Overview
These training materials are designed to highlight important information
regarding test administration policies and procedures.
Not all information from the test administration manual is included in this
presentation, so it is imperative that school staff read and
familiarize themselves with all information in the manual in
addition to using these training materials.

What’s New
FCAT Mathematics Retake
• The FCAT Mathematics Retake was
administered for the last time in Spring 2013.
• Students who entered grade 9 in the 2009-2010
school year or earlier and who have not yet
earned a passing score on the Grade 10 FCAT
Mathematics test must earn a concordant score
on the ACT or SAT to satisfy this requirement.

• Students must complete Session 1 of the FCAT 2.0
Reading Retake before taking Session 2.
• Any students who are absent for Session 1 may NOT
take Session 2 of the test until they have completed
Session 1. These students should still be tested in two
sessions over two days.

• Platform used to deliver accommodated forms (e.g., large print,
zoom, color contrast, screen reader, assistive devices) for
Florida’s high-stakes computer-based statewide assessments.
• Software application installed on each computer that will be used
to test students who require computer-based accommodations.
• TestHear will operate on Windows PC workstations and on
Macintosh workstations that have Mac OS X10.5 or later
installed and are running Windows (e.g., via Boot Camp).
• TestHear will not work on Mac OS X10.4 or on Macs that cannot
also run Windows.

Proctor Caching
• Proctor Caching is a process of loading test content locally on a
computer at the school level.
• Does not require a separate caching server and can run on any
workstation on the network that meets minimum requirements.
• Proctor Caching software is provided by Pearson.
• Reduces test delays due to network congestion.
• Provides students with a more seamless testing experience.
• Required for all FCAT 2.0/EOC computer-based testing in Florida.
• Instructions for proctor caching are provided in the 2013-2014
Technology Coordinator Guide.

Students to be Tested
• Students who entered Grade 9 in the 2009-2010 school year or after
and are pursuing a standard Florida high school diploma must earn a
passing score on the Grade 10 FCAT 2.0 Reading test or obtain a
concordant score on the ACT or SAT as one of the requirements for
graduation.
• The following students are eligible to participate in this administration:
– Retained Grade 10 or Grades 11–Adult (AD) regular high school
students who have not yet passed the Grade 10 FCAT 2.0 Reading
test.
– Students who enrolled in Grade 9 prior to the 2009–2010 school year
but have not yet passed the Grade 10 FCAT Reading test. (Because
the FCAT Reading Retake is no longer offered, these students will
participate in the FCAT 2.0 Reading Retake.)

Test Security
Per Test Security Statute, s. 1008.24, F.S., and Florida State
Board Rule, 6A-10.042, FAC, inappropriate actions by
school or district personnel can result in student or
classroom invalidations, loss of teaching certification,
and/or involvement of law enforcement.
Examples of prohibited activities include the following:
• Reading or viewing the passages or test items before, during, or after
testing
• Revealing the passages or test items
• Copying the passages or test items
• Explaining or reading passages or test items for students
• Changing or otherwise interfering with student responses to test items
• Copying or reading student responses
• Causing achievement of schools to be inaccurately measured or
reported

Reporting Testing
Irregularities
• All school staff are professionally responsible for ensuring appropriate
test administration procedures and reporting any irregularities.
• Security Breaches: Test administrators should report any test
irregularities (e.g., disruptive students) and possible security breaches to
the school assessment coordinator immediately.
• Missing Materials: Schools must investigate ANY report of missing
materials immediately.

Electronic Devices
• School personnel must ensure that students do not have
access to their cell phones or other electronic devices at any
time during testing, including breaks (restroom breaks, etc.),
even if they do not use them.
− “Possession” is defined as “within arm’s reach,” even if the
electronic device is not visible.
− Students should not have cell phones in their pockets, clipped to
their belts, at their desks, or anywhere they can be easily
accessed during testing or breaks.
• If a student is found to be in possession of ANY electronic
devices during testing or during a break, his or her test must be
invalidated.
• Students and parents/guardians must be made aware of this
policy prior to testing.

Testing Rules Acknowledgment
• The last portion of the testing rules read to students now
reads, “After the test, you may not discuss the test items
with anyone. This includes any type of electronic
communication, such as texting, emailing, or posting to
blogs or websites like Facebook or Twitter. If you are
found sharing information about test items, even without
the intent to cheat, your test will be invalidated.”
• Students and their parents/guardians should be made
aware of this clarification to the testing rules prior to
testing.

Caveon Forensic Analyses
• Caveon will analyze data to identify highly
unusual test results for two primary groups:
– Students with extremely similar test
responses; and
– Schools with improbable levels of similarity,
gains and/or erasures.
• Only the most extreme results are flagged and
withheld
– One in a trillion chance of the pattern occurring by
chance

• The Fall 2013 Reading Retake Test Administration Manual
will be used to read the test administration scripts to
students.
• When testing students with accommodations, you may
need to modify the scripts. Review the scripts BEFORE
testing begins to determine the necessary modifications.
• The scripts and instructions for the administration of
accommodated computer-based test forms (large print,
color contrast, zoom, assistive devices) and paper-based
accommodations are provided in Appendix A.

Required Administration Information
• The list of required administration information has been
updated to include both the accommodations provided to
students and the accommodations used by students during
the test administration.
• The blank Administration Record/Security Checklist has been
updated to include fields for recording both accommodations
provided and accommodations used.

• Each student needs a Login ID and a test
code (password), which are printed on the
Student Authorization Tickets.
• Students will need a pen or pencil during
testing to sign their tickets.
– Each student will log in using the SAME
Student Authorization Ticket for both

students have entered the testing room, as
instructed in the script, and all tickets must
be collected BEFORE students leave the

Test Group Code
• A test group code is a unique four-digit number used as a
security measure to identify groups of students tested
together.
– Each testing room must utilize a different test group
code.
• Students will enter the test group code before beginning the
test, as indicated in the scripts.
• The same test group code is used for Session 1 and 2.
• If students are absent for a test session, a different unique
code must be used for each make-up session.
• The code must be recorded on the required administration
information and on each seating chart.

A six-character code created by PearsonAccess

A unique four-digit number created by school

Seal Code
• A seal code is a unique four-digit number used to allow
students to access Session 2 of the computer-based FCAT
2.0 Reading test after they have completed Session 1.
• TestNav and TestHear require a seal code to proceed to
Session 2 on Day 2.
• Seal codes will be provided in PearsonAccess, and all
students in a test session will use the same seal code.
• Seal codes should not be given to students until Day 2
when the Session 2 administration script is read to
students.
• Students are not able to return to Session 1 once they
have logged in to Session 2. Each student will log in
using the same Student Authorization Ticket for both test
sessions.

CBT Worksheets
• CBT Worksheets may be provided for students to make
notes. A sufficient number of worksheets should be
available for all students taking the computer-based test.
• The worksheet is an 8½ × 11 page (located in Appendix D
and posted to PearsonAccess) that may be copied and
distributed as indicated in the administration script.
• Students must be provided a new worksheet for Session 2.
• Collect used worksheets after each session and return
them to your school assessment coordinator.
• Used worksheets are secure materials.

Reading Passage Booklets
• Reading Passage Booklets will be provided for eligible
students taking computer-based Reading tests who have
this accommodation identified in their IEPs or Section 504
plans.
• The booklets contain reading passages but do not contain
test items. Students will respond to test items on the
computer.
• Sessions 1 and 2 of the Reading Passage Booklets are
sealed separately. Students should break the appropriate
seal at the beginning of each session, according to the
instructions in the administration script.
• Reading Passage Booklets are secure materials.

Electronic Devices Policy––If students are found with ANY electronic devices,
including, but not limited to, cell phones and smartphones, during testing OR
during breaks, their tests will be invalidated. The best practice would be for
students to leave devices at home or in their lockers on testing days.
Leaving Campus—If students leave campus before completing a test session
(for lunch, an appointment, or illness, etc.), they WILL NOT be allowed to
complete that session. If a student does not feel well on the day of testing, it
may be best for the student to wait and be tested on a make-up day.
Testing Rules Acknowledgment—Prior to testing, students will be asked to
affirm a Testing Rules Acknowledgment that reads: “I understand the testing
rules that were just read to me. If I do not follow these rules, my test score may
be invalidated.”
Discussing Test Content after Testing—The last portion of the testing rules
read to students before they sign/check the acknowledgment reads, “After the
test, you may not discuss the test items with anyone. This includes any type of
electronic communication, such as texting, emailing, or posting to blogs or
websites like Facebook or Twitter. If you are found sharing information about
test items, even without the intent to cheat, your test will be invalidated.”

Maintain Test Security
• Inventory the contents of the boxes within 24 hours of
receipt and report missing materials immediately.
• Keep materials secure at all times.
• Maintain the Test Materials Chain of Custody Form at all
times.
• No more than three individuals may have access to the
locked storage area.
• Do not open shrink-wrapped materials or begin preparing
them more than three days prior to testing.
• Save the original boxes for returning TO BE SCORED
special document materials.

Accounts
• School user accounts are necessary to complete the CBT test
activities.
• Create or reset your password for each Pearson site (operational
and training center).
• Create school user accounts for test administrators in Pearson’s
operational site (optional).
• Two different school user accounts may be set up:
− Individual accounts for each test administrator
 Test administrator will set up unique password.
− Generic accounts linked to the school assessment coordinator
 The password will be the same for all test administrators.
 These accounts can be randomly assigned.
• Test administrators may monitor and resume students with a
school user account.

PreID File/Test Session/
Student Verification
• PreID file is based on student information as of August 30
• New students or changes to student demographics after
August 30 will not be included in PearsonAccess.
• All students testing on the computer that were captured in
the PreID file will be in a class called FL CLASS
• Test sessions were automatically created via the PreID
upload. Test session is named:
– Reading
• Print the Session Roster and compare against school
generated list to verify:
– Student eligibility, and
– Student Name and Florida ID number for accuracy

NEW!
• A new process has been established to allow incorrect
student profiles that were added to PearsonAccess via
the Create New Student Wizard to be updated before or
after testing.
– The District Assessment Coordinator can submit a request on
the school’s behalf.
• Note: Updates may not be made to student profiles that
were created via the PreID upload.

• Read the Florida Test Security Statute and the
State Board of Education Test Security Rule
(Appendix C) in the test administration manual.
• Ensure that test administrators sign the Florida
EOC Test Administration and Security Agreement
and Test Administrator Prohibited Activities
Agreement.
• Test Administrators must be certified
educators.
• Train your test administrators and proctors,
including non-school-based instructors (e.g.,
itinerant teachers).
• Communicate the process for collecting required
administration information to your test
administrators.
• If any students who require accommodations are
testing at your school, discuss with test
administrators how accommodations will be
provided (Appendix A).

Training: Proctors
When testing a large group of students, proctors
must be assigned to the room. Refer to the table
below for the required number of proctors.

and has
– Comfortable seating
– Good lighting
– Sufficient workspace
– Adequate ventilation
• Make sure that:
– students are not facing each other when
seated at tables
– there is at least three feet between students
– students cannot view others’ computer
screens (visual barriers are installed)
• Remove or cover all visual aids on student
desks or displayed in the room, such as
posters showing mathematical and scientific

concepts.
Training: Supervise Test
Administration
Ensure that students:
• Have cleared the area around their workstations of all materials except for
the appropriate test materials.
• Have a pen or pencil, and distribute testing materials as indicated in the
scripts.
• Check the Testing Rules Acknowledgment box and enter the correct test
group code.
• Do not have books, notes, scratch paper, or electronic devices of any kind
during testing or during breaks within a test session, even if they do not
use them.
• Do not talk to other students or make any disturbance.
• Are working independently.
• Are working in the correct session.
• Save and Exit (TestNav) or Exit (TestHear) the test on Day 1 and
Submit the test on Day 2 after they complete Session 2.

Training: Supervise Test
Administration (cont.)
• It is not appropriate to use cell or classroom phones, grade papers, or
work on the computer during testing.
• While you may encourage students to continue working, you may not
talk with them about test items or help them with their answers.
• If a student’s computer is disconnected from the test, test administrator
must contact the technology coordinator or school assessment
coordinator to help diagnose any technical issues and resume the
student’s test in PearsonAccess.
– If a student has continual difficulty logging in or gets kicked out of the
test more than once, do not have the student continue attempting to
log in until the issue is diagnosed and resolved.
• If students finish the test before the allotted time for the session has
elapsed, you may encourage them to go back and check their work.
• At the end of Session 2, assist students with accessing the student
comment form at www.FLAssessments.com/RetakeStudentCommentForm57, as
needed.
Arrange ePats
• Schedule and arrange practice tests (ePATs) as described in the
Fall 2013 Retake Manual.
• Before a student can participate in this computer-based
administration, the student must complete the correct ePAT to
learn how to use the computer-based system. If a student has
previously participated in an ePAT for Grade 10 Reading or
the Reading Retake, the student is NOT required to
participate in an ePAT for this administration.
• Students who require accommodated CBT forms (e.g., large print,
color contrast, zoom, screen reader, assistive devices) must
complete a practice test using the TestHear ePAT with the specific
accommodated form or form combination they will use during
testing.
• To access instructions for downloading and installing the ePAT
Launcher and practice test content, go to
www.FLAssessments.com/ePATs.

CBT Preparations
• Please ensure that:
− TestNav has been properly installed and tested before the first day of
testing.
− Proctor Caching computers have been set up properly.
•
Each testing computer is configured to refer to a Proctor Caching
computer in order to obtain test content.
− Test content has been cached for all scheduled test sessions.
− Each computer station is equipped with a keyboard and mouse (or
other pointing device).
− Monitors are correctly displaying test items with shading.
− Instant messaging, email notification, screen savers, power savers,
and remote desktop are disabled.
− Anti-virus, auto-scan and/or auto-update, system restore utilities,
Windows Security Firewall, web content filtering, or other software
that may impact CPU speed or scan/block information transferred
between the workstation and the servers is disabled or delayed.

• Please ensure that:
− Test administrators are familiar with how to access TestNav
and TestHear software from student workstations and how to
access the student comment forms.
− Proctor Caching computer and Proctor Caching software are
turned on and remain running each day of testing.
− CBT Test Administrator Quick Reference Guide is used to
help diagnose technical issues during testing.
− Students and teachers not testing refrain from using any
streaming media or other high-bandwidth applications while
students are testing.

• Ensure that test sessions have been started in PearsonAccess
• Provide test administrators with additional materials, as
necessary.
• Monitor each testing room to ensure that test administration and

Marking Tests Complete
Students should be in “Completed” status after they
submit the test on Day 2 after they complete Session 2.
Student tests should only be Marked Complete in one of
the following circumstances:
• A student had to stop testing (e.g., due to illness) and
will not finish the test. (After being marked complete,
school personnel may invalidate the test.)
• A student finished the test but exited instead of
submitting the test and the test should be scored.
• A student completed Session 1 and never started
Session 2.
• As otherwise directed by FDOE or Pearson after a
technical difficulty or other extenuating circumstance.

CBT Clean-up Activities
• CBT clean-up activities must be completed by 4:00 pm on
October 18.
• “Delete” all not started sessions and “Stop” all started sessions
• Please remember the following:
– Absent students should be removed from the test session (not marked
complete).
 If absent students have already been marked complete, nothing else
needs to be done.
– Students in “Ready” status must be removed from the session before it
can be stopped.
– If students are in “Active,” “Exited,” or “Resumed” status, they will need to
be marked complete.
• Invalidate tests, if applicable.
• Record accommodations for ESE and ELL students, if applicable.
• Ensure that school technology coordinators purged test content from
the Proctor Caching computer(s).

Organizing CBT Materials
• Verify that all distributed secure materials have been returned.
• Report any missing materials to Student Assessment & Educational
Testing and conduct the necessary investigation.
