Trustees received Report #2 on November 12, 2013. The Board hosted a Public Information Session on November 14, 2013. Additional feedback was received via the Board’s website. ISSUE In accordance with the School Boundary Review Procedures Manual (320-A), Report #3 is to provide: a) b) c) d) e) A summary of information contained in the First and Second Boundary Review Reports; A summary of input received from the public; Final staff recommendation(s) and justification for the recommended boundary change(s); A critical path resolution of the identified accommodation issue; and A communication plan. RECOMMENDATION 1. THAT memo PLN: 13-36 entitled “Ponsonby PS Boundary Review – Report #3” be received. 2. a) THAT the Board approves Scenario 1 as described in Section 4.1 in the report attached to memo PLN: 13-36 which assigns the Ponsonby Grade 6 students to Elora PS; and b) THAT the RT boundaries for Ponsonby PS and Elora PS outlined in Appendix B, Maps 1-3 attached to memo PLN: 13-36 “Ponsonby PS boundary Review – Report 3” be approved. 3. THAT the implementation timeline applicable to Scenario 1 be approved as follows: a) i) All Grade 6 students will remain at Ponsonby PS, subject to annual enrolment monitoring. ii) Staff be directed to implement the transition of the Grade 6 students from Ponsonby to Elora PS in 2015/16 or any year thereafter, if enrolment projections indicate that there will be more than 203 pupils at Ponsonby PS. Further, Staff be directed to inform the parents of Ponsonby PS Grade 6 students of the transition to Elora PS by the end of February for the change to be in effect for the coming school year. RATIONALE See the attached report “Ponsonby PS Boundary Review – Report #3”. PONSONBY PS BOUNDARY REVIEW REPORT #3 Presented to the Business Operations Committee Upper Grand District School Board December 10, 2013 Ponsonby PS Boundary Review – Report #3 1.0 INTRODUCTION 1.1 Background Report #1 outlined the Goals, Objectives and Constraints of this boundary review which shaped the Boundary Review Committees’ discussions on possible boundary scenarios. The Goals, Objectives and Constraints for this review are: Goals 1. Create a viable boundary or grade structure for Ponsonby PS and Elora PS. Objectives 1. Develop attendance areas or grade structures for Ponsonby PS and Elora PS. 2. Alleviate the overcapacity pressure projected at Ponsonby PS. 3. Minimize the impact on students where transitions are proposed. Constraints 1. There are restrictions to the number of portables that can be accommodated at Ponsonby PS. 1.2 Purpose of Report #3 In accordance with the School Boundary Review Procedures Manual (320-A), Report #3 is to provide: a) b) c) d) e) A summary of information contained in the First and Second Boundary Review Reports; A summary of input received from the public; Final staff recommendation(s) and justification for the recommended boundary change(s); A critical path resolution of the identified accommodation issue; and A communication plan. 2.0 ENROLMENT BACKGROUND 2.1 Ponsonby PS The current On the Ground (OTG) capacity of Ponsonby PS is 190 pupil places. Ponsonby PS received a renovation of two existing classrooms into two purpose built Full Day Kindergarten (FDK) rooms prior to the start of its FDK program in September 2012. Staff have been monitoring enrolment at Ponsonby PS, and status quo projections indicated that the school will have a utilization of 107% by 2015 (see Table 1). The introduction of FDK in September 2012 is contributing to the increase in enrolment. Smaller graduating grade 6 cohorts are being replaced 1 Ponsonby Boundary Review – Report #3 by larger incoming kindergarten cohorts. In addition to this, development in the South Ridge community in Elora is progressing and is generating new students at the school. Ponsonby PS does not currently have portables on site. A noted constraint at Ponsonby PS is the number of portables that can be accommodated due to current electrical and septic system capacity limitations. This leaves little room for flexibility when enrolment numbers hover close to the school’s On the Ground (OTG) Capacity. Also, depending on the size of the classes, portables are sometimes required at schools where enrolment is less than the OTG. In the Status Quo projection as previously reported, the enrolment at Ponsonby PS is projected to increase by approximately 60-70 students by the end of 2022. It should be noted that the total enrolment at Ponsonby PS as of October 31, 2013 was 153 students which was 11 students lower than Staff had initially projected at the beginning of this review. This drop is primarily due to lower than average JK enrolment this year. Chart 1 indicates both the historical and projected enrolment growth at Ponsonby PS assuming Status Quo. It also shows the change in the school’s capacity as a result of the facility upgrades to accommodate FDK in 2012. Elora PS accommodates JK-6 students from within Elora, as well as Grades 7 and 8 students who graduate from Ponsonby PS, Salem PS and Alma PS. The current OTG capacity of Elora PS is 475 pupil places. The OTG capacity at Elora PS does not include any portable capacity. Currently, there are two portables on site at Elora PS. One portable is in use, and one portable is decommissioned. The enrolment at Elora PS as of October 31, 2013 was 452 students. Chart 2 illustrates both the historical and projected enrolment growth at Elora PS assuming Status Quo. 2 Ponsonby Boundary Review – Report #3 Recently, Staff have been made aware of a potential new residential development in Elora consisting of approximately 350 single family units with construction beginning as early as 2015. While subdivision applications have not yet been filed for this development, Staff felt that it was prudent to consider its impact on enrolment at Elora PS. Chart 2 - Elora PS Historical and Projected Status Quo Enrolment Elora PS Status Quo 600 Start of FDK 500 400 300 Enrolment 200 OTG 100 0 3.0 INPUT RECEIVED 3.1 Summary of Input The Boundary Review Committee received public input during the period from September 6, 2013 to December 1, 2013. Report #2 was released to the public on November 8, 2013 in advance of the Public Information Session. This was the first opportunity for the public to see the scenario options, including the scenario preferred by the Boundary Review Committee. The Public Information Session was held on November 14, 2013 at Ponsonby PS from 7-9 pm. Approximately seventeen people from the community were in attendance. Planning staff presented information from Reports 1 and 2 on behalf of the Boundary Review Committee. Following the public meeting a Frequently Asked Questions (FAQ) document was posted on the Ponsonby PS Boundary Review website. In addition to the public meeting, community feedback was received through the Ponsonby Boundary Review web page. The feedback and FAQ are contained in Appendix A. Input received from the public addressed matters such as the timing of the change, Out of Area eligibility and septic capacity. Some parents expressed concern over Scenario 2, which proposed that the Hill Street area in Elora be reassigned to Elora PS as of 2015. The concern was that children who will be in JK in 2014 will need to 3 Ponsonby Boundary Review – Report #3 start school at Ponsonby PS, only to move to Elora PS the next year. A question was asked about allowing students in this situation to move to Elora PS in 2014, one year ahead of the implementation of the boundary change. Staff explained the Board’s Out of Area policy, and indicated that parents in this situation could apply for Out of Area approval for that year. Out of Area requests are considered on an individual basis based on the policy criteria and the individual circumstances of the request. It was noted that Out of Area approvals do not include transportation. Other feedback expressed concern about a JK-5 school. Staff noted that there are several schools throughout the Board with grade shifts at points other than Grade 7. School Staff does everything they can to ensure transitions are as smooth as possible. Another question related to the septic issues at Ponsonby PS. Ponsonby is limited in the amount of enrolment that it can support due to its septic system capacity. The septic system at Ponsonby PS was replaced about 7 years ago. There is a high water table and drainage issues on site which limit the size of the septic system. The system was designed to accommodate approximately 30L per student per day, which translates into septic capacity for 203 students plus the school staff. The Boundary Review Committee reviewed and considered all of the public input in the formulation of the final scenario recommendation. 4.0 EXAMINATION OF BOUNDARY SCENARIOS Staff presented Scenarios 1 and 2 in Report #2 and identified Scenario 1 as Staff’s preferred option. In Scenario 1, a shift of the Grade 6 students from Ponsonby to Elora PS is proposed. Ponsonby would become a JK-5 school as of September 2015. In Scenario 2, students from the Hill Street area (the area west of the South Ridge subdivision) would be reassigned to Elora PS as of September 2015. The Boundary Review Committee met after the Public Information Session in order to discuss the feedback received, and decide on a final scenario recommendation. The Committee was of the opinion that Scenario 1 was still the preferred accommodation option to address projected overcapacity concerns at Ponsonby PS. The timing of the implementation of the decision was also discussed. Staff acknowledged that the lower than projected JK enrolment at Ponsonby PS as of October 31, 2013 has the potential to change the implementation timing. As a result of these discussions, the Committee felt that Scenario 1 with an adjustment to the implementation timeline was the best option to recommend to Board. 4.1 Scenario 1 Scenario 1 will move Ponsonby Grade 6 students to Elora PS, creating a JK-5 program at Ponsonby PS. Scenario 1 keeps the Grade 6 cohort intact, by maintaining the current attendance area boundaries at both schools, with an expanded Grade 6 boundary for Elora PS. Scenario 1 will: establish a viable JK-5 grade structure for Ponsonby PS alleviate projected overcapacity pressure at Ponsonby PS minimize the impact on students by moving the Grade 6 class together provide increased leadership opportunities for Grade 5 students at Ponsonby PS 4.2 Provisional Accommodation As previously mentioned, the actual October 31, 2013 enrolment was lower than Staff had originally projected mainly due to a lower than average Junior Kindergarten enrolment this year. This fluctuation in the enrolment could alter the timing of the enrolment pressure at Ponsonby PS initially projected by Staff. Scenario 1 included the shift of Grade 6 from Ponsonby PS to Elora PS in September 2015. Instead, Staff concluded it would be more reasonable to review the enrolment projections for Ponsonby PS in the winter of 2015 in order to determine whether a move is required for the 2015/16 school year. As such, Staff is recommending Scenario 1, with the provisional accommodation of Grade 6 students at Ponsonby PS based on an annual review of projected enrolment. Should enrolment be expected to exceed 203 pupils at Ponsonby PS, then the grade shift would come into effect. Should enrolment stay below the 203 pupils, then the Grade 6 class would remain at Ponsonby PS. Enrolment projections are prepared each February for staffing for the next school year. This is an appropriate time for Staff to review the enrolment at Ponsonby PS. If the forecasted enrolment for the will surpass the 203 pupil cap, Staff will be required to transfer the Grade 6 students to Elora PS for the following school year. The move will be communicated to the Ponsonby PS parents by the end of February prior to the September move. A grade shift will mark the final step in the implementation of this Boundary Review decision. At such time as the Grade 6 students have moved to Elora PS, future Grade 6 students from Ponsonby PS will attend Elora PS and Ponsonby will remain a JK-5 school. Following the implementation of the move, the location of the Grade 6 class would not be reviewed or moved annually. 5.0 IMPLEMENTATION TIMELINES The implementation timelines are as follows Grade 6 students will remain at Ponsonby PS, subject to annual enrolment monitoring. Staff will review enrolment projections each year in order to determine the need for a grade shift from Ponsonby PS to Elora PS. Parents will be informed by the end of February as to whether or not the Grade 6 students will be moved to Elora PS the following September. Once a grade shift has occurred, future Ponsonby Grade 6s will attend Elora PS 6 Ponsonby Boundary Review – Report #3 6.0 TRANSPORTATION CONSIDERATIONS There are no significant transportation implications in Scenario 1. Ponsonby PS students who are eligible will be bussed to Elora PS for Grade 6 as they would be for Grades 7 and 8. A more complete analysis of transportation eligibility will be completed by Service de transport de Wellington-Dufferin Student Transportation Services (STWDSTS) prior to the year of the move, if Scenario 1 is confirmed by the Board. 7.0 COMMUNICATION PLAN Written comments received by the Boundary Review Committee up to and including December 1, 2013 are on the Board’s web page for the Ponsonby PS Boundary Review, and are reflected in the FAQ and in Report #3. Any feedback received after December 1, 2013 will be posted to the website, but is not reflected in Report #3. Community members are still able to subscribe to and receive email alerts for updates to the boundary review web pages. Further action: December 2, 2013: Information on the final delegation opportunity (December 17, 2013 Board meeting) will be provided on the Ponsonby PS Boundary Review web page. December 6, 2013: A letter to parents and guardians of the Ponsonby PS and Elora PS communities will provide information on Report #3, the final delegation opportunity and the date for the final Board decision (both on December 17, 2013). December 6, 2013: A media release regarding Report #3 will be sent to local newspapers and radio and TV outlets. December 10, 2013: Board Planning staff will present Report #3 at the meeting of the Business Operations Committee. December 17, 2013: Board Meeting where Trustees will make final decision on the Ponsonby PS Boundary Review. December 18, 2013: The Board’s final decision will be posted on the Board’s web pages and included in the monthly Board Highlights and in a news release. Boundary Review and in keeping with the Municipal Freedom of Information and Protection of Privacy Act, all personal information and/or identifiers have been severed from all recorded communication (i.e. e-mails and letters) prior to distribution. The intent or message has not been changed. November 11, 2013 I have a son in Grade 1 at Ponsonby and a daughter who is in Grade 7 at Elora. I don't understand the benefits of making Ponsonby a K-5 school? Are there any other K-5 schools in this province? My daughter just "graduated" from Ponsonby last summer. She was able to spend her grade 6 year at the school she loved. It was a seamless transition for her into Grade 7 at Elora. It is a rite of passage for so many that attend K-6 schools. They look forward to attending grade 7 at a new school. They have the maturity level needed to make the transition. It is my hope that Ponsonby will remain a K-6 school. I am in support of a boundary review/change. I know of several students who were in my daughters class who lived MUCH closer to Elora, than they did Ponsonby. The current plan shows only 12 students would be affected buy your proposed boundary change it is my opinion that any student living at or beyond First Line should be going to Elora P.S. November 12, 2013 I understand the issues here. My daughter is in SK and my son will be starting next year. My husband and I work full time so I would still like both my kids to be on the same bus if this switch happens for the school. I would like the sercurity of them being on the same bus and it would be a pain to watch for the bus with one child and then head out again 5 mintues later for the 2nd child bus. It would be easier to just have 1 pick up and drop off time for both kids. Thanks for listening to my opinion. November 14, 2013 I appreciate that Out of Area requests would be seriously considered if Option 2 is the result. I know these are always looked at on an individual basis, but I was concerned there might be a blanket policy to not consider those in this circumstance. Thank you for being willing to look at the human side of this. eg: My son is in JK and if a move is to happen, I would prefer he could move sooner than later. I would be completing a 501 to at least have the conversation. November 14, 2013 I feel scenario #1 is a better decision! It keeps the grade 5, 6, 7 together. These children have established friendships and most of those friendships will travel with them. School at the age of 3 is scary enough. Going to a smaller school becomes familiar quicker and easier. Grade 5 children are socially more secure and will transfer well. 1 September 6th to December 1st, 2013 November 14, 2013 I currently live in the impacted area in scenario #2. I have a 3 year old son that would start JK at Ponsonby in 2014/15. My concern is that if scenario 2 is selected he will be required to change schools after his JK year. This would be extremely upsetting. Should this be the case, I would prefer that he be able to start JK in Elora PS in 2014/15. November 18, 2013 We currently have children at both Ponsonby and Elora Schools. We are so fortunate to have our children spending as much time as possible in the smaller population of Ponsonby...and would hope that this opportunity continues. We would rather see the boundary change, and feel as this new subdivision continues to grow, there will be many more new students, and sending them to the closer school (Elora P.S.) will make good sense. November 19, 2013 We live on First Line, Elora (near the new subdivision). My child is in grade 4 right now. I am good with either decision. November 21, 2013 I currently live in the impacted area around Hill Street. I have a three year old son that will start JK at Ponsonby next fall. I am extremely concerned about the option to change our school from Ponsonby to Elora Public in 2015/16. If this option is selected it will mean that my son will be required to change schools after his JK year. I am sure that you are well aware of the impacts this may have on such a small child. It would break my heart to see him finally get adjusted to school only to have to start all over in SK. If this option is selected I hope that you will give special consideration to these students. It seems unfair to single out the children of 12 families and make these children suffer all alone. In my opinion it would much easier on the children to have them all move with their peers at a more mature age in grade 6. Making JK students change all alone seems cruel. I would love for Will to be able to attend Ponsonby and hope that the option to change to a JK to 5 is selected. If this option is not selected I will be requesting that my son be able to attend Elora Public for JK. If that is not possible I would likely look to delay his starting school or consider private. I look forward to the decision. Kristen 2 September 6th to December 1st, 2013 November 30, 2013 To Whom It May Concern: Re: Public Information Session for Boundary Review I am a parent of children at both Ponsonby and Elora Public School. My son, Sam, is currently in grade 4 at Ponsonby and my daughter, Emily, is in grade 7 at Elora. We have had a wonderful experience at both schools. Ponsonby is a great rural school with an awesome student community, which fosters relationships between all grades of students. Feedback from Emily also tells me that Elora is a great school as she is enjoying her senior public years in a new environment. This seems to have been a good transition from her elementary years to her senior public and I think it is a great stepping stone on the way to high school. From the meeting that I attended, I understand that the favoured option is to change Ponsonby from a K-6 to a K-5 school instead of the second option of changing the boundary. I know that my son is really looking forward to spending his grade 6 at Ponsonby and would be sad to have grade 5 as his last year there. There is an awesome grade 6 teacher (Mr. Ellis))at Ponsonby who, despite the teaching restrictions last year, made Emily’s grade 6 a year to remember. He got the kids involved in “Me to We”, volunteering in the school, organized the grade 6 camping trip and taught them about finances with a year-round banking system. Also in grade 6 at Ponsonby, there is a greater chance to participate in activities such as being on sports teams as there is a smaller pool of students signing up. I know that kids at other schools such as Elora have great experiences too, but I think Ponsonby and other small schools like it are special. I am wondering if there is a third option worth considering. I prefer the idea of a boundary change, but knowing some of the families who would then be shipped off prematurely to Elora, that idea is not so appealing. I understand that there are only 12 children who would be affected by the boundary change, so my question would be… could we keep the families who are in the area to be moved in option 2 at Ponsonby and then shift new families who move into that area to Elora? This way, children from that area do not have to be separated from their classmates, but new families would be directed to Elora as they register for kindergarten in future years. Busses should not be an issue as they go by this subdivision to pick up other kids anyways. I really hope that you will consider my suggestion, as I prefer the idea of elementary years sticking together. I think it is a natural progression for students to go to one school for elementary years K-6 as they have the same teaching style of a base teacher and then it is an easier and more understandable transition to the next school for 7 & 8 when the teaching style of different classes and teachers changes too.
