4G07.1 - ACQUISITION PLANS
4G07.101 - Definitions
(a) Advance acquisition plan. A projection of contract requirements to be initiated
prior to the subject fiscal year based on anticipated budget constraints and mission
requirements.
(b) Procurement forecast. A portion of the overall advance acquisition plan that
meets the monetary guidelines established by the Office of Small and Disadvantaged
Business Utilization (refer to USDA Department Regulation (DR) 5090-003).
4G07.102 - Policy
(a) Policy objectives for developing an advance acquisition plan include:
(1) Awarding contracts in an orderly manner, ensuring sound procurement practices,
encouraging effective competition, and maintaining accountability while meeting
program objectives.
(2) Providing a flexible management tool that accommodates emergencies, budget
changes, and changes in program direction, while effectively assisting the Program
Manager in accomplishing projects.
4G07.105-70 - Advance Acquisition Plans
(a) Advance acquisition plans must include the following elements at a minimum:
(1) North American Industry Classification System Code.
(2) Project Name.
(3) BioPreferred product/service considerations.
(4) Migrant and Seasonal Agricultural Worker Protection Act considerations.
(5) Government Estimate.
(6) Award Quarter.
(7) Place of Performance City and State.
(8) Source of Supply.

(i) Additional elements may be included to assist with managing the acquisition
workload.
(ii) The USDA Procurement Forecast database utilized by the Office of Small and
Disadvantaged Business Utilization is required for use by the Forest Service (see DR
5090-003).
4G07.4 - EQUIPMENT LEASE OR PURCHASE
4G07.401 - Acquisition Considerations
All decisions on equipment lease or purchase must include a written determination of the details
of the acquisition supported by a capital/operating lease spreadsheet. Review FSH 6509.19,
section 11.4 for current personal property lease directions.
4G07.5 - INHERENTLY GOVERNMENTAL FUNCTIONS
4G07.503 - Policy
(a) A written determination signed by the Program/Project Manager (P/PM) must
accompany every statement of work for services essentially as follows:
(1) All tasks identified in the statement of work are not considered inherently
governmental in accordance with FAR 7.5, and can be appropriately performed by
contractors.
(b) As the tasks to be performed become more entwined with governmental
functions, the determination in paragraph (1) must be expanded to reflect the
restrictions placed on the performing contractors concerning discretionary authority,
decision-making responsibility, and the ultimate accountability to Government
officials.
