Basic plan. b. AFM 200-3, FM 21-77A, NWP-43(A), Subject: Joint Worldwide Evasion and Escape Manual (S), 1 August 1967. 1. Purpose. This Annex provides guidance for the conduct of Survival, Evasion, Resistance, and Escape (SERE) activities. 2. Situation a. Enemy. Annex B. b. Friendly. Base Plan. c. Assumptions. Base Plan. 3. Mission. When directed, CFC through JTF Korea conducts E&E operations to provide for the recovery and evacuation of downed aircrews and other combatant and/or noncombatant personnel in South Korea. 4. Execution a. Concept of E&E Operations (1) SAFE locations within South Korea are activated by E&E control element on order USPACOM. Contacts with and authentication and exfiltration of evaders are accomplished IAW procedures described herein. (2) Unassisted Evasion. The border areas are generally fortified and facilitate unassisted evasion. Main threat of detection is through random patrols or observation by unfriendly indigenous personnel. (3) SAFE Locations. Issued separately. (4) Contact Procedures. (a) Specific contact procedures are enclosed in SAID documents, issued separately. C-11-1 SECRET FOR TRAINING ONLY SECRET FOR TRAINING ONLY (b) Evader must make the decision to seek assistance; therefore, after confirming the EEAM spotter's conspicuous action it is the evader's responsibility to initiate the contact. Contact must be made by the evader so as not to attract attention. Contact should be made at dusk if possible, allowing for the evader's immediate movement from the area. Evader must inform the spotter of the presence of other evaders, if applicable. (c) Once contact is established, evader must follow the EEAM instructions without question. b. Tasks. On order CINCKorea, selected SAFE in AO is made active. Selected ODA or pararescue team will prepare to receive, secure, authenticate, and arrange for turnover of US/Allied personnel to the control of the EEAM or to exfiltrate the evader from a pre-selected site. c. E&E Planning Information (1) EEAM services the SAFE following an alert that probable evaders are present in its area. Spotter frequents the RP and initiates conspicuous action to invite contact. The EEAM prepares to receive and authenticate evaders. (2) Spotter should appear at the RP a minimum of twice daily, taking care to avoid periods of heavy pedestrian traffic which could hamper observation and prevent the evader from establishing contact. Spotter must also be alert for evader emerging from a covered position to make contact. (3) Spotter, upon contact by the evader, will respond by guiding the evader to a safe site or holding area. (4) Authentication (a) Once under the control of the EEAM, the evader is required to provide his name, rank, date of birth, and social security number. He must allow photographs and fingerprints to be made, follow all orders promptly, courteously, without question, and cooperate fully with EEAM directions. (b) Evaders are not to be introduced into the EEAM net until positive identification/authentication is obtained. Until that is achieved, the evaders are maintained at a holding area in prisoner status, and not allowed access to other personnel, facilities or activities. (c) Subsequent authentication is accomplished Authentication/Identification System (PAIS). Appendix 1, (Omitted). using the Personal (d) EEAM will request authentication data and notification for exfiltration mission. (5) Exfiltration (a) Primary means of exfiltration is aircraft. Alternate means is ground vehicle. (b) CINCKorea may direct that a crossover be effected and the evaders transferred from the control of the EEAM to a US asset for exfiltration. (8) Isolated Personnel Report (ISOPREP) cards will be completed by personnel designated to fly missions in support of USPACOM operations in JOA South Korea.
