Red Wing Housing and Redevelopment Authority Finance Manager Job Description Under the general direction of the Executive Director, the Finance Manager is responsible for the strategic long-term and day to day management of the Housing Authority’s fiscal operations. The Finance Manager plans, organizes and provides administrative direction and oversight for all financial functions and activities including budgeting, accounting, payroll, accounts payable, accounts receivable, financing activities and overseeing the HRA’s investments. REPORTS TO: POSITION STATUS: Executive Director Exempt Position MINIMUM QUALIFICATIONS/REQUIRED KNOWLEDGE & SKILLS: 1. Bachelor’s Degree from an accredited college or university with a major in accounting, finance, business administration, public administration or a related field plus five years financial management related experience. Possession of a Master’s Degree in one of the related fields may be substituted for one year of required experience. 2. Must be able to perform each essential function satisfactorily. 3. Must have knowledge of the principles and techniques associated with the management of general accounting and financial record keeping in a public entity setting. 4. Must have knowledge of internal auditing procedures. 5. Must have knowledge of principles and practices of budget development and administration. 6. Must have knowledge of relevant HUD standards for HUD programs administered by the HRA. 7. Must have the ability to maintain confidentiality. 8. Must have the ability to analyze, interpret and prepare financial statements and reports. 9. Must have the ability to effectively handle the investment of HRA funds. 10. Must have the ability to design, improve and implement accounting and record keeping systems. 11. Must have the ability to establish and maintain effective working relationships with others. 12. Must have the ability to communicate complex ideas clearly and effectively both orally and in writing. 13. Must have the ability to prepare budgets. 14. Must have the ability to attend trainings as requested and obtain certifications. 16. Must possess and maintain an applicable Minnesota Driver’s License and insurance. 17. Must have the ability to communicate verbally, in written documents, and electronically in an effective, professional manner with a variety of audiences. 18. Must have the ability to read, comprehend and interpret federal regulations and HRA policies. 19. Must have the ability to perform mathematical analysis and create spreadsheets to assist with analysis. 20. Must have the ability to plan, organize and prioritize work in an environment with competing demands on time. Essential Functions: 1. Overall responsibility for the management and administration of the systemic recording and reporting of financial and budgetary transactions of the HRA and of other agencies and non-profits administered by the Authority. Maintain adequate monitoring and reporting systems to ensure the adequacy, quality, and timeliness of accounting work. Administer funds within the context of the HRA’s accounting policies and procedures and approved budgets. 2. Oversee the preparation of the annual budgets and expenditure projections, payroll processing, allocation system, accounts payable/receivable, internal auditing and all other fiscal activities. Compile and estimate sources and amounts of revenue for the budget year. Review expenditures monthly during the budget year. Advise the Executive Director on year to date budget status and revision needs. Directs preparation of budgets, reviews budget proposals with supporting documentation and justification in conjunction with HRA staff. 3. Direct the preparation of a wide variety of financial statements and reports. Prepare monthly reports on Authority operations for ED and Board review. Provides Executive Director with timely reviews of organization’s financial status and progress in its various programs and activities. Ensure the preparation of monthly activities and status reports. 4. Upon Executive Director approval, invest authority funds in accordance with federal, state and HRA guidelines. Prepare periodic reports regarding investments; review annual Housing Authority Investment Policy and make revision recommendations as needed. 5. Develop and annually update accounting policies for Executive Director review and Board approval. Develop written accounting procedures that ensure sound accounting practices and control systems. Plan, design and coordinate accounting methods and systems and make such recommendation to the Executive Director. Serve as a policy accounting advisor to the Executive Director regarding accounting management and operations issues. Continuously monitor and evaluate the efficiency/effectiveness of the accounting methods and procedures, assess and monitor the work load, identify Page 2 of 3 opportunities for improvement, recommend accounting procedure changes for sound efficient practices, direct and implement approved changes. 6. Arrange for and coordinate all annual independent agency and program audits. Work with independent auditor to complete all audits. Ensure agency audit is in compliance with Single Audit Act. Determine corrective action to address any audit findings. 7. Attend staff meetings on budget matters and keep abreast of legislative and funding source changes that may have an impact on budget needs. 8. Undertake special assignments as directed by the Executive Director. 9. Make verbal reports and presentations to the Board of Commissioners and other bodies as requested by the Executive Director. 10. Supervise an assigned department in fiscal matters, such as Section 8 HCV and report to the Executive Director. 11. Supervise HRA employees assigned to assist in the performance of the financial operations. 12. Assist the Executive Director in the administration of the Human Resources functions of the HRA, including employee benefits. 13. Perform other duties as assigned or apparent. PHYSICAL DEMANDS/WORK ENVIRONMENT: A. Position generally works inside with others in an office setting. B. Activities that occur frequently 7-8 hours are talking, hearing, using near vision, color vision, sitting, using fingers, wrists and hands for handling and fine manipulating. C.
