LEA Middle and High School Application
This project allows us to build and develop strong models of MTSS at the secondary level, and utilize them to support LEAs in implementing effective practices in other secondary schools across the state. Training in instructional strategies, assessment and intervention areas of literacy, math and behavior will be the primary focus of staff development, along with the core elements to implement a problem-solving model of
MTSS.
One primary goal of this project is to provide teachers with tools necessary to increase student proficiency in academic areas. This ultimate goal is to assist schools in building a strong system of support in both academics and behavior for all students. This initiative aligns with the State Board of Education’s mission to graduate globally competitive students that are prepared for life in the 21 st century.
This project is intended for implementation in one middle school and one high school. In order to apply
MTSS (or RtI) must be currently implemented in all elementary schools that feed into the applying middle school. The selected high school must be in the same feeder patter as these elementary schools and selected middle school.
Section I
Section II relates to the LEA. The LEA must complete all parts of Section I. relates to the middle school applicant. The school must complete all parts of Section II.
Signatures of school administration providing leadership for the adoption and implementation of the Secondary MTSS Implementation project must complete Section IV.
Section III relates to the high school applicant. The school must complete all parts of parts of Section
III. Signatures of school administration providing leadership for the adoption and implementation of the Secondary MTSS Implementation project must complete Section IV.
Section IV The signatures of the Superintendent and personnel responsible for MTSS (or RtI) leadership, including secondary directors, EC director and RtI/PBIS/MTSS coordinator (if applicable) must be provided.

REQUIREMENTS
Selected applicants will be expected to:
1.
Adopt and implement MTSS in one middle and one high school
2.
Utilize MTSS as the cornerstone for school improvement
3.
Develop an MTSS Leadership team at the LEA level
4.
Develop an MTSS Leadership Team at each selected school site
5.
Participate in a comprehensive plan for evaluating progress
6.
Use assessment tools for universal screening and progress monitoring
7.
Serve as an MTSS demonstration site for schools across North Carolina
RESOURCES AND TECHNICAL ASSISTANCE AVAILABLE
1.
Support the selection and purchase for instructional materials
2.
Support for the selection and purchase of assessment and evaluation materials
3.
MTSS training developed or coordinated by DPI, specific to middle and high schools
4.
Support for professional development including substitute stipends and travel expenses
5.
On-going technical support from NCDPI consultants
6.
Additional areas of training as identified
