1. Background. DPRK military operations are threatening the Government of South Korea and the political stability of the region. The DPRK has the political will to subvert normal political, military and economic processes and has demonstrated that it will use it . They view the US and its South Korea allies and other

UN nations as a threat to its long-term goal of reunification of the peninsula and will do all that is necessary to reduce US influence in the country and throughout the region. It is unknown if the DPRK has any information about the planned operation.

2. Situation a. General

(1) This Appendix outlines the conduct of noncombatant operations within the Repbulic of

South Korea, and describes the use of forces apportioned to CFC/USFK to support DOS in carrying out its responsibilities for the protection of US citizens abroad. It establishes procedures for the protection and evacuation of US noncombatants and certain designated third-country nationals within the Republic of South

Korea for all levels of NEO to include conducting military operations under a permissive, uncertain, or hostile environment.

(2) CFC/USFK Forces must be prepared to conduct NEO at any time if conditions in South

Korea continue to be hostile for American citizens (AMCITS) and other third-country nationals (TCNs). b. Enemy. Annex B, Intelligence. c. Friendly

(1) Base Plan and Annex A.

(2) Department of State

(a) Develops overall policy and procedures for protection and evacuation of US noncombatants and certain designated foreign nationals (Host Nation Citizens (HNC)) and Third-Country

Nationals (TCN) from foreign countries.

(b) Administers and provides representation to the South Eastern Asia Treaty

Organization of Asian States and the South Eastern Asia Group (SEAG).

(c) Tasks Chiefs of US Diplomatic Missions to prepare and execute plans for the protection and evacuation of US noncombatants and certain designated third-country nationals (HCN and

TCN).

(d) Obtains over flight and basing rights of third countries, authorization to operate, and facility arrangements required for execution of this Appendix, and provides advise as to which allies might offer and, or provide support.

(e) Provides emergency communications and initial command and control connectivity, as required, based on the capabilities of the Mission.

(f) Provides liaison and other elements as required.

(2) Diplomatic Missions

(a) Prepares and implements plans for the protection of US noncombatants and certain designated third-country nationals in accordance with reference a.

(b) Provides information regarding the number of evacuees and the Mission’s capability to support operations. nationals for evacuation.

(c) Within capability processes US noncombatants and designated third-country

(d) Assists military personnel in determining embarkation points for uncertain or hostile NEOs.

(e) Evaluates local situation and makes an official request for NEO through diplomatic channels to DOS.

(3) Department of Defense

(a) Responds to DOS requests for military assistance in evacuation operations.

(b) Coordinates through CJCS, the deployment and employment of US Forces in

(4) Department of Health and Human Services (DHHS). Exercises total responsibility in the

US for the repatriation of all US noncombatant evacuees, including those sponsored by DOD, under the provisions of Section 801 of Executive Order 12656.

(5) Central Intelligence Agency (CIA)

(a) Provides intelligence support as required.

(b) Provides liaison and other elements as required.

(6) Director, national Security Agency/Central Security Service (DIRNSA)/(CSS). Develops the Cryptologic Support Plan (CSP), as directed.

(7) Defense Information System Agency (DISA)

(a) Arranges for contingency Defense Information Infrastructure (DII) and Defense

Satellite Communications System (DSCS) accesses and interfaces when existing fixed facilities are not available or are not operational.

(b) Provides additional support as required and requested by CINCKorea.

(8) Defense Intelligence Agency (DIA). Provides intelligence and counterintelligence support, as required. The Defense HUMINT Service (DHS) provides support as required through the

CFC/USFK HUMINT Support Element (HSE).

(9) National Imagery and Mapping Agency (NIMA)

(a) Provides geospatial information and services (GI&S) support.

(b) Provides imagery exploitation support as required.

(c) Ensures maximum satisfaction of CINCKorea imagery collection requirements from national systems. Assists in the coordination of airborne imagery collection.

(d) Provides technical assistance with, and coordinates the provision of, imagery processing, exploitation, and delivery architectures and systems.

(e) Facilitates imagery release and disclosure to allied or coalition forces.

(f) Provides imagery and, or geospatial information personnel to support the

USPACOM staff. These personnel will augment the National Intelligence Support Team (NIST) or deploy directly at CINCKOREA request.

(10) United States Information Agency (USIA). Coordinates with CINCKorea, COMJTF

Korea, and COMJSOTF (if activated), to ensure release of information to the public does not pose OPSEC vulnerabilities. d. Assumptions

(1) Some evacuees may require assistance in arriving at designated assembly areas/collection sites for evacuation.

(2) South Korean forces will not be capable of responding with sufficient strength to support

NEO; however, AMCITS and TCNs will remain vulnerable to harassment, kidnapping, terrorism, and assassination.

(3) JTF Korea will coordinate requirements for NEO of TCNs.

3. Mission. On order, COMJTF Korea conducts evacuation of AMCITS and other designated TCNs from the Repbulic of South Korea.

4. Execution a. Concept of Operations

(1) When requested by DOS, JTF Korea will conduct entry to secure lodgments and immediately commence NEO of AMCITS and designated TCNs.

(2) Evacuees will be transported via ground and helicopter transportation.

(3) Evacuees will be airlifted to a safe haven in the Japan enroute to CONUS or other destination of choice.

(4) The primary means of further evacuation to CONUS will be by USTRANSCOM airlift.

The alternative means of evacuation will be by USTRANSCOM sea lift.

(5) Evacuees will receive final processing upon arrival at a safe haven area (area to be designated by USFK . AMCITs will be turned over to DOS representatives to determine their APOD and then to DHHS for transport. TCNs will be transported to the same location as AMCITS and turned over to representatives of their respective governments.

(6) PSYOP. Psychological operations will be conducted to encourage citizens of South

Koea to cooperate with US forces and disseminate NEO information to AMCITS and TCNs. Appendix 3,

Annex C (Psychological Operations). b. Assignment of Tasks

(1) JTF Korea

(TBD).

(a) Provide security for DOS-designated evacuation assembly area/collection sites

(b) Provide ground and air movement of evacuees from assembly areas/collection sites to lodgment areas (TBD).

(c) Establish an Evacuation Control Center (ECC) and conduct initial processing of evacuees.

(d) Provide life support (food, water, shelter, and medical support) to evacuees. locations.

(e) Provide accountability of evacuees during evacuation.

(f) Be prepared to conduct helicopter movement of evacuees from outlying

(g) Ensure family integrity is maintained during movement in accordance with existing policy. Noncombatant evacuee escorts will be appointed for all unaccompanied DOD dependent children, from point of embarkation to their final safe haven location.

(h) Provide processing information and documentation to the extent possible to enable COMFORSCOM and associated Services or commands to plan for the reception and expeditious movement of evacuees to their final destination. c. Coordinating Instructions

(1) This plan is effective for planning upon receipt and execution on order.

(2) DIRLAUTH ALCON within CFC

(3) Anticipated length of NEO is unknown.

(4) Rules of Engagement. Appendix 6 (Rules of Engagement) to Annex C (OPERATIONS).

(5) Ordnance, pyrotechnics, firearms, and pets (except working dogs) will not be brought aboard any aircraft or vehicle by evacuees.

(6) Baggage will be limited to that which can be carried by the individual except for personnel carrying government documents or small children.

(7) Requests for release of messages by evacuees will be handled through

DOS/International Red Cross channels.

(8) Authority over noncombatants for evacuation. US military personnel exercise no authority over AMCITS or TCNs. Any individual refusing to be evacuated will be allowed to remain once their name, address, telephone number, and position (government/civilian) have been obtained. See paragraph.

(9)(b) below.

(9) Disposition of pets will be made by JTF Korea

(a) Department of Defense (DOD) noncombatants:

1. Will comply with emergency and evacuation instructions issued by DOS.

2. May elect to be retained in overseas area during an emergency should continued employment be in the interest of the military command or civilian agencies supporting CFC forces.

A US citizen cannot be retained overseas against his/her will.

(b) Commanders will familiarize themselves with the provisions of Article 2 (11) and

(12), UCMJ which provide, under specific conditions, for wartime jurisdiction of military commanders over civilians.

(10) Incidents, irregularities and/or unusual circumstances will be reported by expeditious means to USPACOM Headquarters.

(11) NEO priorities (highest to lowest):

(a) US citizens possessing current identification, such as passports, birth certificates, DOD dependent ID cards, Seaman's papers, aircrew cards, or anyone designated as 1st priority by the on-scene commander regardless of national affiliation.

(b) US citizens with expired US passports less than 10 years old.

(c) US citizens with expired US passports over 10 years old.

(d) Alien immediate family members of American citizens.

(e) Foreign Service Nationals and TCN employees of the US Government.

(f) Eligible Third-Country Nationals seriously injured or ill.

(g) Others eligible as directed by COMJTF Korea.

(h) Persons of relatively higher priority may elect evacuation in a lower priority to avoid separating families. Every effort will be made not to separate families unless necessary.
