12.21 - Base Property. On the Carson National Forest, the
base property requirement is ownership of logical and operable
ranch headquarters, including the land on which it is located.
A residence will not be required as part of the headquarters,
but improvements necessary for the care and handling of
livestock will be required. This will include sufficient stock
water and adequate corral or feedlot space to accommodate the
number of livestock permitted. The base property need not be
within or adjacent to the Forest or grazing allotment, but it
must be in a location which is a reasonable base of operations
for the National Forest System land grazed. It must be located
within Taos, Rio Arriba, Colfax, Mora, San Juan, Los Alamos,
Sandoval, Santa Fe, or San Miguel counties, or that part of
Guadalupe County north of Interstate Highway 40, New Mexico, or
within Costilla, Conejos, Archuleta, or La Pl.aza counties,
Colorado.
A determination of each individual permittee's base property
will be made and approved by the District Ranger who will then
give written notification to the permittee concerning the
status of the base property. Any subsequent change in base
property must be with the approval of the District Ranger after
it has been determined the new offering is as acceptable as the
previously approved base property.
A permittee's base property will be verified:

1. When application is made for a new term grazing permit or
addition to permit is made through purchase of livestock and/or
base property.
2. When a change in ownership or size occurs in his base
property.
3.
At the beginning of the ten-year term permit period.
Permittees whose base property was considered as acceptable with
less than the above standard as of January 1, 1966, may continue
to be qualified as long as is no change in their permitted
livestock operation. If such a change does occur, the permittee
must meet the full base property requirement within one year
after being given written notice or face total revocation.
Successors through inheritance who do not have the required base
property will be required to meet the base property standards
within one year from the date of permit issuance. Successors
through purchase of permitted livestock will be required to own
base property prior to issuance of a new permit.
In cases of association permits, adequate base property will be
required either by the association as a unit with each member
owning a share proportionate to their permitted numbers or by
each permitted member individually.
