Condition Surveys – The Forest Engineer or his designated representative will make a condition survey of waste water treatment systems, excluding septic tank systems shortly after the facility is activated each year. The District Ranger will make a condition survey of septic tank systems in the spring of every 3rd year (7413.8). These surveys will be documented and submitted to the Supervisor’s Office by June 15 of the year the survey was made. Maintenance Manual - A detailed maintenance manual shall be prepared for each individual waterborne waste water treatment system excluding septic tank systems. The manual shall contain the following instructions a minimum: 1. Data on all system equipment. 2. Wiring diagram. 3. Information and parts lists for motor and blower units. 4. List of all maintenance items and recommended frequency of checking. 5. Recommended corrective measures in case of improper operations. 6. Chemical analyses required to determine proper operation (type of test, frequency, expected results, and test procedures.) Three copies of a maintenance manual will be distributed: One to the system operator, one to the District office, and one to the Supervisor’s Office. Wastewater Treatment Tests - The wastewater treatment systems shall be inspected and tested weekly and documented on R9 Form 7400-2. This testing program begins at least three (3) weeks prior to discharge to the wastewater treatment facility and continues until the facility is closed to further use (access to the fixtures is prevented by locks otherwise made physically inoperable). This requirement is the minimum frequency of sampling; additional testing should be made any time there is reason to suspect the waste water treatment facility is not functioning properly. Primary Inorganic and Organic Chemical Testing. 1. All systems should be tested for nitrate only at three (3) year intervals. 2. All new potable water supply sources shall be sampled and analyzed for all organic and inorganic chemical contaminants listed in NIPWDR subpart (B) before being put into use 26.3 - Sampling for Bacteriological Examination of Drinking Water. Sampling Procedures – A water sample can be contaminated by actual process of taking the sample. To reduce the possibility of this type of contamination, these sampling procedures are recommended: Sampling from Faucets 1. Select a faucet, preferably without threads, and in a good state of repair (no leaks around packing, etc.). 2. Open faucet and let water run for at least two (2) minutes. 3. Thoroughly flame the faucet outlet with a small torch. 4. Open faucet to a small flow. 5. Fill the sample bottle no more than ¾ full. Sampling from Hand Pumps 1. Remove drinking fountain attachment if one is attached. 2. Operate Pump for at least five (5) minutes. 3. Thoroughly flame the pump outlet with a small torch. 4. Operate pump for at least two (2) minutes. Fill the sample bottle no more than ¾ full. Water samples shall be collected in State Division of Health sample bottles which may be obtained from their District Laboratories (following addresses) or from local Division of Health offices. These sample bottles are sterilized and ready for filling and, therefore, should only be opened when a sample is actually taken. Bottles should never be rinsed out. Care must be taken to avoid touching the mouth or inside of the bottle during sampling. If a water sample tests unsafe, steps shall be taken to correct or eliminate the source of contamination in accordance with FSM 7421.26, Follow-up Action, Table 1. Testing Procedures – Water samples must be tested within 24 hours after sample is collected to insure accurate results. Therefore, all samples must be sent to the testing laboratory no later than Wednesday of any work week. Water samples may be shipped directly to the District State Division of Health Laboratory for the appropriate county.
