Overview of “Governor’s Teacher Network” Proposal (Submitted for approval by US Department of Education, January 2014) The Governor’s Teacher Network (Network) will select up to 450 outstanding teachers from across the State to serve for one year supporting implementation of key RttT initiatives (professional development and the implementation of Home Base) in their schools and LEAs. Network teachers will remain in their current roles, but will also design and deliver individual projects that address RttT implementation needs at the classroom, school, or LEA level. Network teachers will be selected through a rigorous application process, will receive specialized training related to their projects, and will receive support from NCDPI staff over the course of the year. Network teachers will be paid $10,000 for their work; this compensation serves to attract outstanding teachers to apply, to recognize the professionalism and hard work that led the teachers to be selected for this program, and to set an expectation for the amount and quality of the deliverables and effort that teachers are expected to provide. Program Aspect Pathway 1: Professional Development (PD) Pathway 2: Assessment Items and Instructional Resources for Home Base Need Addressed by the Pathway Building teacher-level capacity to develop and provide PD (particularly around using data to improve instruction and drive higher student outcomes) Generating teacher-developed assessment items or instructional resources to increase the number and type of items available to teachers through Home Base Targeted Number of Teachers Up to 225 participants from across the state Up to 225 participants from across the state Eligibility To be eligible to apply, an individual must be a classroom teacher or instructional support personnel (e.g., reading specialist, school counselor, media specialist). Central office staff and principals/assistant principals are not eligible to apply. Each teacher will complete an application process in the spring of 2014 in which he or she will: 1) Express a preference for a path and subject/focus area Application 2) Submit a work example or proposal related to his or her focus area 3) Answer a series of short narrative questions designed to assess teacher interest and experience In addition, each teacher must obtain an endorsement from his or her principal, using a standard form. RttT Program Management Office Page 1 of 2 1-21-2014 DRAFT Program Aspect What Each Teacher Would Do Pathway 1: Professional Development (PD) Pathway 2: Assessment Items and Instructional Resources for Home Base Identify a specific student-focused problem of practice he or she has experienced in his or her classroom in one of the pathways Propose and implement a plan to address the problem by creating a set number of actions and deliverables associated with the chosen pathway (e.g., PD sessions, assessment items, instructional resources) Attend a kick-off orientation and training during the summer of 2014 Report periodically (cadence to be established) on progress implementing plan and participate in additional trainings (most likely web-based) as needed Provide reflection at the end of the 2014-15 school year about the strengths and challenges of implementation and continued needs to be addressed Teacher application materials will be reviewed to evaluate the quality of: Responses to narrative questions Sample work products (e.g., assessment items, lesson plans) or PD proposals Principal endorsements Additionally, the selection process will try to ensure representation from: Selection Criteria Teacher Compensation Every LEA and some representation from participating RttT charter schools A mix of subjects and grade levels, with priority given to areas where fewer Home Base instructional resources and assessment items currently exist A diverse set of schools/LEAs considering geography, wealth, grade level Teachers who met or exceeded student growth targets (if applicable) Strong performance indicators in Standards 1-5 of the NC Teacher Evaluation instrument Each participating teacher will receive a $10,000 stipend paid in three installments (July/August 2014, December 2014, and June 2015).
