The Result ■ Increased availability and security of operation by virtue of proven, modern components ■ Improved flexibility and greater precision in turbine control through individual valve actuation ■ Lower maintenance costs as a result of the reduced number of system components ■ Safeguarding the unit's lifetime due to modern and reliable I&C technology The Plant The Termoelektrana Nikola Tesla B (Tent B) lignite power plant lies on the Sava River, upstream from Belgrade, and is operated by Elektroprivreda Srbije (EPS). Its two power plant units B1 and B2 are the country's largest, producing a total output of 1,240 MW. This equates to around 1/5 of Serbia's electricity demand. As one of the nation's largest power generation facilities, the thermal power plant is of the utmost importance to Serbian electricity supply. The Task After many years of operation, the BBC/Alstom turbine in Unit B1 was showing signs of wear and tear and spare parts were no longer obtainable. The increasing risk of unplanned plant shutdowns due to an obsolete control system prompted EPS to look for a concept to extend the unit's lifetime and to modernize the turbine hydraulics. The requirement was for a modernization solution that was perfectly to the situation at the power plant and ensured reliable and flexible operation of the plant. EPS again attached great importance to finding an experienced and reliable local partner, with proven technology capable of both enhancing the plant's availability and reducing maintenance costs. Our Solution During a planned 185-day plant shutdown of Tent B1, Siemens carried out a modernization of the turbine control and protection systems of the 620 MW BBC/Alstom turbine, the lowpressure bypass stations, and the Boiler Feed Pump Turbine (BFPT). SPPA-R3000 Turbine Controls was implemented. SPPA-R3000 is the perfect solution, with comprehensive automation functions for gas and steam turbines from any vendor, and is fully integrated into the unit's DCS. In order to enable higher flexibility of operation in the future and to prevent unplanned plant shutdowns, in addition to the control technology, worn-out and obsolete turbine hydraulics components were also modernized. To improve the control functionality of the input valves, Siemens upgraded the adjustment drives of the BBC/Alstom turbine. Through the use of new control and automation devices, it is now possible to individually actuate each turbine valve, independently of the others. This has resulted in improved flexibility and greater precision in turbine control. The old unreliable mechanical/hydraulic 2-channel protection system was replaced with an electronic failsafe 3-channel protection system. All of the old mechanical protection devices were removed, and a new TÜV certificated IEC 61805 SIL 3 compliant 2-out-of-3 turbine trip block was installed along with new field sensors for recording protection criteria. Overall, the number of system components was reduced significantly.
