R-6 SUPPLEMENT 2309.18-92-1 EFFECTIVE 6/24/92 2309.18,0 Code Page 3 of 3 2309.18 - Exhibit 01 VISION STATEMENT For Trails in the Pacific Northwest Region of the USDA Forest Service Forest Service recreation trails in the Pacific Northwest Region while an intregral part of travel and access management, will be planned, constructed, maintained and protected as recreation facilities. The intent for the recreation trail network in the Pacific Northwest Region is to provide a full spectrum of high quality linear recreation opportunities and experiences for adventure, discovery, and fulfillment of varying levels of challenge and difficulty. Whenever possible, trail networks will provide loops and interconnect wherever possible with urban centers, green belts, open spaces, recreation destination areas, and other recreation corridors as defined in Forest Plans, and State and local recreation trail plans. Where possible all-season trails and winter trails will be developed. Where uses are compatible, multi-use trails will be provided. The trail development outlined in the Forest Land and Resource Management Plans (Forest Plans) guides the trail proposals submitted to the Regional 5-year Recreation Trail Capital Investment program. Trails will be built and maintained to standards as outlined and prescribed in the Regional Trails Management Handbook (FSH 2309.18) and in Forest Plans. New recreation trails will be constructed only in land allocations or corridors that have Forest Plan prescriptions that complement and protect the recreation trail investment. Each recreation trail will have Recreation trail objectives. The type of trail, trail facilities, and allowed trail uses will be consistent with the "Recreation Opportunity Class" and the "Desired future Condition" of the land allocation established in the Forest Plan. Recreation attributes will be considered in location of trails and in establishing trail management objectives. Management practices will maintain the settings that produce the desired recreation experience along the trail. Trail planning and construction will be coordinated at all levels within the Region and with user groups and Forest visitors. The goal is to minimize conflicts with other uses so that user groups are supportive of the existing and planned uses of the trails prior to construction. Continued financial support is essential for our Region to build and maintain a quality trail system. Trail managers and coordinators will seek partnerships with R-6 SUPPLEMENT 2309.18-92-1 EFFECTIVE 6/24/92 2309.18,0 Code Page 4 of 3 trail users groups, individuals, corporations, and other agencies. Cost share and volunteer agreements are a way to expand and improve the Regional trail system, and to promote the protection, maintenance, construction and proper stewardship of Recreation Trails and the environment traversed by the trails.
