22 – ESTABLISHMENT OF WORK SCHEDULES
This supplement establishes guidelines to provide consistency in decision making for operation
of the Alternate Work Site Program and sets the policy and operating guidelines for the Payette
National Forest. It does not cover all situations; such as short-term (one or two days) to get away
from the office to get a specific project finished; or long-term and permanent situations to meet
an employee’s personal need. Positions that supervise others or whose job primarily deals with
others on a day-to-day basis will not be compatible in a work-at-home situation.
1.
Conditions Under Which Alternate Work Site Agreements May Be Established.
a. Periodic situations where employees may need to be at home for a day or two or
parts of a day on an occasional basis to care for a sick child, parent, or spouse and
where specific types of work can be identified and measured.
b. Management will approve or disapprove any request and should explain to the
employee the reason(s) for not approving a request. The employee and
management may terminate participation in this project at any time.
c. Approval to participate should be for situations where the employee’s need and a
benefit to the Forest can be demonstrated. Situations should be unique and will
require additional review before approved. The length of the agreement will be
determined by the specific need for the agreement.
d. Work performance will be measurable against established or developed quantity
and quality norms so that managers can verify time and attendance records.
e. Tours of duty could include some work time in the office if conditions or
circumstances warrant.
f. Hours of duty at the alternate work site must be scheduled. Although the latitude
for scheduling is much greater than at the office, existing rules on hours of duty
and scheduling work apply to alternate work sites. Core hour requirements for
alternative work schedules may be waived for the time that will be worked at
home.
g. If the work duties require the employee to have access to records subject to the
Privacy Act, no agreement will be approved until the supervisor has determined
that there are appropriate administrative, technical, and physical safeguards to
ensure the security and confidentiality of the records at the alternate work site.
h. Employee agrees to limit their performance of their officially assigned duties to
the approved alternate work site. The employee’s job performance can be
evaluated on criteria and milestones determined by the supervisor. The
employee’s performance standards may be adjusted to include work completed at
the alternate work site, depending on the duration of the agreement. Failure to
comply with this provision may result in loss of pay, termination of the alternate
work site agreement, and/or other appropriate disciplinary action.

i. The Telecommuting Work Proposal/Agreement, form FS-6100-40, will be used to
document conditions of agreement and approval of alternate work site.
2.
Authority to Approve or Disapprove an Alternate Work Site Agreement, and
Authority to Cancel an Existing Agreement.
The Forest Supervisor retains the authority to approve these agreements.
3.
Documentation and Records Maintenance.
The Work Agreement will be completed, outlining the nature of the situation
including the details covering the conditions set forth in this supplement. Once
approved, the original form plus attachments will be retained with the employee’s
official pay records. Copies should be retained in the employee’s EDF.
