How to Find an Apartment in Tokushima
o
In general, Japanese students ask a real state agency to find their apartment, but
you may also contact UT Co-op and ask them find an apartment for you.
Every spring (around the 3rd week of March), UT Co-op holds Apartment Fair and
posts various apartment information around the campus. Since you can easily find
various reasonable information on apartments at the fair, it may be also good to
visit the fair and ask the staff to find a reasonable apartment for you.
Basic Knowledge to Rent an Apartment
1. Security Deposit and Key Money
Average monthly rent for a single room in Tokushima City is about 25,000
yen to 60,000 yen, but since renters need to pay following charges apart
from the monthly rent for the first month, students are advised to prepare
6-7 times of the monthly rent:

2. About Guarantor for Housing
In Japan, renters need to find a guarantor before they rent an apartment.
Please consult your advisor about this first.
1. About UT Guarantee System for Foreign Students
The University of Tokushima (UT) started a guarantee system for foreign students that UT (Director
of International Centre) act as a guarantor when you rent an apartment. In order to use this system,
a foreign student himself / herself has to be registered at UT and also has to make a contract for
“Renters’ Insurance for foreign students living in Japan.”
APPLICATIONP ROCESURE
1. Decide an apartment and make a contract with a real estate agent.
2. Pay the premium shown on the premium payment form through Japan Post Bank.
3. Submit the application form and premium payment form to the designated office of
UT.
4. UT delivers a policyholder’s certificate.
5. Submit application forms for guarantee system (form 1), letter of pledge (form 2)
and lease contract for apartment to UT.
6. After UT screening the documents, a foreign student receives the contract whose
guarantor is Director of the International Centre.
7. Afterwards, UT refunds you a part of the premium of “Comprehensive Renters’
Insurance for Foreign Students Studying in Japan.”

8. Even if you are registered at UT, there are possibilities that your application be
rejected if you have been absent from school for a long time or asked UT for
temporary leave from school.
9. In the case that there are any changes in registration details such as status of
residence (graduation, completion, or leaving) you must notify UT.
10. In renewing the lease contract, you are also required to contact UT.
2. About Housing Insurance
When you rent an apartment, please be sure to enrol in a housing insurance.
If you ask a real estate agency to find an apartment for you, the agency will introduce you to
a housing insurance. You may enrol in the housing insurances they introduced you or in the
Comprehensive Renters’ Insurance for Foreign Students Studying in Japan.
About Comprehensive Renters' Insurance for Foreign Students Studying in Japan
This insurance covers the compensation for the physical damages caused by a foreign student to the
apartment room s/he rents or for the liability claim by the landlord to the guarantor of the student,
for example for the arrears of rent by the student.

・ When you moved to another address, please remember to submit the Notice of Moving for
the Insurance at the
Division of International Affairs (or at the Support Office for International Students on
Kuramoto Campus).
・ When you cancel the insurance before the contract expires, you can get reimbursement of
the membership fee.
Other Important Issues
Application for Electricity, Gas and Water Services
After you completed housing contract with your landlord, you need to apply for electricity, gas and
water services.
In case you feel it difficult to apply for those services, you may ask your landlord or real estate
agency for help.

To start receiving electricity, contact the electric company and switch the circuit breaker on your
switchboard to 入 (on).

Gas
There are two different types of gas service: City Gas and propane gas. First check which type is used
in your residence, and be sure to use compatible appliances. (It could cause a very serious accident if
you use an appliance, such as a cooking stove, which is not compatible with your gas supply.)

Someone from the gas company will come to your home and connect your
gas system.
Propane gas: Contact your nearest propane gas supplier
You should find the name of the propane gas supplier on a tag or sticker
attached to the
gas cylinder.
Water
Contact your local Water Board for connection or cancellation of your water supply. Your water
meter will be read every month or every two months. You can pay your water bill at any nearby
financial institution.

Telephone
Installing a Telephone in your Apartment
Please contact nearest NTT office and directly apply for the installment.

To Buy a Mobile Phone
You can buy a mobile phone if your visa is valid for at least another 120 days.
Since many service providers sell various different types of contracts and services, you should better
ask your Japanese friends for help when you buy a mobile phone.

Internet
You can apply for internet service at an electric shop, such as K'S Denki and Kojima Denki.
Since many providers sell various different types of contracts and services, you should better ask
your Japanese friends for help.

Getting this certificate is strongly advised to lessen your burden on the visa application.
Actual visa application to Immigration Bureau will be supported by Division of International
Affairs.

the visa at the Japanese consulate or
embassy after they receive a letter of acceptance from UT.

After you receive Certificate of Eligibility, you apply for Japanese visa at the Japanese consulate or

Please note that you need to have a passport when you apply for Japanese visa.
* Please apply for One-time Entry Visa, not for Multiple Entry Visa.
When you enter Japan, you need to show:

About Local/Express Bus Systems
Inbound Local Bus Services
Tokushima Bus, Tokushima City Bus, Naruto City Bus and Komatsushima City Bus are available for
inbound transportation in Tokushima.
Access to the bus services is available at the bus terminal in front of the JR Tokushima St.

Outbound Express Bus Services
For outbound trip from Tokushima, Tokushima Bus, Shikoku Traffic, JR Shikoku Bus provide express
bus services.
You can get on all of the express buses (to Kyoto, Osaka and Tokyo) at the bus terminal in front of
the JR Tokushima Station.

Using Bicycles in Tokushima
Bicycle Theft Prevention Registration
To use a bicycle, Bicycle Crime-Prevention Registration is required by law. The objective of this
system is to alleviate such problems in everyday life such as frequent bicycle theft and the
obstruction of stolen bicycles that are left near the station. When you purchase a bicycle,
registration is completed at the retail shop for a fee of ¥500

・ Fill out an application form at a bicycle shop
・ Pay 500 yen (Registration Fee)
・ Put the sticker on your bicycle
* You also need to do the same registration for the bicycle you got from your friend.
* You can do the registration at the bicycle nearby or at the nearest police station.
* If you use an unregistered bicycle, you may be arrested.
Bicycle Parking Lots (around JR Tokushima Station)
Bicycle Parking is allowed only in the Designated Areas around JR Tokushima Station. When you park
your bicycle around JR Tokushima Station, please check the bicycle parking lots on the following map
and park your bicycle in the designated areas.
Please remember NOT to leave/park your bicycle in other areas.
