6511 - APPROPRIATION USES
6511.13f - Employee Award Ceremonies
5. Authorized Expenditures. In accordance with National direction, Forest Supervisors
and Regional Office Staff Directors may approve the use of official funds to purchase light
refreshments to be served at employee award ceremonies. This authority may not be redelegated
to a lower organization level.
6513.23b - Forest Fire Protection (FFP)
The following policy is established for payment of employees attending fire suppression related
training in the Northern Region:
Qualification Training for Initial Action of Fire. This training is equated with other traditional
training considered essential to a new employee's development and basic to their duties as a
Forest Service employee. Other examples of such training are Defensive Driving and First Aid.
If the individual's normal work assignment is a crew leader or other work supervisor, it is
reasonable to expect that they should become qualified and perform at a comparable level during
initial action on a fire.
Salary, travel, and per diem for attendance at this type of training for these individuals will be
paid for from the employee's regular funds.
All Other Fire Training. Training that prepares an individual for a targeted IGS position for
other than initial action is considered to be paid for from fire management funds. Fire training
for other than a targeted position will be considered an employee's developmental training and
will be paid for from the employee's regular funds.
6513.52e - Brush Disposal (BD)
3. Limitations on Use of BD Funds. The use of BD funds is prohibited for the following
activities:
a. Land management planning teams. See FSM 6522.56, item 2 for land
management planning financing.
b. Administration of timber sale contracts.
6513.53a - Cooperative Work, Forest Service, Knutson-Vandenberg (CWFS-K-V).
7. Limitations on Uses. In addition to the limitations cited in the parent text, the
following limitations apply to Knutson-Vandenburg (K-V) funds:
