In this case, the replacement value for a road adequate to carry the commercial traffic should be used to calculate the fee. Normally this road standard would be single lane with turnouts, Traffic Service Level C, with surfacing that would be considered adequate for the condition. 2/ Units may elect to calculate their own rate using the direction included in R-6 ID 7709.59-95.2, Section 24.11a – Special Instruction for Certain Clauses.
