426 WORK METHODS ANALYST NATURE OF WORK This is responsible technical and professional work in completing work analysis studies, including the development and implementation of operational standards, efficient work methods and techniques. Work involves responsibility for planning and conducting work measurement studies and includes the analysis, development and implementation of improved work standards and procedures. Duties involve analyzing the utilization of work space, developing work flow patterns, and conducting time and motion studies to promote the efficient utilization of personnel, equipment and facilities. Work involves observing and analyzing department personnel and operational procedures used in completing job duties, and includes the development of constructive recommendations designed to increase work simplification, productivity and overall efficiency of operations. Duties may also include the analysis of equipment specifications relative to efficient time and production standards. Work involves the application of mathematical and statistical analysis to determine the validity and reliability of work study projects and may include performing related duties on a CRT or PC terminal, utilizing statistical programs. Work is performed under the general supervision of an administrative supervisor and is reviewed through observation, conversation, the analysis of prepared reports and recommendations, and the evaluation of results achieved. ILLUSTRATIVE EXAMPLES OF WORK Conducts work measurement studies; observes employees completing work assignments; identifies and records work elements; develops flow charts and production standards. Performs statistical analyses of work methods and measurement studies and on the basis of research data recommends more efficient alternative work policies, procedures and techniques. Designs control reporting systems for use in analyzing work methods and operational procedures; evaluates work performance data on a continuing basis and conducts periodic re-evaluations of prior analyses. Consults with departmental management and employees during the analysis, development and implementation of work standards, work methods, and reporting systems to obtain their assistance and acceptance of new work methods, procedures and techniques. Implements approved recommendations; plans and schedules revised operations, determines work assignments, schedules the use of equipment and materials. Performs related duties on a CRT and/or PC terminal, including using appropriate statistical programs and databases. Performs related work as assigned. WORK METHODS ANALYST (Continued) DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Considerable knowledge of the principles, practices and techniques of work measurement, activity analysis and the application of statistical analysis. Considerable knowledge of departmental organizational structure, functions and activities including knowledge of equipment and manpower utilized by the department. Some knowledge of the principles and practices of public administration. Some knowledge of information processing equipment technology, practices and procedures as related to techniques of work measurement and analysis. Ability to analyze programs and exercise analytical judgment in recommending changes in procedures and equipment to increase productivity. Ability to organize and present clear, concise and factual oral and written reports of findings and recommendations. Ability to use computer applications to analyze problems and work practices, calculate solutions, store information, and produce reports. Ability to establish and maintain effective working relationships as necessitated by work assignments. DESIRABLE TRAINING AND EXPERIENCE Graduation from an accredited four year college or university with major course work in industrial engineering, public administration, business administration, or a related field.
