Workforce Update
Guest – Sandra Cooper
 Presented an overview of the Action Plan of the Phoenix Health Care Sector Partnership
 Presented the 2012 Arizona Board of Nursing Report
o Information on nursing trends
 March 26th Event- gathering of all the focus groups of health care related fields needs

Industry Visit- State Farm
Guest- Jessica Monk from State Farm welcomed by Maria Reyes
 State Farm will have a significant presence in the Valley. They would like to reach out to
MCCD
o State Farm has tuition reimbursement and is open to all majors
o Building a 2 million square foot facility in Tempe and will be hiring in waves over
the next 2-3 years
o They will be hiring 75 per month for the next 6 months in customer service
o They want to target MCCD students and provide part-time work for MCCD students
o State Farm provides benefits to part-time and full-time employment
o State Farm will be a student friendly employers
OAC Questions and Comments
 Part-time is great but a problem is that the training schedules for part-time employees are
often full time. Suggestion to provide part-time training for students.
 What profile of skills are you looking for?
o Customer Service, teamwork, cooperation, and competency based company. During
interviews, how the student communicate skills.
 MCCD could partner with high schools to help create a transition
 Full-time positions will primarily be in the area of Systems
 What is the compensation?
o Part-time compensation will be $12.90 per hour for Customer Service

 Sharing Early Alert Committee Update
o Presented the proposed draft of the new program/program sharing process
 Step 1 –Faculty initiates new program or program sharing request
 Step 2-College Vetting Process
 Step 3-Program Concept Review and Feedback

Step 4-Program Feasibility Plans
 Team needs a standard procedure and standard data
 Are employers involved in the feasibility
 Narrow how many they are actually hiring
 It is important to get the employer to actually give you real jobs
numbers
 Proposed that this is a transparent process (in acres).
 This is the same model for sharing as well
 Voting Rubric Draft Presented and comments from OAC
o Scoring 1-4
o Instructional Council Support
o District Workforce Development Office Support
o District Academic Affairs Office Support
o Need for Program
o Program aligns with Vision of College/District and
MCCCD’s Strategic Priorities
o Draft needs to be more objective and measurable
o Sustainability should be added to the Rubric. Does the
College have the resources to sustain this program over
the long term?
o How does the Feasibility plan relate to the rubric?
o Workforce Development Office should provide objective
standardized data.
o A concern was expressed that not all of the instructional
councils meet regularly
o Perhaps Academic Affairs should monitor the timeline
o There are times when the OAC is acting as the
Instructional Council
o If there is strong Instructional Council opposition, it may
supersede this process
o Discussion of how to incorporate the Instructional Council
feedback into the evaluation rubric.
o The OAC has not decided on how to incorporate the
Instructional Council into the rubric.
o OAC Evaluation after Step 4
 Step 5- Consolidation
 Lead College creates consolidated New Program/Program Sharing
proposal to include the following
o Executive Summary
o Feedback from steps above
o Statement that confirms issues identified and addressed
o Include link ACRES documentation
o Present to Executive Vice Chancellor/Provost for final
appeal
Discussion of Grant programs –Grants will go through a fast track program but concern was
raised about the slowness of this process. Is the program sharing process fast enough?
Maria asked the OAC to reflect on the question of the Instructional Council role in the
process
Also how many votes are needed for the program to move forward? Is it a minimum number
of colleges or is it the majority of the colleges who actually evaluated the rubric?
It was decided that Academic Affairs is going to monitor the timeline
OAC members were advised to share the Early Alert/Sharing Draft with college VPAAs
Delicate balance between the requirements of individually accredited colleges and the need
for District Level Strategic Initiatives







Update from Maricopa Corporate College- Subcommittee Meeting:

The Committee discussed a proposed method for referring credit programs to the colleges of
MCCD
o Dr. Maria Harper Marinick has suggested that the Office of Workforce Development
broker the credit training to the colleges
o Corporate College will communicate credit training needs to the Office of Workforce
Development and WFD will then broker this to individual colleges
o We need to have some answers soon since WFD is in the process of reorganizing
o We need to decide on a process for deciding on how credit workforce training goes
to the colleges.
o Randy is asking the OAC for help in developing the process.
o The following criteria have been proposed:
1. Company Preference/Relationship
a. Company should be able to request who they want
2. Program Availability
3. Program Modality
4. Proximity
5. Capacity

Additional Questions from OAC regarding the brokering of Credit Training?
How will the credit be brokered?
What if we are the sub-contractor to Corporate College?
Putting in the WFD Office adds another layer
If a company calls, is the college allowed to contract.
Is a college able to contract with a company for credit training? It is the
understanding of the OAC that college are able to contract for credit training
o Motivation of OAC and MCoor is different.
o MCoor is still not communicating clearly with the OAC
o Communication needs to be improved
o The colleges control the credit so they should develop.
o The OAC is committed to the relationship with Corporate College working.
Proposal
o MCoor represents the District
o Randy’s Office decides in 48 hours
o Identify how we will handle the client internally

Action: Item: Proposal by the OAC that the Office of Workforce Development will serve as the broker for
Credit Training requested through Corporate College (Motion: David, Second: Scott Unanimously
approved).
Action Item: Proposal that the Office of Workforce Development will use the following criteria to identify
appropriate college to deliver credit training:
1. Company Preference/Relationship
2. Program Availability
3. Program Modality
4. Proximity
5. Capacity

Update from GCC on ADA Compliance (Scott Schultz)

Scott presented the Nondiscrimination Policy that Glendale CC compliance officer
presented

Lack of English language skills will not be a barrier to admission and participation in
vocational education programs of the college
Needs to be added to the district non-discrimination policy
The OAC has questions regarding accommodation to this policy and if it is placed in the
non-discrimination. Does it apply to hiring as well?
Action Item: The OAC approves the language of “Lack of English language skills will not be a barrier to
admission and participation in vocational education programs of the college” and recommends that
appropriate legal council consider proper placement in the nondiscrimination policy taking in consideration
concerns about accommodation, application to employment and hiring (Motion: Scott, Second: Tom
unanimously approved).
