In the interest of easing investigators’ bibliography management, improving
data quality, and ensuring compliance with the NIH Public Access Policy,
eRA Commons has partnered with the National Center for Biotechnology
Information (NCBI) to link NCBI’s personal online tool, “My NCBI,” to
Commons. My NCBI offers an online portal—“My Bibliography”—for users to
maintain and manage a list of all types of their authored works, such as
articles, presentations and books.

“My NCBI” Required actions:
PIs must establish a My NCBI account to gain access to My
Bibliography.
My NCBI accounts must be linked to eRA Commons accounts.
As of July 23, 2010, Commons will no longer support manual entry of
citations. PD/PIs will no longer be able to type or copy and paste
citation data into Commons and must enter new citations into their My
NCBI accounts.
As of October 22, 2010, Commons will no longer display citations that
a PI has manually entered into Commons. All citations previously
entered manually into Commons will be removed from the Commons
system. Therefore, these citations must be added to My Bibliography so
that they will continue to appear in Commons and can be associated
with future annual progress reports.

Stem Cell Court Order (August 23, 2010)






Pursuant to a court order issued August 23, 2010, NIH is not accepting
submissions of information about human embryonic stem cell lines for NIH
review. All review of human embryonic stem cell lines under the NIH
Guidelines is suspended. The February 23, 2010, proposal to revise the
Guidelines is also suspended.
Affects federally funded projects & projects using equipment purchased with
federal funds (e.g. NIH grants)
Currently active projects may continue but annual renewals may be delayed
or funding may be discontinued depending on the resolution of this issue

Treatment of trainees on grants:






Stipends, tuition, health insurance or other trainee costs not
allowed on NIH research grants
Tuition remission is allowable on NIH Research Grants for PHD
Students only, account 55410, and is excluded from F&A.
Tuition remission is a form of compensation for an employee;
direct payment of tuition on a training award is generally for nonemployees.
Student health insurance reimbursements limited to standard
prevailing rate; not allowed on NIH research grants; recorded in
account 55230.
Health insurance for PhD students charged to account 50229;
this account is not used on grants.
Institutional allowance generally very permissive; i.e., student
computers.
