Chapter – 1
Particulars of Organization, Functions and Duties
[Section 4(1)(b)(1)]
In order to ensure transparency and accountability in the functioning of
public authorities and with a view to confer right on citizens for obtaining
information pertaining to functioning of public authorities, the Information Act,
2005 (hereinafter to as “RTI” or “Act”) has been enacted by the certain
information under Section (1)(b) of the Act confers right on citizens to obtain
information pertaining to functioning of public authorities and for this every
public authority is required to appoint State Public Information Officers (s)
Assistant State Public Information Officer(s), Wherever applicable, for
processing of information requests from citizens. Under any circumstances if
the citizens. Under any circumstances if the citizen could not get the
information sought for by him, he may approach the appellate authority.
Brief history of the public authority and context of its formation.
As per Rule-3 of the A.P. Secretariat Office Manual, the dept. for Women,
Children, Disabled & Senior Citizens is a unit in the Andhra Pradesh Secretariat
along with other Departments. The Department for Women, Children, Disabled &
Senior Citizens is headed by the Principal Secretary to Government. The
Department overseas /supervises the functions relating to the matters of Women
Development and Child Welfare Department, Welfare of Disabled and Senior
Citizens, Juvenile
Welfare, Correctional Services and
Welfare of Street
Children, in the State of Andhra Pradesh.
Duties of the public authority.
Andhra Pradesh is one of the few States in the Country, where a separate
Department in the Secretariat is functioning to look after the Welfare of Women,
Children, Disabled and Senior Citizens. The main objective of the department is
to formulate policies and initiatives, strengthen governance and provide
budgetary support to

Achieve the desired targets for reducing malnutrition, infant and maternal
mortality







Deliver nutrition and ICDS services effectively with optimum utilization of
resources to improve nutrition status of pregnant and lactating women and
children under 6 years
Ensure protection of children and women in difficult circumstances
particularly by providing institutional services and handling legal/
empowerment issues relating to them
Ensure that the needs of disabled and senior citizens are met especially in
the area of education, employment, access and social security
Undertake necessary steps for the development and rehabilitation of
neglected (Children in need of care and protection) and delinquent
juveniles (Juveniles in conflict with law) in a professional manner.
Welfare of Street Children (GOI take up the street children programmes
by voluntary section, GOI provides 90% of the grant and 10% is to be
borne by the voluntary organization).
Establish new Homes, construction and up gradation of home buildings to
provide proper care, protection and treatment by catering the
development needs of juveniles.

I.C.D.S. Scheme (Integrated Child Development Services)
The Integrated Child Development Services is a Centrally Sponsored
Scheme.
One of the important objective of the Scheme is to reduce malnutrition
especially among women and children by implementing the flagship programme
of ICDS (Integrated Child Development Services). Improve the nutritional and
health status of children in the age group of 0-6 years. Enhance the capability of
the mother to look after the normal health and nutritional needs of the child,
through proper health and nutrition education. Lay foundation for proper
psychological, physical and social development of the child. Reduce the
incidence of mortality, morbidity, malnutrition and school dropouts
Supplementary Nutrition Programme (SNP) is the main component of ICDS to
tackle malnutrition. SNP services are provided to the target groups of Pregnant
& Lactating women and children between 7 months to 6 years.

Indira Gandhi Matritva Sahyog Yojana Scheme (IGMSY)
The programme is implementing in West Godavari District of A.P. only.
Objectives of the Scheme:
i. Promoting appropriate practices, care and service utilization during pregnancy,
safe delivery and lactation
ii. Encouraging women to follow (optimal) Infant and Young Child Feeding (IYCF)
practices including early and exclusive breastfeeding for the first six months
iii. Contributing to better enabling environment by providing cash incentives for
improved health and nutrition to pregnant and lactating women.
iv. The IGMSY is a Conditional Cash Transfer Scheme. This means that a women
enrolled under the scheme will get cash assistance upon completion of specific
conditions. The Total cash benefit amount is Rs.4000/- which will be provided
to beneficiaries who enroll under the Scheme in three installments subject to
fulfillment of specific conditions.

Any woman is entitled to receive the benefit of the Scheme if she fulfills 4
criteria:
1. Pregnant Women.
2. Not less than 19 years old
3. This is her first or second live birth.
4. She or her husband does not work in Government / Public Sector
Undertaking (Central and State)
SABLA (Rajiv Gandhi Scheme for Empowerment of Adoloscent Girls (RGSEAG)
The scheme would cover Adoloscent Girls in the age of 11-18 years under ICDS
Projects in Chittoor, Ananthapur, Visakhapatnam and West Godavari Districts
of Andhra Pradesh.
Objectives of the Scheme:
a) Enable the Adolescent Girls self-development and empowerment.
b) Improve their nutrition and health status;
c) Promote awareness among them about health, hygiene, nutrition,
Adolescent. Reproductive and sexual Health (ARSH) and family and
child care;
d) Upgrade their home-based skills, life skills and vocational skills.
e) Mainstream out-of-school AGs into formal/non formal education; and
f) Provide information / guidance to Adoloscent Girls about existing public
services, such as PHC, CHC, Post office, Bank, Police Station etc.
Life skills: the training for development of life skills like, broadly speaking,
include confidence-building, development of self-awareness and self-esteem,
decision making ability, capacity for critical thinking, better communication
skills, awareness of rights and entitlements, coping with stress, responding to
peer pressure, functional literacy (wherever required) etc.
Anna Amrutha Hastham (AAH) implementing in the selected projects only.
Objectives of the Scheme:

Enhance the quality and acceptability of supplementary nutrition by
the Pregnant and Lactating women

Ensure food supplied is consumed by only the Pregnant and Lactating
women rather than the whole family

Ensure that Pregnant and Lactating women consume 100 IFA tablets
Improve the enrollment of mothers at Anganwadi Centers(AWCs)
Eliminate or decrease number of Pregnant and Lactating women with
anaemia/ who are undernourished.

Reduce the incidence of low birth babies and malnutrition among
children.
Ensure that Pregnant and Lactating women receive health checkups
and immunization.


Reduce the incidence of infant mortality and maternal mortality.

One full meal will provide consisting of Rice, Dal (Dal with leafy
vegetables, Sambar)/veg curry, one boiled egg and 200 ml milk to all
the Pregnant and Lactating women at each AWC atleast for 25 days a
month.
Gorumuddalu:
Objectives of the Scheme:

To ensure strengthening of efforts towards special care and
supervised feeding of malnourished children.

Ensure regular growth monitoring and identification of malnourished
children below 5 years

Enhance the quality and frequency of feeds under supervision at the
AWC.

Ensure care in terms of medical attention.

Increase awareness among the mothers and community on Infant
Young Child Feeding (IYCF) practices.
INTEGRATED CHILD PROTECTION SCHEME (ICPS)
This is centrally Sponsored Scheme and implement to strengthen child
protection at family and community level, create and promote preventive
measures to protect children from situations of vulnerability, risk and abuse.
The ICPS will focus its activities on children in need of care & protection and
children in conflict as defined under Juvenile Justice Act and with children who
come in contact with the law, either as victim as a witness or due to any other
circumstance.
The Scheme shall be implemented through the State Government bulk
financial assistance from the Central Government.

Bangaru Talli (to be changed as Maa Inti Mahalakshmi)
The Bangaru Talli Welfare Scheme has been come into force w.e.f.1 st May,
2013 to ensure that each girl child or her mother with good health, nutrition are
provided educational facilities.

The Scheme is being implemented

To enhance the social status of the girl child, To delay age of marriage

To ensure registration of birth and immunization.

Enrolment for better nutrition and improving the girl's educational
standards.

Enrolled at Anganwadi Worker/ANM (VIA/WIA) at their village.
The rules for obtaining benefits/eligibility criteria etc., were issued vide
G.O. Ms. No. 307, P.R.& R.D. Dept., dt: 29.06.2013, read with G.O.Ms.No.442,
PR&RD (RD.II) Dt.26.11.2013 which can be downloaded from the website

Beti Bachao Beti Padhao:
The Beti Bachao Beti Padhao scheme is being implemented as a central
Sector Scheme, the Govt. of India has selected the 100 Districts across country
on pilot project for implementation of the Scheme and the YSR Kadapa District in
A.P. has been covered in this scheme from the state of A.P. due to its low Child
Sex Ratio. DPO at district level will be nodal officer for the implementation of
the Scheme 100% of funds will be released by GOI.
The Scheme is being implemented as per Beti Bachao Beti Padhao
guidelines issued by Govt. of India which is available in the website: wcd.nic.in
State Adoption Resource Agency:
SARA is the State level Resource Centre to coordinate, monitor and
develop the adoption program in the State.the District Child Protection Unit
shall identify orphan, abandoned and surrendered children in the district and get
them declared legally free for adoption by Child Welfare Committee;

UJJAWALA :
A Comprehensive Scheme for Prevention of Trafficking and Rescue,
Rehabilitation and Re-Integration of Victims of Trafficking for Commercial
Sexual Exploitation
OBJECTIVE OF THE SCHEME : 1) To prevent trafficking of women and
children for commercial sexual exploitation through social mobilization
and involvement of local communities, awareness generation
programmes, generate public discourse through workshops/seminars and
such events and any other innovative activity.
2) To facilitate rescue of victims from the place of their exploitation and
place them in safe custody.
3) To provide rehabilitation services both immediate and long-term to the
victims by providing basic amenities/needs such as shelter, food,
clothing, medical treatment including counselling, legal aid and guidance
and vocational training.
4) To facilitate reintegration of the victims into the family and society at
large
5) To facilitate repatriation of cross-border victims to their country of
origin.
TARGET
GROUP/BENEFICIARIES:
Women and children who are
vulnerable/Victims to trafficking for commercial sexual
exploitation.
SWADHAR GREH :
A Scheme that caters to primary needs of women in difficult circumstances
(2015)
OBJECTIVES OF THE SCHEME: Under the Scheme , Swadhar Greh will be set
up in every district with capacity of 30 women with the
following objectives:
a) To cater to the primary need of shelter, food,
clothing, medical treatment and care of the women in
distress and who are without any social and economic
support.
b) To enable them to regain their emotional strength
that gets hampered due to their encounter with
unfortunate circumstances.
c) To provide them with legal aid and guidance to
enable them to take steps for their readjustment in
family/society.
d) To rehabilitate them economically and emotionally.
e) To act as a support system that understands and
meets various requirements of women in distress.
f) To enable them to start their life afresh with dignity
and conviction.
TARGET GROUP/BENEFICIERIES:
The benefit of the component could be
availed by women above 18 years of age of the
following categories:
a) Women who are deserted and are without any social
and economic support;
b) Women survivors of natural disasters who have been
rendered homeless and are without any social and
economic support;
c) Women prisoners released from jail and are without
family, social and economic support;
d) Women victims of domestic violence, family tension
or discord, who are made to leave their homes without
any means of subsistence and have no special
protection from exploitation and/ or facing litigation on
account of marital disputes; and
e) Trafficked women/girls rescued or runaway from
brothels or other places where they face exploitation
and Women affected by HIV/AIDS who do not have any
social or economic support. However such women/ girls
should first seek assistance under UJJAWALA Scheme
in areas where it is in operation.
Women affected by domestic violence could stay
up to one year. For other categories of women, the
maximum period of stay could be up to 3 years. The
older women above the 55 years of age may be
accommodated for maximum period of 5 years after
which they will have to shift to old age homes or similar
institutions. Swadhar Greh facilities could also be
availed by the children accompanying women in the
above categories. Girls up to the age of 18 years and
boys up to the age of 8 years would be allowed to stay
in the Swadhar Greh with their mothers. (Boys of more
than 8 years of age need to be shifted to the Children
Homes run under JJ Act/ICPS.)
STEP :
SUPPORT TO TRAINING AND EMPLOYMENT PROGRAMME FOR
WOMEN (STEP) 2014
OBJECTIVES OF THE SCHEME : The scheme has 2 fold objectives viz.
a) To provide skills that give employability to women.
b) To provide competencies and skills that enable
women to become self-employed/entrepreneurs.
TARGET GROUPS :
The scheme is intended to benefit women who are in
the age group of 16 years and above.
WORKING WOMEN HOSTEL :
A Scheme to Provide Safe and Affordable Accommodation to Working Women
(As amended June, 2015)
OBJECTIVES:
The objective of the scheme is to promote availability
of safe and conveniently located accommodation for
working women, with day care facility for their
children, wherever possible, in urban, semi urban, or
even rural areas where employment opportunity for
women exist. To achieve this objective, the scheme will
assist projects for construction of new hostel buildings,
expansion of existing hostel buildings and hostel
buildings in rented premises. The working women’s
hostel projects being assisted under this scheme shall
be made available to all working women without any
distinction with respect to caste, religion, marital status
etc., subject to norms prescribed under the scheme.
While the projects assisted under this scheme are
meant for working women, women under training for
job may also be accommodated in such hostels subject
to the condition that taken together, such trainees
should not occupy more than 30% of the total capacity
the hostel and they may be accommodated in the
hostels only when adequate numbers of working women
are not available. Children of working women, up to the
age of 18 years for girls and up to the age of 5 years
for boys may be accommodated in such hostel with
their mothers.
BENEFICIERIES:
Following categories of working women and their
children will be covered under this Scheme:

Working women, who may be single, widowed,
divorced, separated, married but whose husband
or immediate family does not reside in the same
city/area. Particular preference may be given to
women from disadvantaged sections of the
society. There should be also provision for
reservation of seats for physically challenged
beneficiaries.
Women who are under training for job provided
the total training period does not exceed one
year. This is only on the condition that there is
vacancy available after accommodating working
women. The number of women under training for
job should not exceed 30% of the total capacity.
Girls up to the age of 18 years and boys up to the
age of 5 years, accompanying working mothers
will be provided accommodation, with their
mothers. Working mothers may also avail of the
services of the Day Care Centre, as provided
under the scheme.
WOMEN HELP LINE SCHEME: To provide Toll-free 24-hours telecom service
to women affected by violence
OBJECTIVES
 Seeking support and information. To facilitate crisis and
non-crisis intervention through referral to the appropriate


To provide information about the
appropriate support services, government
 Schemes and programmes available to the woman affected
by violence, in her particular situation within the local area in
which she resides or is employed.
TARGET GROUP:
Any woman or girl facing violence within public or
private sphere of life or seeking information about women
related programmes or schemes.
ONE STOP CENTRE:
Intended to support women affected by violence, in
private and public spaces, within the family, community and at
the workplace
OBJECTIVES:
The objectives of the Scheme are:
(i)
(ii)
To provide integrated support and assistance to women
affected by violence, both in private and public spaces
under one roof.
To facilitate immediate, emergency and non-emergency
access to a range of services including medical, legal,
psychological and counselling support under one roof to
fight against any forms of violence against women.
TARGET GROUP : The OSC will support all women including girls below 18
years of age affected by violence, irrespective of caste, class,
religion, region, sexual orientation or marital status. For girls
below 18 years of age, institutions and authorities established
under Juvenile Justice (Care and Protection of Children) Act,
2000 and the Protection of Children from Sexual Offences
Act, 2012 will be linked with the OSC.

It is his duty to check delay, superfluous noting and
prolixity of language, whether in notes or drafts, and
enforce the rigid observance of all rules in regard to
such matters as the form and scope of office notes
and drafts etc.,
THE DUTIES AND FUNCTIONS OF THE OTHER OFFICERS & STAFF ARE AS
FOLLOWS:-
1. Section Officer:Section Officer is in charge of a section of a Department. He/She is
assisted with Assistant Section Officers. He/She is responsible for all
files relating to the subjects allotted to the Assistant Section Officers
under whom he works for the efficient and expeditious dispatch to
business in all stages in the section in their work. He/She will not merely
a section officer but will himself undertake to deal with the more difficult
or important papers, requiring such assistance from Asst. Section Officers
as he may find necessary. He/She is responsible for the accuracy if the
notes and drafts proceeding from his section, he cannot throw that
responsibility on his ASOs. He/She should check the correctness of facts
stated in any note or draft which may have been added to the file after it
was submitted for orders as soon as it returns to the Section and before
the draft is issued or the case is passed on to another department. He/She
maintains discipline in his section sees to it that his orders or instructions
are not disputed or disregarded by his/her Asst.Section Officers, TCAs.
2. Assistant Section Officer:The main duty of the Assistant Section Officer in a section is to
assist the Section Officer in dealing with cases relating to his/her section.
He has to properly reference the current file and note file of each case
and for the proper arrangement of a case. They should assist the Section
Officer in dealing with complicated cases by procuring previous papers,
preparing precise etc.,
The Assistant Section Officer will be personally responsible for
delays in the disposal of their papers at all stages. The responsibility
should not be considered to have ceased when a file is marked for issue
but continues until the process of dispatch has been done.
3. Stenographers (P.S. to Spl.C.S to Govt./S.C. Steno/Sr.Steno/Jr.Steno).:The Stenographers working as P.S to Spl. CS to Govt. renders
assistant to the officers. The Stenographers working as P.A to Jt. Secy/
Dy. Secretary renders assistance to the officers and such other items of
work as are entrusted to them.
4. Record Assistant:He maintains records in the sections attached.
5. Typist –cum-Assistant:He should have attended the Typing and clerical work in the section
entrusted to him.
6. Data Entry Operator:Working on outsourcing basis and attend to the Computer work i.e.
Data Entry and render assistance to the Officers/Sections as entrusted to
them by the Officers.
7. Office Subordinates:He will attend to the work entrusted by the Officers

Chapter – 3
Procedure followed in Decision Making Process
[Section 4(1)(b)(3)]
The proposals of the Head of the Departments under control of
Department for Women, Children, Disabled and Senior Citizens are being to
received in Tapal Section. On receipt of the same the tapal clerk gives Tapal
Number and keep all Tapal Papers in a separate Tapal Book and send it to the
officers concerned. On perusal of Tapal by the concerned officers, send back to
the concerned sections. The concerned Asst. Section Officer make an entry in
the personal register and put up the same in the shape of a file with relevant
extracts of Acts and rules and submit the file to the concerned Section Officer.
The Section Officer scrutinize the file and write his remarks, and pass on the file
to the concerned Assistant Secretary. The Assistant Secretary scrutinize the file
and pass on the file to the Principal Secretary through the concerned Addl
Secretary / Jt. Secretary/ Dy. Secretary as the case may be. File will be
circulated to Minister/Chief Minister as prescribed in the Business Rules and
Secretariat Instructions.

THE NORMS SET BY DEPARTMENT FOR WOMEN, CHILDREN, DISABLED

Other Useful Information
[Section 4(1)(b)(17)]
1.
The State Level Committee has been constituted vide G.O.Rt.No.196,
Department for W.C.D. & S.Cs., dated 11.05.2012 for scrutiny of the
applications received for the National Award for Child Welfare,
National Child Award for Exceptional Achievement and Rajiv Gandhi
Manav Seva Awards for Service to Children from the
Individuals/Institutions/Children with the following composition and to
select individuals/Children/ Institutions, to recommend to Government
of India, for consideration.
Criteria for Selection of Institutions / Individuals for the National Award
for Child Welfare:Institutions should be those that are not entirely Government funded.
They could be Government aided or otherwise. The institutions
should have been in the filed of child welfare for some years and
should have, to their record, a good performance in the filed. The
branches of institutions working independently will also qualify for
selection for the award. The selection will be mad solely on the basis
of quality of performance and the number of children served by the
institution.
The individuals to be selected for the award should have worked for
the cause of the children for some years. Paid officers of the
institutions will not be eligible for selection. The sole basis of
selection will be the quality of work performed by the individual for
the cause of children and its significance of the cause.
Criteria for Selection of children for the National Child Award for
Exceptional Achievement:-
Children between the age of 4 to 15 years, who have shown
exceptional achievement in any field including academics, arts,
culture and sports etc. will be considered for the Award.
Criteria for Selection of Individuals for the Rajiv Gandhi Manav Seva
Awards for Service to Children:Three individuals to be selected for the Awards should have worked
for the cause of children for over 10 years. Paid officers of the
institutions will not be eligible for selection. The sole basis of
selection will be the quality of work performed by the individual for
the cause of children and its significance of the cause.

The State Level Committee under the Chairpersonship of the Secretary
of this Department was constituted vide G.O.Ms.No.2, W.D., C.W. &
D.W. Department, dated 09.01.2002 for implementation of NORAD and
STEP Schemes and to consider all the applications under NORAD and
STEP with reference to the criteria of the Schemes. Further as per
the orders issued vide G.O.Ms.NO.40, W.D., C.W. & D.W. Department,
dated24.11.2003 the said Committee shall also look after the scrutiny
and consider the proposals received under Working Women’s Hostel
Scheme i.e., construction of Working Women’s Hostel and its
maintenance.

The following institutional services are provided by the Department.
Observation Homes:-The Juveniles/ Children below 18 years of age
who are in conflict with law are lodged in Observation Homes during
the pendency of their inquiry by the JJBs.
Special Homes:- The Juveniles in conflict with law who are found guilty
and handed over to parents or released on bail, are sent to Special
Homes for rehabilitation.
Children Homes:- Meant for reception of Children who are destitute
orphans neglected who need care and protection during the pendency
of any inquiry and subsequently for their care, treatment, education,
training, development and rehabilitation
(1) The objective of the Children’s Home is to restore the child to the
parent / guardian. The child and parent / guardian shall be
appropriately counseled for the effective reintegration of the child
with the family. Where it is not practicable to restore the child to the
parent / guardian, the child shall be provide all facilities for the child’s
all round development, education, vocational training and inculcating
self-discipline and emotional stability in the child, to make the child
self-reliant on leaving the children’s home. The emphases in the
children’s home shall be on the reintegration of the child with the
family and the all round development of the child and not on the
child’s detention in the home. the shall also network with other
agencies to help in the child’s education vocational training etc.
(2) As soon as a child in need of care and protection is brought to a
children’s home, every effort should be made to ascertain the name
and address of the parent / guardian of the child. The case worker
land the NGO working with the children should try to contact the
patent / guardian of the child directly, or through the local networks,
police, child line as well as through the District Probation Officer and
the intake procedure in sub rule (5) (c) of rule 14 be followed. The
child should be counseled to rejoin the parent or the guardian. During
the interregnum, the newly admitted child should be placed in a
reception unit and should be given short-term vocational training as
well as academic educational appropriate to the child’s age.
(3) The State Government / voluntary organizations shall set up
separate homes for children in need of care and protection, in the
manner prescribed below:
(a) While children of both sexes below 10 years may be kept in
the same home, separate facilities shall be maintained for boys
and girls above 5 years of age
(b) Separate children’s homes should be set up for boys and
girls in the age group of 10-18 years
(4) Each children’s home should be comprehensive child care center.
The home should promote an integrated approach to child-care by
involving the community and local NGO’s. The activities of the center
should include.
(a) Family based services such as foster family care, adoption and
sponsorship;
(b) Linking up with Integrated Child Development Services to cater to
the needs of children below 6 years
(c) To Establish linkages with organizations and individuals who can
provide support services to children
(5) The information on procedure to be followed and the facilities to be
provided in the children’s Homes are available with the concerned
Children Home.
A brief orientation shall be given to the child on induction to remove
any inhibition form the mind of the child. The child shall immediately be
given bath, clothing, food etc., and medically examined. The name of
the child shall be entered in the admission register and appropriate
accommodation be allocated to the child. The further procedure
prescribed in schedule –4 shall be followed
(a) Visitors are allowed to visit the home with the permission of
the Commissioner / Superintendent of the Home / Home
Committees.
(b) The Superintendent / Project manager shall maintain a
visitors Book. The remarks of the visitors shall be considered
by the Home Committee.
(c) While visiting an institution, the visitors will not say or do
anything, which undermines the authority of the Superintendent
/ Project manager or is in contravention any law or rule or
impinges on the dignity of the child.
(d) The children’s Home, being a child-care center looking
after children who are not accused of any offence, should not
be treated as custodial institution. In the event of a child
leaving the Home without permission, no proceedings of the
nature of suspension shall be automatically initiated against the
staff of the Home; however an enquiry shall be conducted to
ascertain whether the staff have acted in good faith and
disciplinary action shall be initiated only when lack of good
faith is Established. The information about the child leaving the
home without permission shall be sent to the family of the child,
if their address is known and to the police.
The detailed report along with the efforts to trace the child
shall be sent to the committee for information in the subsequent
sitting of the committee

The District Level Inspection Team was constituted vide
G.O.Rt.No.164, W.D., C.W. & D.W. (DW) Department, dated
04.06.2008 to inspect the grant in aid proposals of (1) An Integrated
Programme for Older Persons, (2) Deendayal Disabled Rehabilitation
Scheme, (3) Prevention of Alcoholism and Substance (Drugs) Abuse,
and (4) Short Stay Homes/ Swadha Shelter Homes/ Ujjwala/
Construction of Working Women’s Hostels Schemes.

The objectives of the Welfare of Street Children Scheme are to
provide integrated community based non-institutional basic services
for thecare, protection and development of the Street children facing
destitution, neglect, abuse and exploitation. Under this scheme, the
Govt. of India supports Non Governmental Organizations (NGOs) in
running street children projects with 90% of project cost in two
installments and the remaining 10% to be borne by the NGO.
Voluntary organizations having experience in the field are eligible for
the assistance from the Govt. of India.
This Department is
responsible for processing the proposals of the NGOs for sanction of
Grant-in-aid, duly inspected by a team of departmental officers.
