ASNF SUPPLEMENT 6100-97-2 EFFECTIVE DATE: June 15, 1997 DURATION: This supplement is effective until superseded or removed. 6145.03 Page 2 of 6 FSM 6100 – PERSONNEL MANAGEMENT CHAPTER 6140 – PERFORMANCE, TRAINING, AWARDS CHAPTER 6140 - PERFORMANCE, TRAINING, AWARDS 6145.03 - Policy The Apache-Sitgreaves National Forests Fitness/Wellness Program is being established to allow employees to begin, achieve, and maintain a minimum level of fitness/wellness. This program is designed with direct employee/employer benefits in mind. 1. Program objectives are: a. To measure the effectiveness of the program by identifying and monitoring standards related to productivity, morale and job-related injuries. b. To improve employee ability to handle stress and anxiety. c. To reduce employee absenteeism due to illness and injuries. d. To increase work productivity or measurable improvement in the quality of service. e. To reduce OWCP claims and improve safety record. f. To increase health and fitness/wellness awareness. g. To increase self-confidence, self-esteem and improve morale. h. To assist employees in achieving personal health goals. i. To educate employees on nutrition, exercise, and mental well-being. 2. Program Guidelines are: a. Participation in the Fitness/Wellness Program is strictly on a voluntary basis. b. Participation in the Fitness/Wellness Program is an employee's privilege, not a right. Any employee found abusing the program and/or sponsored activities will be disallowed from further participation and/or subject to disciplinary action, if appropriate. c. Any employee is allowed to engage in fitness/wellness program activities. Participation in certain activities may be extended to immediate family members on a case-by-case basis. d. An individual physical fitness/wellness plan will be jointly developed and approved by the employee and their supervisor and entered into the employees's training plan. Voluntary participation in any other activity will require completion of a plan. The plan will consist of the following elements: Current health assessment performed by professional services, including discussion of plans for developing an exercise program (e.g., wellness screening, annual physicals, etc.). Goals that reflect the changes you want to make. Description of any activities currently taking place to meet goals. Description of activities designed to reach new goals. Scheduling of activities in order to attain goals. Monitoring and evaluation techniques to assure goals are met, i.e., pulse rate, step test scores, cholesterol level, weight. e. Work supervisors will be responsible for monitoring their employees' programs. f. The Fitness/Wellness Program will include, as a minimum, awareness and educational training on wellness related topics, i.e., blood pressure testing and counseling, cholesterol screening and counseling, stress assessment and management, weight management, safety and injury prevention, smoking cessation, self-defense and protection, health consumerism, cancer prevention, substance abuse issues, education on AIDS, etc. g. The use of government time is NOT allowed for participation in Wellness exercise programs. Employees are encouraged to enter exercise programs on their personal time to meet their specific wellness goals. Many employees choose to enter an activity that is aerobic in nature. Aerobic is defined as any activity that will increase the heart rate to 70-80 percent of maximum for a duration of at least 20 minutes. Examples of aerobic activities are: Jogging Rowing Bicycling Swimming Jumping rope Stationary cycling Handball Group aerobic exercises Running in place Walking Racquetball Aerobic exercise machines ASNF SUPPLEMENT 6100-97-2 EFFECTIVE DATE: June 15, 1997 DURATION: This supplement is effective until superseded or removed. 6145.03 Page 4 of 6 FSM 6100 – PERSONNEL MANAGEMENT CHAPTER 6140 – PERFORMANCE, TRAINING, AWARDS h. The Apache-Sitgreaves will enter into an agreement with an accredited medical facility to conduct Health Risk Screening as provided in FSM 6145.1. The screening process will measure as a minimum, weight, height, blood pressure, pulse rate with/without jogging, lung and heart monitoring, urinary analysis, and blood work which consists of CBC (blood count) and Chem-screen (cholesterol). This screening will take place annually and will include employees and their immediate families. The Federal Government will pay for the screening of employees, and families can also participate in this screening at the same cost as employees but at their own expense. All personal information from health risk screening and fitness testing will be confidential. i. As part of the Forest library, the Forest will include books, magazines, audio cassettes and videos on health/fitness related topics. j. The Forest may provide for special non-monetary recognition of employees for accomplishments relative to fitness/wellness programs. Any recognition for accomplishments under the provisions of the Wellness Program must be in accordance with FSH 6109.13 - Chapter 30 on Incentive Awards. k. Purchase and maintenance of exercise equipment is allowed if approved by the unit line officer. Equipment should be compatible with Fitness/Wellness Program objectives. Employees should seek training on the proper use of the equipment prior to use. l. Use of Government-owned building(s) will be allowed to sponsor activities provided: the line officer has documented the decision to sponsor the activity and the benefit to the Forest Service with justification of cost of the activity and risk of liability. m. The Forest may provide payment for participation in a health/fitness facility. Proposals for participation and monitoring procedures must be submitted to the Personnel Officer for review and the Forest Supervisor for approval prior to incorporation. This payment will include only activities not provided on a Forest Service site, i.e., swimming pool use when no pool facilities are provided by the Forest. n. Use of official time for participation at sponsored presentations and healthscreening are allowed. o. Only government employees may use equipment and facilities procured with appropriated funds per FSM 6511.13h. Therefore, to protect the government from liability, allow only employees to use the equipment and facilities. Also, do not purchase family memberships in health clubs with appropriated funds. In participating in the Forest Physical Fitness/Wellness Program, remember that government employees are constantly in the public's view. Please use good judgment and discretion so that the integrity of the Forest Service image is maintained.
