The objective was to satisfy agricultural needs through water resources mobilisation: the programme included 1 million irrigated ha. Implementation period: 2011-2013 Evaluation of the programme: 2014 EU support to PNA General objectives Contribute to IWRM implementation. Increase sanitation access rate notably for the economically disadvantaged social groups. Environment protection Specific objectives Contribute to the PNA implementation, with main focus on industrial depollution. Expected results PNA is implemented according to workplan calendar throughout the infrastructure development, operation and maintenance work. Technical and financial mechanisms, inspired by FODEP experience and outcomes, and enabling the support of industrial depollution (ID), are implemented. The role and the capacities of ABH are reinforced. Measures of performance Financial contribution systematization up to 50% of the amount of investment made by the operators for all « centres des regies » and for the ONEP centers with a population less than 50000 inhabitants Increase sanitation tariffs by 0.30 MAD per cubic meter Implementation of technical and financial rules promoting sustainable industrial depollution mechanism based on the experience of FODEP Budgeting in the moroccan finance Law, 90 Millions MAD over 3 years for the new industrial depollution voluntary mechanism (inspired by FODEP) Measures of performance Legislative text (polluter payer principal), publication of the following 3 decisions: – Joint order on general limits values for releases. – Joint order on characteristic values and pollution coefficients for industrial activities. – Joint order on efficiency of waste water treatments. Indicators Increase rate of sanitation access rate in urban areas by 100 000 hab/year Number of STEPS conpleted or started (25 STEPS in total) Reduction of industrial pollution: 20 tonnes DBO equivalent annually. Reinforcement of ABHs Participation of River basin Agencies in the technical analysis, project prioritization, and monitoring on the new voluntary mechanism of industrial depollution. Implementation period 2011-2013 Technical Asistance targets mainly industrial depollution Institutional and financial aspects Budget support 48 M€ 4 tranches of 12 M€; one tranche when the financial agreement is signed Complementary Aid : 2 M€ Beneficiary: Environment Department and Home Affairs Ministry. Sector dialogue: – – – Steering committee: chaired by the Minister of Finance Technical Monitoring Committee for the sanitation component: chaired by the Home Affairs Ministry.
