percent of parents with children
over the age of 16 attempt to
monitor their online activities,
with just 20 percent of parents
using software to control the type

Sioux Falls Man Charged
With Child Pornography
Possession
HURON MAN SENTENCED
March 8, 2002
(Sioux Falls-AP) -- A Huron man has been sentenced to 15
years in prison for having sex with a 15-year-old Minnehaha
County girl he met over the Internet. Forty-two-year-old Robert
Wahl pleaded guilty to two counts of statutory rape as part of a
plea agreement. The plea kept Wahl from facing the maximum
sentence of 30 years. Wahl is also barred from owning or using
a computer with Internet access for 15 years after his release.
Prosecutors say that Wahl met the 15-year-old girl while in an
Internet chatroom last summer. He then went to her home on
two different occasions and bought her cigarettes in exchange
for sex. Wahl told the court he is sorry for what he did and that
he thought the girl was 17 instead of 15.

FORMER SIOUX FALLS TEACHER SENTENCED
OVER THE YEARS, HE WORKED CLOSELY WITH HUNDREDS OF SIOUX FALLS STUDENTS.
BUT A FORMER SHOP TEACHER ALSO ADMITS HE HAD A PROBLEM WITH CHILD
PORNOGRAPHY.
NOW STEVEN M. SMITH IS HEADED TO FEDERAL PRISON.
STEVEN SMITH STOOD UP IN COURT WEDNESDAY AFTERNOON AND TEARFULLY
APOLOGIZED TO HIS FAMILY, HIS CHILDREN, AND HIS STUDENTS. DESPITE THAT THE
JUDGE AND PROSECUTING ATTORNEYS FELT THAT BECAUSE HE LOOKED AT OVER 15
THOUSAND IMAGES, INCLUDING PORNOGRAPHIC IMAGES INVOLVING INFANTS, SMITH
DESERVED A LENGTHY SENTENCE.
STEVEN SMITH ONLY PLEADED GUILTY TO ONE COUNT OF POSSESSING CHILD PORN. BUT
ONE MONTH LAST YEAR, COURT RECORDS STATE SMITH ACCESSED 15,500 IMAGES. HE
ADMITS HE SPENT MORE THAN A THOUSAND DOLLARS IN SUBSCRIPTIONS TO ILLEGAL
WEBSITES AND SPENT AT LEAST AN HOUR A DAY VIEWING THE MATERIAL.
“HERE'S A PERSON THAT HAD NO PRIOR CRIMINAL HISTORY STILL INVOLVED WITH
SOMETHING AS SERIOUS AS THIS,” SAYS PROSECUTING ATTORNEY JEFFREY CLAPPER.
CLAPPER SAYS PEOPLE LIKE SMITH ARE THE REASON CHILDREN ARE BEING VICTIMIZED
ALL OVER THE COUNTRY. HE SAYS, “PEOPLE JUST DON'T LOOK AT THE IMAGES THEY'RE
CREATING A MARKET TO VICTIMIZE CHILDREN AND THOSE CHILDREN ARE BEING
SEXUALLY ABUSED.”
CLAPPER SAYS, “I THINK IT SHOULD CAUSE MORE CONCERN FOR THE CITIZENS OF SIOUX
FALLS AND SOUTH DAKOTA TO LET THEM KNOW THAT EVEN A TEACHER RIGHT HERE IN
THE HEARTLAND OF AMERICA AND BE INVOLVED IN SOMETHING AS HEINOUS AS THIS.”
Child Victims
• Children are “perfect victims”
•They are often too trusting
•They often desire attention and affection (If
they are not getting this at home, they will get
it elsewhere)
•They are often curious about sex
•They are often not viewed as credible witnesses
