a. The Whiskey Rebellion showed Washington’s authority to enforce the nation’s laws and the authority of
the national government. Shay’s Rebellion show the nation that there was a need for a new government
(that the Articles of Confederation weren’t working).

a. The Federalists papers were articles written by Alexander Hamilton, James Madison, and John Jay that
were used to gain support for the ratification (approval) of the Constitution.

a. Hamilton’s economic plan for the country was to:
i. Pay off all war debt and establish a federal line of credit
ii. Increase government revenue (money) by establishing tariffs (tax on imports)
iii. Establish a national bank

a. The Northwest Ordinance established principles and procedures for the nation to expand in an orderly way.
It was basically a way that the U.S. could add states to the union from the land that they had gained in the
Revolution.
7. What was an issue of the Constitutional Convention? (NJ and VA) What was the Compromise that solved the
issue?
a. The issue that arose during the Constitutional Convention was over how the states would be represented in
the Legislative Branch (Congress). There were two plans presented during the convention: The New Jersey
Plan stated that all states should have equal representation and the Virginia plan stated that representation
should be based off of the population of each state. They came to a compromise called The Great
Compromise: it established a two house legislature, the Senate and the House of Representatives. In the
Senate, representation would be equal (2 per state), and in the House representation would be based off of
population.

a. Washington, Adams, and Jefferson all tried to avoid getting involved with other nations (Europe) which
would mean that they were all neutral.
9. Describe the difference between a strict and loose interpretation of the Constitution.
a. A loose interpretation of the Constitution (Federalists believed in) meant that the Constitution should be
used as a guideline and that the Constitution gave the federal government the power to do what was best
for the nation. A strict interpretation of the Constitution (the Democratic-Republicans believed in) meant
that the Constitution should be read word for word and if a power (creating a national bank) wasn’t
specifically listed, that meant that the federal government didn’t have the power to do it.
10. What did the Louisiana Purchase accomplish? Why was it controversial?
a. The Louisiana Purchase doubled the size of our country and it was controversial for three reasons:
i. The power to purchase or acquire land is not mentioned in the Constitution
ii. Jefferson was a Democratic-Republican and they believed that the government should be limited in
their power, by Jefferson purchasing the territory he was expanding his power
iii. Jefferson did not support the establishment of the national bank he used it to purchase the
territory; many of the Federalist called him a hypocrite for doing this.
