DUTIES AND RESPONSIBILITIES
HEALTH, SAFETY AND ENVIRONMENT OFFICER-IN-CHARGE

















Ensure that the company has, at all times, the capability and resources to operate safely.
Conducts safety orientation to newly hired employees.
Conducts regular safety inspection on the job site to ensure that the skilled and office
personnel are complying with the established safety policy and regulations.
Conducts monthly inspection of firefighting equipment, tools and equipment.
Requires all employees to wear personal protective equipment while working on the
hazardous areas (for mechanics, Electricians, painter and Denter).
Ensure availability of equipment and materials for specific job to be accomplish, and
provide product hazard, maintenance and storage awareness of concerned personnel.
Reporting of all unsafe conditions and unsafe acts and provides counsel for safe
procedures and requirements.
Supervised and appraised accident investigation.
Planned and directed regular program of safety inspection.
Reviewed procedure for compliance with applicable laws and safety codes
Issued regular reports showing safety performance and accident trends.
• Informing all members of the establishment of the status, requirements and codes of
practice for safe-working, of procedures already adopted and of the provision and use of
personal protective equipment (PPE), and to ensure their observance and proper use; to
arrange for the reporting and investigation of incidents with a view to further preventive
measures or the dissemination of information to others.
Creating awareness of the hazards associated with the use of radioactive materials,
carcinogens (cancer inducers), toxic chemicals and other aspects of occupational health
hazards and dissemination of this information.
Ensuring that all non-routine and potentially hazardous routine jobs are carried out
under Permit To Work System with associated Complimentary Certificates, and Work
Hazard Information System (WHIS) duly followed.
Carrying out regular Unsafe Act/Condition Audits to quickly identify hazards at the
work site with corrective actions to re-instate facility integrity to sustain safety, protect
the environment and meet the HSE targets.
Attends all safety induction as a prerequisite for job requirement for hired vehicles and
equipment and drivers. Ensures compliance of safety requirements of drivers, and
vehicles and equipment like PPE for drivers, spark arrestor and or chalwyn valve for
vehicles and other onsite safety requirements.
Conducts tool box talks daily to all drivers concerning monitoring of required service
and maintenance of assigned vehicles, local traffic regulations, any traffic advisory, daily
inspection of vehicles thru sight and sounds and report immediate any untoward
observation for immediate repair.

Prior to hiring only selected personnel as per resume presented and certificates
were given priority and tested for skills expected.
To ensure competency and accreditation third party certification were undertaken
to both driver and vehicle like TUV.
Ensures all personnel specially drivers proper orientation and training are
accorded ensuring competency to skills required to do the job
Example – Drivers were enrolled to state accredited driving school to learn and
understand local traffic regulations and rules, test and let them adjust to different
work site and or environment.
Ensures all personnel undergoes all local requirements like medical examination
as to physical and mental expectations, “Ikama” or local residency application as
a requirement as per local labor regulations.
For offices ensures all electrical wiring and good housekeeping were enforce to
prevent any untoward accidents.
Offices, workshop, and accommodation were ensured that are all equipped with
adequate lighting, proper ventilation and air conditioning, and fire sprinkler to
arrest fire and valid fire extinguishers to suppress fire.
Proper work hours were enforced to ensure personnel adequate rest and company
provides health cards and regular stock of basic medicines.
Personnel were informed about proper waste disposal and good housekeeping to
their sleeping quarters, toilet /bathroom and kitchens.
All domiciles were all inspected for necessary local and international safety
regulations. (Like for kitchen, LPGs were all stored further away from the
burners protected by a cemented wall on an open space only covered by a canopy
against heat.)
