Job Profile Job Title Line Manager Direct Reports Location Data Governance Manager Head of Digital None Wimbledon Job Purpose To develop, lead and deliver CIPD’s Data Governance Framework (DGF) to improve the value and usability of its data assets. Key Accountabilities 1. To develop and implement the DGF, outlining a strategy that demonstrates how it supports the business objectives of the CIPD and brings value to the organisation 2. Engage and enlist support for the DGF from key stakeholders across the business, establishing a regular communication plan to maintain interest and momentum. 3. Lead and mentor a virtual matrix team of Data Stewards who are personally accountable for ensuring the improvement of data capture and quality. Accountable for specific activities and processes required to support Data Stewardship responsibilities, ensuring accountability for data is understood and the required documentation and procedures are in place. 4. Ensure compliance with the agreed data capture and quality standards across the CIPD, through regular monitoring and liaison with business groups. 5. Identify and negotiate business rules and system changes to improve, maintain and enhance data quality. Plan and oversee the implementation of data capture and cleansing activities, adhering to CIPD’s risk, change and service management frameworks. 6. Develop targets for achievable data quality standards, and define measurements and metrics that monitor and demonstrate the business value of DGF initiatives. Develop and deliver regular reports on data quality levels and DGF progress. 7. Create and deliver data governance training, education and awareness events and materials to educate staff and promote a culture of effective data management. 8. Motivate, encourage and guide colleagues to adhere to best practice during their day to day activities. Act as a source of advice on data quality best practice where appropriate. 9. Establish a representative role for DGF for both project and business activity planning. Ensure that DGF requirements are built into business processes, change programmes and projects, and thereby ensure mutual benefits to both the DGF and these initiatives. 10. Work with our legal & Governance team to ensure that regulatory and statutory requirements are considered and built into data governance processes and procedures. Accountable for evaluating the risk and mitigation for any gaps in compliance, and proposing a remediation plan. 11. Ensure that the DGF continues to evolve in line with changing business priorities and objectives. Maintain a good understanding of the industry including best practice guidelines, technology developments, and models and frameworks from external bodies. Nature and Scope CIPD is driving the improvement of its data through the development and implementation of a comprehensive Data Governance Framework (DGF). The DGF has five primary objectives: To ensure that data strategies and improvements fully align with CIPD’s current and future business drivers and goals To ensure that all critical data and information is clearly owned by named individuals who have direct responsibility for improving its value To drive up the quality of data to ensure it is fit for business purpose To ensure data improvements deliver measurable business benefits by contributing to revenue improvement, supporting operational efficiencies, and ensuring compliance with legal & regulatory requirements To help develop an organisational culture where all people value data as a business asset and have the skills and expertise to contribute to its continuous improvement The Head of Data Governance’s central purpose is to lead the delivery of these objectives. As this is a new role for CIPD, the post holder will have the opportunity to shape and lead the DGF, beginning with the design and introduction of the framework itself. Change and risk management is an essential part of this role, as well as critical thinking and problem solving. The first six months of this role will see the post holder implement the framework across the business, and initiate a program of data quality enhancement and control. Going forward, this role will measure and manage the DGF programme, leading and motivating a team of Data Stewards to achieve improvements in data capture, quality and standards. This role is seen as critical to the success and viability of the DGF. As such, it requires an individual who is highly motivated, self-reliant and who has a proven track record of successful change management within a significant organisation. Excellent influencing and negotiation skills are required, and experience of creating informative and engaging communication plans would be an advantage. Finally, the post holder must have extensive knowledge and experience of the methods and technologies that support and underpin data management improvement and data governance. They will need to consult with and advise relevant stakeholders to determine an acceptable balance of service, governance and risk that will deliver desired outcomes. Primary Contacts Internal: ISS department, business users, heads of departments, stakeholder groups External: suppliers, contractors and developers Dimensions Financial: N/A Staff: N/A Other: N/A KPI: o Assessment of feedback from users o Volume of outstanding data governance issues o Achieving and maintaining satisfactory data assessment scoring levels Knowledge, qualifications and experience Essential Proven and successful track record in data governance and associated data management principles and practices Broad knowledge of data management methods and tools, with specific expertise in data governance & data quality approaches and technologies Practical working knowledge of the Data Protection Act Proactive, analytical approach to problem solving, with strong attention to detail First class influencing and negotiating skills Good communication and stakeholder management skills, including being able to demonstrate the use of various techniques depending on the audience and communicate difficult, technical concepts to a business audience Keen interest in Data Governance philosophies, approaches, and techniques Ability to work in matrixed environments and to build and sustain collaborative working relationships Desirable Proven project management skills and experience An understanding of SQL server, preferably SQL Server 2008 R2, and Management Studio Experience with one or more specific data quality tools (SAS or Dataflux preferred) A professional qualification in data management, for example CDMP (Certified Data Management Professional), IQCP (Information Quality Certified Professional), the IDM Award in Data Management, etc. Educated to degree level in a relevant discipline Note: This job profile is aimed at describing the core output that should be achieved in this role.
