47.51 percent of all outflows.
Consistent with the five-year trend, the majority of all interstate flows were with the Southern
Region (Chart 11, Table 6). See Chart 12 for income data.
•
Foreign migration was negligible at less than one percent of all inflows and one percent of all
outflows.

rate of 0.80 percent per year (4,231 households), rising from 131,294 households in 2009 to
135,525 in 2014.
•
Existing residents created 10,020 new households; migratory activity resulted in a net loss of
5,789 households. For the period,
•
o
35,348 households moved into the county;
o
41,137 households moved out of the county.
Total migratory activity resulted in a net loss of $171.65 million in
adjusted gross income (AGI).
•
On average, one out of every 16.2 households left the region.
•
Migratory activity with contiguous counties — both intrastate and
interstate — accounted for 30.28 percent of all inflows and 25.84 percent of all outflows.
•
Intrastate activity accounted for 58.35 percent of all inflows and 43.41 percent of all outflows.
•
Consistent with trend, the most significant intrastate activity was intra-regional at 53.31
percent of all intrastate inflows and 58.50 percent of all intrastate outflows.
o
Orange gained 714 households from Putnam, Rockland, and Westchester and lost 166
households to the remaining intra-regional counties (Chart 1, Table 1). See Chart 2 for

Migratory activity with the five counties of NYC accounted for 35.52 percent of all intrastate
inflows and 26.09 percent of all intrastate outflows.
o
Consistent with trend, migratory activity with NYC resulted in a net inflow of 2,666
households. The most significant activity was with Bronx County at 49.81 percent of the
net inflow (Chart 3, Table 2). See Chart 4 for income data.
•
Interstate activity represented 40.40 percent of all inflows and 55.32 percent of all outflows.
Slightly more than 48.00 percent of all interstate outflows were to the Southern Region (Chart
5, Table 3). See Chart 6 for income data.

Foreign migration was relatively small at 1.26 percent of all inflows and 1.27 percent of all
outflows.

accounting for 51.92 percent of all intrastate inflows and 43.54 percent of all intrastate
outflows.

Migratory activity with NYC resulted in a net inflow of 1,309 households, with slightly
less than 50.00 percent of all activity occurring between Rockland and Bronx and Kings

The second most important migratory activity was intra-regional at 37.25 percent of all
intrastate inflows and 43.42 percent of all intrastate outflows.

With the exception of Westchester, Rockland lost households to every county in the

Interstate activity accounted for 43.25 percent of all inflows and 55.61 percent of all outflows.

of all intrastate outflows. Migratory activity with NYC resulted in a net inflow (125 households),
with the most significant net inflows coming from New York County at 96 and Bronx County at

Year-over-year analysis — 2013-2014
•
Year-over-year, the number of households in Ulster County fell 0.45 percent (308 households)
from 67,934 in 2013 to 67,626 in 2014.
•
Existing resident created 97 households, while migratory activity resulted in a net loss of 405
households. For the period,
o
3,743 households moved into the county;
o
4,148 households moved out of the county.
•
Total migratory activity resulted in a net loss of $14.63 million in adjusted gross income (AGI).
•
For the period, one out of every 16.3 households moved out of the county.
•
Migratory activity with contiguous counties — both intrastate and interstate — accounted for
41.57 percent of all inflows and 39.03 percent of all outflows.
•
Intrastate migration accounted for 70.18 percent of all inflows and 61.21 percent of all
outflows.
•
Year-over-year, intra-regional activity was consistent with the five-year trend at 58.01 percent
of all intrastate inflows and 60.97 percent of all intrastate outflows.
o
Ulster lost 24 households overall, with the majority of all activity occurring between
Ulster and Dutchess and Orange counties (Chart 7, Table 8). See Chart 4 for income
data.
•
The second most significant intrastate activity occurred with the five counties of NYC at 19.57
percent of all intrastate inflows and 13.12 percent of all intrastate outflows.
o
Ulster gained 181 households overall; contrary to regional patterns, migration with
Kings County (Brooklyn) and New York County (Manhattan) trumped activity with Bronx
County (Chart 9, Table 5). See Chart 10 for income data.
•
Interstate inflows accounted for 29.09 percent of all inflows and 38.07 percent of all outflows.
The most important activity occurred with the Southern Region (Chart 11, Table 6). See Chart
12 for income data.
•
Foreign migration accounted for 0.72 percent of both all inflows and all outflows.

•
During the period, the number of households in Westchester County grew at an annual rate of
2.25 percent (31,480 households), rising from 338,768 households in 2009 to 370,248 in 2014.
•
Existing residents created 38,806 new households, while migratory activity resulted in a net
loss of 7,326 households. For the period,
•
o
91,608 households moved into the county;
o
98,934 households moved out of the county.
Total migratory activity resulted in a net loss of $1.31 billion in
adjusted gross income (AGI).
•
On average, one out of every 18.0 households left the county.
•
Migratory activity with contiguous counties – both intrastate and
interstate – accounted for 33.07 percent of all inflows and 28.35 percent of all outflows.
•
Intrastate activity accounted for 62.75 percent of all inflows and 48.51 percent of all outflows.
•
The most significant intrastate activity occurred between Westchester and the five counties of
NYC, accounting for 74.81 percent of all intrastate inflows and 64.81 percent of all intrastate
outflows.
o
Consistent with trend, migratory activity with NYC resulted in a net inflow (11,900
households), with the vast majority of these households migrating from Bronx County
(Chart 1, Table 1). See Chart 2 for income data.
•
The second most important intrastate activity was intra-regional at 15.88 percent of all
intrastate inflows and 24.18 percent of all intrastate outflows.
o
Intra-regional migration resulted in a net loss of 2,477 households. Westchester lost
households to every county in the region; the most significant outflows were to
Dutchess and Putnam counties at 1046 households lost and 914 households lost,
respectively. (Chart 3, Table 2). See Chart 4 for income data.
•
Interstate activity accounted for 35.74 percent of all inflows and 49.84 percent of all outflows.
The majority of all flows were within the Northeast Region at 45.41 percent of all inflows and
44.09 percent of all outflows. (Chart 5, Table 3). See Chart 6 for income data.
•
Foreign migration was relatively small at 1.56 percent of inflows and 2.11 percent of all
outflows. This is the highest relative level of foreign migration within the Hudson Valley region.

Consistent with trend, intra-regional migration resulted in a net loss of 541 households.
Westchester lost households to every county in the region, with the most important
losses occurring with Putnam County at 274 households followed by Dutchess at 160
households (Chart 9, Table 5). See Chart 10 for income data.
•
Interstate inflows accounted for 34.98 percent of all inflows and 52.46 percent of all outflows.
The majority of all flows were within the Northeast Region (Chart 11, Table 6). See Chart 12 for

•
Foreign migration was insignificant at 1.23 percent of all inflows and 1.64 percent of all
outflows.
