2493.12 - Timber Sale Accomplishment Report
This section standardizes how Region 5 accounts and reports volume added after the
timber sale or stewardship contract has been awarded. The following situations should
help forests determine the proper way of reporting the different types of additional volume
that may occur.
1. Additional volume which is opted after award includes:
a.
volume added under C(T)2.11/ K(T)-C(T)1.1 - Timber Subject to
Agreement, submit to RO for entering into TIM.
b.
volume from optional units added under Regional C(T) or K(T) provisions,
submit to RO for entering into TIM, and
c.
volume from optional service work that is awarded to the contractor in a
Stewardship Project, submit to RO for entering into TIM, and
d.
volume in excess of the volume stated in A(T)2/A(T).2 - Volume (Quantity)
Estimate and Utilization Standards when there are incompletely-marked
subdivisions/payment units (B(T)2.42/C(T).4.2 - Adjustment for Excess
Volume (Quantity), submit to RO for entering into TIM.
Opted volume is credited in the fiscal year the volume is agreed upon for removal,
regardless of the year the original sale/project was sold.
2. Additional volume which will be credited as part of the volume awarded:
a.
volume from temporary roads, landings, skid trails, skyline corridors,
damaged trees, and other miscellaneous volume, submit to RO for
entering into TIM,
b.
volume added under B(T)2.133/C(T).1.3.3 - Damaged by Catastrophe,
submit to RO for entering into TIM,
c.
additional volume under B(T)2.134/C(T).1.3.4 - Minor Damage by Natural
Causes in excess of 150 CCF (approximately 85 MBF) but no more than
half the volume of the original advertised contract volume or 2,000 CCF
(whichever limit comes first), submit to RO for entering into TIM,
d.
minor change under B2.37/C.3.7 - Minor Changes or BT2.37/CT.3.7 Designation Changes in excess of 150 CCF, submit to RO for entering into
TIM, and
e.
environmental modifications under B(T )8.3/I(T).3 - Contract Modification,
submit to RO for entering into TIM.
Additional credited volume is shown in the fiscal year the volume is agreed upon for
removal, regardless of the year the original sale/project was sold. Volume such as

temporary roads, landings, skid trails, and skyline corridors sometimes amounts to 20
percent or more of the advertised volume. Care must be taken to assure that presale
activities designate as much of this timber as possible. Where it makes sense and there is
little likelihood that purchasers/contractors will need changes, this volume should be
designated during sale/project preparation instead of during sale/project administration
activities. Additionally, if the volume per acre is so minor that most of the volume is created
with skid trails or skyline corridors, silvicultural prescriptions should be checked to assure
that a legitimate need for harvest is being met.
1. Volume which will not be credited toward volume awarded on the PTSAR Report but
will be reported as volume harvested:
a.
additional volume under B(T)2.134/C(T).1.3.4 - Minor Damage by Natural
Causes less than 150 CCF (approximately 85 MBF) or more than half the
original advertised contract volume or 2,000 CCF (whichever limit comes
first),
b.
minor change under B2.37/C.3.7 - Minor Changes or BT2.37/CT.3.7 Designation Changes less than 150 CCF, and
c.
volume overruns on completely-marked scaled sales or completely-marked
scaled stewardship projects.
This volume will be tracked through TSA and will report under harvest volume in the
Timber Sold and Harvested Report, formerly called the Cut and Sold Report. There may
be situations where the additional volume was not adequately addressed in the
environmentat analysis, a supplemental information report, or decision document. NEPA
analysis procedures must be met, whether this additional volume is added to an existing
contract or offered as a new sale or project. During sale preparation you are encouraged
to anticipate conditions that may occur within the sale or contract area like blowdown and
adjacent insect damage that may cause additional volume. These conditions can be
addressed in general terms in the environmental document and provision made for them in
the decision.
Exhibit 1 shows the format that forests submitting request need to provide to ensure that
all necessary data and the reason for the additional volume is provided.
