The majority of knowledge requirements for supervisors and managers can be acquired through the accomplishment of the following training experiences: a. Office of Personnel Management training course, "The Role of Managers and Supervisors in EEO." b. Office of Personnel Management correspondence course, "EEO - Its Place in the Federal Government." c. Region Civil Rights training package titled, "Northern Region Civil Rights Program" (video) and "Civil Rights - Questions and Answers" (brochure). d. Region 1 training session, "Changing Roles of Men and Women in The Workforce." e. Presentation by Janine Pease Windy Boy, President, Little Big Horn Community College, Crow Agency, Montana on "Inter- cultural Relations" (includes handout). f. g. Familiarity with FSM 1700 and FSH 1709.11. Understanding and familiarity with Procurement Preference Goals as described in FSH 6309.32, Federal Acquisition Regulations, Part 19, as supplemented by Department and Forest Service. Fact Sheet #36 which is prepared by the Small Business Administration provides a quick general overview of SBA 8(a) program. the Fact Sheets are available in the RO Administration. Goal achievement is the responsibility of the line officers. The goals should be achieved as early in the fiscal year as possible to allow for project substitution for rejected projects or when negotiations have failed.
