CHAPTER 03 - POLICY
3. Objectives of Post-Sale Audits.
a. To determine the subject sale, including the related transportation systems, meets the
intended objectives as established by management.
b. To determine if management's objectives, as outlined in the EA were correct and
valid.
c. To determine if changes made from the original objectives improved or detracted from
the sale as originally conceived.
d. To determine why the end results are not considered satisfactory or why the end
results exceed expectations.
e. To recommend changes and/or establishment of new Forest or District policies and/or
procedures.
4. Post-Sale Review Procedures. Procedures are the same for post-sale audits as for pre-sale
audits, except as follows:
a. Material by the District contact to the auditor-in-charge must include a history of the
sale and a report of the current status of the sale.
b. Copies of the contract must be available on the audit.
c. Sales being audited must have completed and accepted road construction, as well as
completed and accepted logging, in sufficient quantity, so that the work can be measured against
the EA. It is possible to audit road construction on a different sale, if necessary. Completed or
nearly completed sales are preferred.
d. Zone Engineering shall be represented on the team.
5. Audit Outline. GP Forms 2400-1 and 2400-2 shall be used for the conduct of pre-sale and
post-sale audits.
6. Composition of the Audit Team. Each audit team shall include those people suggested by the
District. As a minimum, there should be one representative from each Staff group such as
Recreation, Lands and Planning, Fire/Fish/Wildlife, Engineering, Timber, and Business
Management. The Pubic Affairs Officer and Lands Staff shall be included in at least one of each
kind of audit per year. Zone Engineering should be included in all audits that include substantial
road construction or reconstruction. Functional Staff shall make the final determination for
representation within their area of responsibility.

CHAPTER 03 - POLICY
The Ranger District representatives shall include the District Ranger/Monument Manager,
Resource Assistant, Timber Sale Assistant, Silvicultural Programs Assistant, and Fuels
Management.
While it is not intended to restrict participation to the incumbents in the described positions, it is
strongly recommended that the total S.O. and District involvement be limited to 16 people or less
per audit.
7. Audit Follow-up. Upon completion of the audits, each year the Timber Management Staff
shall summarize the recommendations and issue a memo to District Rangers, Monument
Manager, and SO Staff with a report due date of 5/1 and 11/1, to assure follow-up on the
recommendations. Responsibility for follow-up on the recommendations shall be assigned in the
memo. Persons assigned responsibility for action shall report actions taken or dates when action
is planned. Recommendations shall be tracked through the Calendar of Reports until the action
is completed.
