6145 - WELLNESS.

1. Responsibility.

a. Forest Supervisors. Ensures that any Forest wellness program developed adequately reflects health concerns of both employees and management.

b. Staff Directors. Encourages employees participation in Regional Office programs.

c. Regional Office Wellness Committee. Uses input from all Regional Office employees, and develops a comprehensive and balanced program to assist employees in achieving more productive and healthful lifestyles.

6145.02 - Objectives.

The Region is supportive of a wellness program which includes health screening, wellness education and physical fitness programs. Activities and programs developed should relate to the following objectives.

1. To identify and minimize hazardous health and lifestyle habits.

2. To increase employee awareness of benefits of regular exercise.

3. To assist in stress management, both on and off the job.

4. To assist in nutrition counseling and weight control.

5. To support cost-effective education programs, which increase levels of awareness relating to benefits of healthful lifestyles.

6. To improve self-esteem, morale and civility in the workplace.

7. To measure the effectiveness of programs by identifying and monitoring standards related to productivity, morale and job-related injuries.

6145.03 - Policy.

The Region supports and encourages employee participation in wellness programs and encourages every effort be made by supervisors to allow maximum employee participation. Program guidelines:

1. General Guidelines.

Maximum flexibility is allowed in the development of wellness programs for the benefit of all employees. All wellness related activities may be considered that would be beneficial for employees.

2. Employee Participation and Eligibility.

Employee participation is voluntary. Participation in an approved program is considered to be an employee privilege. All permanent full-time and part-time employees are eligible to participate in programs.

Employees in special programs, such as Senior Community Service Employment Program,

Summer Youth Employment Training Program and Youth Conservation Corps are not eligible for participation.

Participation of employees' family in wellness programs is encouraged.

When conflict with accomplishment of agency work occurs, management reserves the right to revise and adjust program participation.

3. Monitoring and Reassessment. Wellness programs should be monitored and reassessed after they have been administered for a reasonable timeframe, for example, at least every two years.

6145.1 - Health Risk Screening.

A health risk screening program is recommended to aid in detecting and preventing health risks such as high blood pressure, high percentage of body fat and high cholesterol level. Spending appropriated funds for screening activity is permissible (FSM 6511.13h).

Based on areas of identified employee interest, wellness committees should develop a education programs ,which compliment health risk screening (and physical fitness) related activities.

Wellness education topics include but are not limited to:

· Exercise activity

· Chemical dependency control

· Nutritional counseling

· Heath risk factors and signals

· Blood pressure reduction

· Cardiac risk measures

· Stroke prevention

· Stress management measures

· Special and contagious disease awareness

· Maintenance of dental health

· CPR/First Aid

6145.2 - Physical Fitness Programs.

1. Any physical fitness related activities which are in support of wellness program objectives may be considered for individual fitness programs.

2. Employees in fire or law enforcement fitness programs are not eligible for additional fitness benefits. (FSH 5109.17, chapter 20; FSM 5300).
