Job Purpose
To improve business insight, increase revenue, and enable more
effective services through implementation of CIPD’s Data Governance
Framework. In particular, to improve and maintain data quality by
analysing, cleansing and enriching data across our core business
systems.
Key accountabilities
1. Work with key stakeholder representatives to develop and agree acceptable baseline
levels of data quality across CIPD’s core business systems
2. Develop and maintain a data dictionary for CIPD’s core business systems
3. Develop targets for achievable data quality levels, and derive measurements and
metrics that demonstrate the business value of data quality maintenance initiatives
4. Execute regular data quality analysis across CIPD’s core business systems and
review results against baseline and standards
5. Produce Data Governance and data quality dashboards and reports to track quality
levels, measure improvements and highlight further requirements for remedial
activities
6. Research, identify and report on points of data quality failure, e.g. data entry or
importing, web form capture, system synchronisation
7. Propose, negotiate and implement business process rules and system changes to
improve and maintain data quality
8. Undertake data imports, extraction and analysis using system tools (SAS) and/or SQL
9. Follow CIPD’s change and service management framework when managing data
quality changes, imports or adjustments in test and live environments
10. Develop trigger based and scheduled tasks using Orbis Task Manager to improve and
maintain data quality
11. Communicate and promote awareness of the importance of data governance and
quality across the business
12. Act as a source of advice for colleagues regarding data quality best practice
13. Collaborate with ISS colleagues to provide contingency support for other systems,
including first line technical support to investigate and resolve common user issues
Nature and Scope
The Data Quality Executive role follows extensive work to design and implement a Data
Governance Framework across the business. This role requires a good working knowledge of
key data management principles and proven experience in data quality profiling, cleansing,
and reporting.
CIPD has a number of internal databases that are synchronised using bespoke middleware,
and used to populate data warehouses for marketing and business intelligence. The Data
Quality Executive will be required to use a variety of manual and/or automated processes to
analyse and improve data quality across these databases. Experience with data quality tools
(preferably SAS), good SQL skills and a high level of technical knowledge are essential.
The Data Quality Executive will need to make decisions on the most appropriate approaches
to capturing, storing and enriching data in the system, and work with key business stakeholders
and system owners to facilitate this. They will be responsible for testing, planning and executing
changes to live data, particularly member, customer and student records. Change and risk
management is an essential part of this role, as well as critical thinking and problem solving.
The job holder will require excellent communication skills and the ability to establish and
maintain strong working relationships. They will need to consult with and advise relevant
stakeholders to determine an acceptable balance of service, governance and risk that will
deliver desired outcomes. Best practice and compliance with legal and regulatory requirements
must be upheld, and appropriate steps taken to address or escalate any nonconformities.
Occasional weekend and evening work will be required.

Knowledge, qualifications and experience
Essential:








At least two years’ experience in data quality profiling, cleansing and reporting
Hands on experience of planning and executing database changes in a live
environment, including a solid understanding of risk and change management
Excellent SQL skills, preferably SQL Server 2008 R2 and Management Studio
Experience working with complex database structures, SQL statements, and stored
procedures, and in-house knowledge-base repositories
Direct experience with specific data quality tools (SAS or Dataflux preferred)
Proactive, analytical approach to problem solving, with strong attention to detail
Practical working knowledge of the Data Protection Act
Keen interest in Data Governance philosophies, approaches, and techniques
Desirable:





Working knowledge of one or more of the following systems: Integra NG,
Coursebooker, Salesforce, Orbis Task Manager
A professional qualification in data management, for example CDMP (Certified Data
Management Professional), IQCP (Information Quality Certified Professional), the
IDM Award in Data Management etc.
Vendor and supplier management experience
Appreciation of direct marketing and insight, and the use of customer data in data
driven marketing
Educated to degree level in a relevant discipline
