NOTICE TO GRANTEES (December 2001) ST ScI ELECTRONIC GRANTS MANAGEMENT SYSTEM The Space Telescope Science Institute is pleased to announce the implementation of an electronic web-based grants management system that will be used for the award and administration of grants related to the General Observer/Archival Researcher Program. In addition, the system will be used for the Hubble Fellowship Program and the NASA Initiative to Develop Education Through Astronomy Research Grants Program. The main features of the system are the electronic submission of: Budgets Performance reports Financial reports including payment requests Other administrative requests such as no-cost extension and equipment requests The system will also provide electronic notification of grant awards and amendments as well as real-time access to proposal and grant status information. The system was implemented in April 2000. The Grants Administration Office has contacted the Authorizing Officials (AOs) of each institution to activate institutional accounts. All U.S. Investigators who have an existing grant or are associated with an approved Cycle 9 or 10 GO/AR Program will have accounts established in the new system. The AO at each institution will enable all investigator accounts and assign appropriate privileges for various functions within the system. SUBMISSION CYCLE 11 BUDGET DEADLINES PAPER SUBMISSION DEADLINE: February 8, 2002 ELECTRONIC BUDGET SUBMISSION DEADLINE: February 22, 2002 GO and AR budgets submitted through the electronic system are due by 2/22/02. Funding will be allocated in April with preparatory grants (if requested) awarded shortly thereafter. 12/01 Notice to Grantees cont. REVISED GENERAL GRANT PROVISIONS The ST ScI General Grants Provisions were revised as of March 2000. A copy of the provisions is available on our Web site at http://www.stsci.edu/ftp/stsci/grants/. The primary changes are in the following sections: Section XI, Article D: Budget Revisions The specific change increases the cumulative amount of funding transfers between cost categories that may be made prior to contacting ST ScI for approval from $10,000 or 10% of the total project budget to $25,000 or 25% of the total project budget as last approved by ST ScI whichever is less. Section XVI: Proprietary Rights to Data, sixth paragraph This section is revised at the direction of NASA. The specific change in the sixth paragraph states that copyright may not be asserted on images and animations produced under this grant. Copyright may be asserted on any books, publications, or other copyrightable materials developed as a result of the analysis of HST data.
