SYSTEM DESCRIPTION
A.
The audio/video encoder shall offer the latest in technology, providing unparalleled
stability, security, and ease of use, with advanced algorithms, fast capture rates, and a
unique Graphical User Interface (GUI). Available as a 1-channel configuration with encoding
capability up to 30 fps @ 4CIF resolution (NTSC), and data storage from 4 GB (microSDHC
card) to 32 GB.
B.
The audio/video encoder is a complete analog-to-digital conversion solution. The
combination of motion detection, audio, recording resolutions, remote notification
technologies, and local and remote storage, shall provide an extremely flexible and reliable
solution.

A.
Manufacturer’s Product Data: Submit manufacturer’s data sheets indicating systems and
components proposed for use, including instruction manuals.
B.
Shop Drawings: Submit complete shop drawings including connection diagrams for
interfacing equipment, list of connected equipment, and locations for major equipment
components.
C.
Record Drawings: During construction maintain record drawings indicating location of
equipment and wiring. Submit an electronic version of record drawings not later than
Substantial Completion of the project.
D.
Operation and Maintenance Data: Submit manufacturer’s operation and maintenance
data, customized to the system installed. Include system and operator manuals.
E.
Field Tests: Submit results of field testing of every device including date, testing personnel,
retesting date if applicable, and confirmation that every device passed field testing.
F.
Maintenance Service Agreement: Submit a sample copy of the manufacturer’s
maintenance service agreement, including cost and services for a one year period for
Owner’s review. Maintenance shall include, but not be limited to, labor and materials to
repair the system, provide test and adjustments, and regular inspections.
QUALITY ASSURANCE
A.
Qualifications: Manufacturers shall have a minimum of 10 years full-time experience in
manufacturing and maintaining video surveillance systems. Manufacturer shall provide tollfree technical assistance and support available 24/7. Installers shall have a minimum of
2 years experience installing similar systems and shall be acceptable to the manufacturer of
the video surveillance system.

OPERATIONAL REQUIREMENTS
A.
HVE1(X) Audio/Video Encoder shall work with one (1) analog camera and transmit audio
and video over a network. It will use the latest encoding technology to digitize analog audio
and video signals.
B.
HVE1(X) Audio/Video Encoder shall be configured to work with a Network Video Recorder
(NVR) to store and to view images.
C.
HVE1(X) Audio/Video Encoder software shall be user configured via a Web Client on a
personal computer running a current version of the Internet Explorer web browser.
D.
HVE1(X) Audio/Video Encoder unit shall have the following major capabilities:
1.
Provide local (4 GB microSDHC card) or remote storage (network HDD) up to 32 GB
for video files.
2.
Support alarm-in triggering from the analog camera.
3.
Support alarm-out triggering of devices such as a flashing light.
4.
Support sending alarm-triggered emails to designated receivers.

Support sending saved images to an FTP server.

Mode for User Login: HVE1(X) Audio/Video Encoder shall have the following user rights and
profile management:
1.
Users must provide a valid set of user names and passwords to access and configure
the system.
2.
Users shall be created through a remote connection.
3.
Users shall have the ability to change their password through a remote connection.
Remote Video Software: HVE1(X) Audio/Video Encoders shall include, as a minimum, the
following features/functions/specifications. The Remote Video Software Web Client shall:
1.
Allow users to remotely operate and maintain the Audio/Video Encoder, and must
connect using standard TCP/IP protocol through connection types such as DSL, Cable
Modems, T1, ISDN, LAN.
2.
Provide control of the Audio/Video Encoder, including configuring the Audio/Video
Encoder, configuring network settings, configuring camera settings, viewing live
video, recording images and video to local and/or remote storage, searching through
archived video, exporting images and video clips, configuring camera color control
setup, and controlling PTZ cameras.
3.
Utilize user accounts with assigned privileges that allow or deny access to different
functions, therefore ensuring that only authorized personnel are allowed to log on to
the Audio/Video Encoder.

Allow users to configure the following for the Audio/Video Encoder:

Configure the time settings for the encoder, including time zone, NTP sync,
manual time sync, and allow users to enable/disable Daylight Saving Time.
b)
Configure network settings for the encoder, including TCP/IP, Port Settings,

Bonjour, IP address, and Multicast address.

b) Video settings such as stream type (main or sub stream), video type,
resolution, bitrate type (constant or variable), video quality, frame rate,
maximum bit rate, I frame interval, and video encoding (H.264, MPEG2,
MPEG4, or MJPEG).

c) Snapshot settings, such as channel number, format, quality, and interval, for
both timed snapshots and event-triggered snapshots.
d) Alarm settings such as motion detection (including drawing up to 8 motion
detection areas), external alarm input, video loss alarms, tamper-proof
alarms, and exception handling.
e) Alarm event triggers such as notifying the surveillance center, sending emails,
and triggering alarm outputs.
f) Up to four (4) privacy masks.
g) The RS-232 port as a transparent channel.
h) The RS-485 port for controlling analog PTZ cameras.
i) Record and Capture settings, including configuring holiday recording
schedules, regular schedules, and recording triggered by motion detection,
alarm, motion detection & alarm, and motion detection or alarm.

Recording one, real-time, 4CIF audio/video channel in MPEG2/MPEG4/MJPEG or
H.264. The following settings are user configurable for that channel:

Examine site conditions prior to installation. Notify Architect and Owner in writing if
unsuitable conditions are encountered. Do not start installation until site conditions are
acceptable.
INSTALLATION
A.
Test all components before shipping to the project location.
B.
Video management system shall be installed, programmed and tested in accordance with
manufacturer’s installation instructions.
1.
Coordinate interfaces with Owner’s representative where appropriate.
2.
Provide backboxes, racks, connectors, supports, conduit, cable, and wire for a
complete and reliable installation. Obtain Owner’s approval for exact location of all
boxes, conduit, and wiring runs prior to installation.
3.
Install conduit, cable, and wire parallel and square with building lines, including
raised floors areas. Do not exceed forty percent fill in conduits. Gather wires and tie
to create an orderly installation.
4.
Coordinate with other trades to provide proper sequencing of installation.
FIELD COMMISSIONING AND CERTIFICATION

Field Commissioning: Test video management system as recommended by manufacturer,
including the following:

Conduct complete inspection and testing of equipment, including verification of
operation with connected equipment.

Test devices and demonstrate operational features for Owner’s representative and

Correct deficiencies until satisfactory results are obtained.
