Hours of Duty - Standard office hours for National Forests in Region 2 may begin as early as 7:30 a.m., and end as early as 4:30 p.m., Monday through Friday. Supervisors must assure that adequate coverage and service to the public is maintained. This may include some employees being put on shifts that begin or end after the established office hours. Other methods, such as telephone answering, may be appropriate. Also, lunch periods may be set administratively and staggered to accommodate visitors and telephone calls. Standard office hours for the Regional Office are 7:30 a.m. to 4:30 p.m., Monday through Friday. 25 - ABSENCES FROM WORK. 3. Forest Supervisors and Staff Directors need not obtain specific approval for annual leave for periods of five days or less. The principles and guides as stated in FSM will be followed. 25.22 - Administrative Discretion. 9. Officially Approved or Sponsored Activities. Region 2 policy is to encourage employees to participate in self-development activities that will contribute to their training and development. For example, participation in toastmasters or toastmistresses should be approved for official time where the training need is analyzed and documented on individual training plans. The need and approval should be reviewed annually by the supervisor and employee. Generally, employees who seek and desire to advance to more responsible work should be encouraged to develop their speaking skills. 25.3 - Group Dismissals. 1. As a guide for Regional Office Directors, up to 1-1/2 hours may be excused for activities such as retirements and Christmas luncheons for members of Staff units, or other staff units in the case of retirements, or similar activities that contribute to the morale of Regional Office employees. Where there is a special condition, such as slow food service, hazardous weather, etc., requiring more time, excused absence should be considered on a case-by-case basis. 26 - GENERAL PROVISIONS FOR ANNUAL AND SICK LEAVE. 26.18 - Restoration of Forfeited Annual Leave. 26.18b - Due to Exigencies of Business. 4. The decision that leave will be cancelled does not ensure that leave will be restored. The decision to restore leave, based on the documented facts, will be made by the Director, Personnel Management. 6. The Director, Personnel Management is delegated authority to approve restoration of annual leave due to exigencies of business. 7. Forest Supervisors shall remind work supervisors annually of this requirement. Requests shall include all the supporting documents specified in FSM 6163.35b, Item 1.
