Overview:
The Residential Substance Abuse Treatment for
State Prisoners (RSAT) Formula Grant Program
assists states and units of local government in
developing and implementing residential substance
abuse treatment programs in state and local
correctional and detention facilities.
RSAT programs provide individual and group
treatment activities for offenders and must:

Last between 6 and 12 months.
Be provided in residential treatment facilities set apart
from the general correctional population.
Focus on the substance abuse problems of the inmate.
Develop the inmate's cognitive, behavioral, social,
vocational, and other skills to solve the substance
abuse and related problems.
Legislation: The RSAT Program was created by the
Violent Crime Control and Law Enforcement Act of
1994 (Public Law 103-322).

Overview:
The Serious and Violent Offender Reentry Initiative
is supported by the Department of Justice's Office of
Justice Programs (OJP) and its federal partners: the
U.S. Departments of Education, Health and Human
Services, Housing and Urban Development, and
Labor.
This initiative is a comprehensive effort that
addresses both juvenile and adult populations of
serious, high-risk offenders.

Re-Entry Grant Training Workshop

It provides funding to develop, implement,
enhance, and evaluate reentry strategies that
will ensure the safety of the community and
the reduction of serious, violent crime.

This is accomplished by preparing targeted
offenders to successfully return to their
communities after having served a significant
period of secure confinement in a state
training school, juvenile or adult correctional
facility, or other secure institution.

The Reentry Initiative envisions the
Development of model reentry programs that
begin in correctional institutions and continue
throughout an offender's transition to and
stabilization in the community.
These programs provide for individual reentry
plans that address issues confronting offenders
as they return to the community. The initiative
encompasses three phases and is implemented
through appropriate programs:

Phase 1—Protect and Prepare:
Institution-Based Programs.
These programs are designed to prepare
Offenders to reenter society. Services provided
in this phase include education, mental health
and substance abuse treatment, job training,
mentoring, and full diagnostic and risk
assessment.

Phase 2—Control and Restore:
Community-Based Transition Programs.
These programs work with offenders prior to
and immediately following their release from
correctional institutions. Services provided in this
phase include, as appropriate, education,
monitoring, mentoring, life-skills training,
assessment, job-skills development, and mental
health and substance abuse treatment.

Phase 3—Sustain and Support: CommunityBased Long-Term Support Programs.
These programs connect individuals who have left
the supervision of the justice system with a network
of social services agencies and community-based
organizations to provide ongoing services and
mentoring relationships

North Carolina State Activities and Resources
Serious and Violent Offender Reentry Initiative Grantees
North Carolina Department of Corrections
The North Carolina Department of Corrections plans
To establish a statewide network of government agencies,
community- and faith-based organizations, businesses, and
citizens committed to successful offender transition and
reentry. Along with its core partners and local networks, the
Department will develop individualized case plans for each
offender, beginning the process a year or more prior to the
offender’s release.

North Carolina’s reentry program will include services such
as employment training and placement, educational
services, substance abuse treatment, mental health
treatment, medical services, restitution, community service,
housing assistance, community support services,
mentoring, aftercare services, life skills training, family
support services, post release supervision, and intensive
case management.


Restoration House reaches out to men and women who
have been released from jails or who are homeless and
offers them a support network to help them become
productive members of society. Residents, who are
required to attend church weekly, participate in Bible
study and receive Christian mentoring. In addition to
helping residents obtain birth certificates and
identification cards needed to obtain employment,
Restoration House helps residents find jobs and handle
their finances.
