Practicum Learning Agreement
Draft Project Title: Policy Development for the Safety of Patients and Workers as
related to the Environment of Patient Care
Brief Overview of the Project’s Background, Significance, and Goals:
Wills Eye Institute is currently in the midst of a transition from an Ambulatory Surgery
Center into a specialty hospital. The planned opening date as a licensed and accredited
hospital is July 1, 2013. As part of this transition, there are multiple potential projects in
the department of the Environment of Care at Wills Eye. This includes work in the
following areas: Hospital Disaster/Emergency Preparedness; Hospital Safety; Hospital
Security; Hospital Medical Equipment and Utility Management.
Our project is focused on the creation of the Environment of Care (EOC) Manual for
Wills Eye. The practicum student will be involved in researching, writing, and
contributing to an EOC program manual for routine Hospital use. Specifically, the
student will be developing policies for patients and staff as related to the environment of
patient care. This includes areas such as safety, security, life safety, medical equipment
management, hazardous material and waste, and utilities. The manual would need to be
in line with Pennsylvania Department of Health (PDH) requirements for hospital
licensure as well as the standards outlined by The Joint Commission and Centers for
Medicare & Medicaid Services (JCCMM).
Student’s Responsibility:
• Student will be expected to adequately research the health policy standards
required by the PDH and the JCCMM to develop and institute hospital policies
leading to the licensure and accreditation of Wills Eye Institute as a specialty
hospital, and brief all departments on the new standards and policies.
• The deliverable will include the completed policies that have been created for
use at Wills Eye Institute, a training program to be used in the briefing of all
staff on new policies, and further recommendations for training/ policy
development.
Specific learning goals, including (but not limited to):
• Skills (e.g. research, communication, policy writing, briefing/ training staff)
• Content knowledge (e.g. adherence to standards set by the PDH and the JCCMM)
• Public health principles (e.g. policy writing principles and patient and worker
safety as related to the environment of care)
Site’s Responsibility:
• Desk space, email, badge, and other resources needed for completion of project
• Preceptor, Mike Wurster, will provide all necessary guidance during the time of
the practicum project. If he is unavailable, Melissa Bushnell will assume his
responsibilities.
• Preceptor, Mike Wurster, will assign a grade at the conclusion of the practicum
and complete an outline evaluation (all evaluations provided by Drexel School of
Public Health)
Project Timeline:
Student will begin immediately, not to accrue more than 20 hours before the date of April
1, 2013 and complete all necessary tasks by June 10, 2013. All policies must be
completed by May 8, 2013 at which time the student will begin work on a staff training/
briefing program. The student will be on site no less than 120 hours with a weekly
schedule of 1:30pm- 4:30pm on Mondays and 9:00am- 2:00pm Wednesdays. There is
potential for continuation into the summer of 2013 as well as a CBMP. The goals of this
practicum are:
• Completion of policies as related to the Environment of Care which adhere to the
standards of the Pennsylvania Department of Health as well as the Joint
Commission and Centers for Medicare & Medicaid Services
• Formation of a training program used to brief all staff of the Wills Eye Institute
with a recommendation to complete training prior to July 1, 2013
• Implementation of new policies and protocols
Other Considerations:
Student will be allowed to present material cultivated during the practicum experience at
Wills Eye Institute. Other external presentations, if necessary, will be allowed.
Publication and authorship rights are not an issue.
