Victor Pavón-Villamayor Dr. Pavón-Villamayor is an economist with areas of expertise in competition policy and economic regulation. He got his B.A. in Economics (Summa Cum Laude) from the National University of Mexico and his M.Phil. and Ph.D. in Economics from Oxford University. As official at the Mexican Telecommunications Commission (19992000), he was in charge of the economic evaluation of network interconnection rates for the national telecommunications industry. In the area of competition policy, he was an antitrust economist (2006-2008) within the European Competition Policy Practice of the firm "Law and Economics Consulting Group" (LECG) in Brussels, Belgium. During his time as competition consultant, Dr. Pavón-Villamayor was engaged in projects in industries as airlines, software, intellectual property, energy and telecommunications. During 2008-2009, Dr. Pavón-Villamayor was hired by ITAM as an external Senior Advisor on Regulatory Reform & Competition for the Mexican Ministry of Economics, where he was in charge of reviewing and proposing regulatory reforms in key sectors of the economy in order to improve its competitiveness. He has been an antitrust consultant for the OECD, USAID and the United Nations. After a short stint as antitrust consultant at GEA (Economists & Associates Group), Dr. Pavón-Villamayor held the position of Director-General at the Presidency of the Federal Telecommunications Commission of Mexico (2010-2011), where he provided policy advice in areas as network interconnection, cost models, transition to digital television, liberalization of FDI restrictions, spectrum policy and asymmetric regulation to firms with market power. In the period 2011-2013, Dr. Pavón-Villamayor was Director-General for Economic Regulation at the same regulatory authority and his work involved the design of asymmetric regulation for firms with market power in several telecommunications markets and the design of an optimal regulatory framework to foster the entry and growth of Mobile Virtual Network Operators (MVNOs) in Mexico. Dr. Pavón-Villamayor has taught economics, antitrust and economic regulation in institutions as Oxford University, London Metropolitan Business School, ITAM and CIDE. Currently, Dr. Pavón-Villamayor teaches economics at El Colegio de México and holds the position of DirectorGeneral at “Oxford Economics”, the first think tank in Mexico devoted to the analysis, discussion and counseling of competition and regulatory policies implemented in Mexico and Latin America.
