ADP Equipment and Services (FSM 6615.04). Individual acquisitions of hardware or software which have an acquisition cost of $1,000 or less are exempt from the technical approval requirements unless such items are to be used on or with a Data General MV system. Forest Supervisors have authority to approve other acquisitions under $1,000, except general-purpose central processing units (CPU), which must be approved at the Regional Office level. Printing and Related Supplies. Follow Congressional Joint Committee on Printing (JCP) direction regarding printing. Public Law 102-392 clearly states that, "all printing and related services MUST be obtained exclusively through the US Government Printing Office (GPO)". Printing is to be coordinated with the Public Affairs Office on each forest. 42 - DISTINCTIVE ITEMS. In addition to items listed in parent text, the following apply to Boise NF purchases. 62. Contracts with Former Employees. (Departmental Regulations 5000 series: currently 5000-6, December 6, 1992; FSH 6309.32 - AGAR 403.6 and FSAR 4G03.06). This applies to former permanent employees whether full-time, part-time, or WAE appointments (summer/seasonal and NTE appointments do not apply). The regulation requires Departmental approval with the following exceptions: (1) when a contract is under $500 (repetitive award to the same former employee are discouraged), (2) when contracts over $500 are competed, or (3) when contract is needed to prepare or give testimony in litigations resulting from project in which they were involved. Training Services Utilizing Former Employees. Close coordination is required with SO Personnel to determine the type of training required as defined below: a. Off-the-shelf training can be done utilizing an SF-182, Request for Training. The Training Act is applicable and no competition is required. b. Training which is specifically designed to meet an employee or our Forest's needs requires a requisition through Purchasing (refer to Contracts with Former Employees above.) Since it is sometimes difficult to differentiate the type of training that is applicable, submissions shall be done on an SF-182, Request for Training and forwarded to F&A, who will coordinate with Personnel to make the determination as to the type of training and payment method to use. Rental of Livestock. The Forest Service furnishes Government-owned horses, mules, and related equipment to employees for official use when needed. The Forest Service units may rent livestock from employees for project use at isolated geographical locations when such livestock is not available from either Government or commercial sources and when there is only an occasional need. A Forest Livestock Management Plan shall be approved and on file before any rental takes place. Approvals shall be reviewed by the appropriate unit line officer and approval by a procurement official one level above the person doing the procurement. "No Charge" agreements are no longer allowed. Contracts must include a personal preference rate established by the Region.
