2. INTRODUCTION
PERN is the research and education network of HEC in Pakistan. Pakistan
Education and Research Network is a national research and education network
of Pakistan which connects premiere educational and research institutions of the
country. PERN2 is largest nationwide terrestrial network with point of presence
located at the premiere educational & research institutions and regional centers
of Higher Education Commission in major cities of the country. PERN2 is not only
limited to just providing connectivity, but to meet the entire needs of the
education and research institutions by hosting and providing relevant services
and information to the users. PERN2 offers users a variety of advanced
networking services including IPv6, Multicast, and VPLS. Due to the need of
guaranteeing service level quality to users, PERN2 also introduced a powerful
management system.
PERN has joined hands with Higher Education Department, Government of the
Punjab where they have started 4-years BS program in the selected 26 colleges
of Punjab to meet the educational requirements at the International level. Higher
Education Department has also decided to establish IT Labs in these colleges to
boost the standard of education of computer being imparted through Government
Colleges across the province, by providing computer labs in the selected
colleges. On the completion of IT Labs project, 26 Government Colleges of
Punjab will be equipped with the modern labs where students will avail latest
facilities of hardware/ software learning purposes. These selected 26 colleges
are situated in 12 Districts of province of the Punjab (list of 26 colleges and
respective Districts is attached).
3. OBJECTIVE
As per the agreement between HEC and Higher Education Department,
Government of Punjab, The Higher Education Commission has to provide PERN
Connectivity and Services to the 26 colleges of Punjab.
For the Said purpose, HEC intends to procure active/passive equipment for
backhaul connectivity as well as the supporting equipment required for HEC for
the connectivity of these sites.

4. SCOPE OF WORK
4.1. The Selected Bidder will be responsible for the supply, installation,
Integration, testing and commissioning of all equipment and components
given cities (i.e. Sialkot, Jhelum, D.G Khan, Sahiwal, Chakwal, Multan,
Rawalpindi, Faisalabad, Gujranwala, and Sargodha, Bahawalpur or any
other cities as per requirement )
4.2. Selected Bidder must ensure that the supplied equipment is fully operational,
new and performs properly and meet RFP Technical Specification.
4.3. At the time of installation and commissioning, Selected Bidder must provide
comprehensive system documentation of system deployed including
diagrams, labeling, schematics, configuration, SOPs, Training, and Training
Manuals etc.
4.4. Selected bidder shall be responsible for minimum one year warranty services
on sites as per SLA clauses for all the equipment provided, without any extra
cost or hidden charges.
5. BIDS SUBMISSION REQUIREMENTS
The objective of bid submission requirement is to provide bidders with the
information to submit their bid in response of this RFP according to the
specifications defined in this RFP and in order/sequence as set forth in this
document. Bidders must follow following requirement for their proposals/bids.
5.1. For this tender PPRA’s Rule number 36(b) ‘Single stage - Two Envelope
Procedure’ for open competitive bidding shall be adopted.
5.2. Bids shall comprise of single envelope containing two separate envelopes
i.e. Technical and Financial Proposals, and clearly marked Technical and
Financial proposals on the respective envelopes. Envelopes should also be
labeled with the name, address and contact number of the bidding
company.
5.3. Bidders shall submit Two (02) copies of Technical Proposal and one copy of
Financial Proposals.
5.4. Bidders shall submit a signed letter with Official stamp affixed on it as per
the format given in Annex II as a cover letter to the Bid/Proposal.
Bids/Proposals submitted without this cover letter will not be accepted and
bids will be rejected straightaway.
5.5. Bidders are required to indorse original letter from Principal vetting/Verifying
the quoted solution with the technical bid.
5.6. Technical proposals shall contain Company profile, Authorization &
relationship with principal firms, location of branch offices, company
experience in related field, technical staff details (branch-vise), project
completed, major clients’ list as per the format given in Annex-V/VI“Firm’s

References”, equipment’s technical details (brochures, etc) mentioning
compliance and properly highlighted all the compliance specification as
requested in Form I to Form III and Form IV “Technical Information …..”
using florescent highlighter of quoted hardware/equipment and material with
their make, model, part number, etc.
5.7. Bidders are required to fill and sign the Technical Information Form I, II and
r III for the participation in ITEM-A, Similarly Technical Information Form IV
for participation in ITEM-B “Technical Information” as provided in this RFP
and must submit it along with Technical Proposal.
5.8. Bidders shall provide all the information in context as well as in sequence as
set forth in Annex V and VI “Technical Evaluation Criteria-1/II”. Bidders
should provide filled Technical Evaluation Criteria as for self-assessment
and provide page number reference of the proposal for the claims of scores.
5.9. Bidders are required to fill and sign all pages of the Annex V “Bill of
Quantity(ies)” while following the format given, and submit it as Financial
Proposal. Financial Proposals not following the given format may lead to the
rejection of bid.
5.10.A bank draft equal to 2% of the total bid value should accompany the bid as
part of financial proposal as earnest money drawn in favor of D.G.
(Finance), Higher Education Commission, Islamabad. The bid shall not be
considered without earnest money.
5.11.If a bidder has quoted multiple options, in this case bidder should submit the
earnest money equal to 2% of highest quoted option. Further the amount of
any optional equipment shall be added to total bid value and so the earnest
money.
5.12.Bidders are required to submit their financial proposals in PAK Rupees
(PKR).
6. SELECTION PROCEDURE
6.1. In first stage only Technical proposals will be opened in the presence of
bidder’s representatives that choose to attend.
6.2. Technical evaluation of the firms shall be based on information provided in
Technical Proposals.
6.3. As a part of technical evaluation, bidders will be asked to conduct
presentation/demonstration.
6.4. On the basis of technical evaluation, the financial proposal of only
technically responsive bidder (qualified bidder) will be opened in the
presence of their representatives that choose to attend.
6.5. For this tender the ITEM (A), ITEM (B) and ITEM(C) of technical compliance
will be evaluated and treated separately and order will be placed to lowest
evaluated bidders in each item.

6.6. For this tender weightage of Technical and Financial proposals shall be
50% and 50% respectively.
6.7. For qualifying in Technical responsiveness, bidders shall fulfill ALL the
requirements as laid out in “Mandatory Requirements” of Technical
Evaluation Criteria(s) against respected ITEM(s). If any of the mandatory
requirements is not met by the bidder, the tender will be cancelled
straightaway. Moreover, bidders will have to secure 60% score in . “General
Evaluation – Corporate Profile.
6.8. Financial proposals of bids found technically non-responsive will be returned
un-opened.
6.9. The bid found lowest evaluated bid or highest scorer will be accepted.
6.10.After the approval of contract award, a contract agreement on the stamp
paper worth Rs. 100/- shall be executed by the firm with selected bidder
within 15 days from the date of issuance of Letter of Intent.
6.11.For ordering purpose the price evaluation will done against complete / whole
items including miscellaneous except optional items of bid.
6.12.If anything not quoted as per BoQ it may lead to cancellation of whole bid..
7. TERMS OF PAYMENT FOR ITEMS

No payment shall be made in advance to the Contractor as mobilization
advance.
Seventy percent (70%) cost of equipment shall be paid and will be
released after successful delivery of equipment at sites. However, partial
delivery of equipment may not be accepted.
Thirty percent (30%) cost of equipment shall be payable to the Contractor
upon successful installation, integration, testing & commissioning of All
equipment as elaborated in the Scope of Work specifically and in this RFP
generally. Testing period will be within 3 months.
Bidder has to submit Performance Guarantee equal to 10% of total
Contract Value in the shape of (a) bank guarantee from any Scheduled
Bank in Pakistan. at the time of signing of contract .Performance
Guarantee / Retention Money which will be released after successful
completion of warranty period
Project deployment will be considered completed after successful
completion of Final Acceptance Test (Done within 3 Month, FAT) of
project deployment.
Warranty period will start after the complete delivery and installation of all
equipment.

Invoices will be cleared as soon as possible not exceeding 30 days upon
receiving the invoice.
All payments shall be made through cross cheque in the Pak Rupees.
Taxes will be deducted at source as per government rules at the time of
payment.
The earnest money of the successful bidder will be returned after the
signing of the contract
If the progress of the work is not to the satisfaction of the Executive
Director, HEC. Executive Director HEC has the right to cancel the order,
get the work done from third party selected accordance with the PPRA
rules subject to the condition that if the first party has to pay any amount in
excess of the agreed amount, the difference will be recovered from the
second party.
Bidder should mention the installation and any other chargers/optional
charges in financial bid deem necessary to complete the scope of work.
All quoted prices must be inclusive of all applicable taxes.
8. LIQUITDATED DAMAGES
8.1.

In case of delay, the Executive Director, HEC reserves the right to impose
a penalty not exceeding 10% of the total amount of the contract at the rate
of 1% of the bill for each week of delay.”
If the work is not executed according to the satisfaction of the Executive
Director the ED reserves the right to reject it altogether or impose a
penalty not exceeding 50% of the amount contract.
9. ARBITRATION
9.1.
In case of any dispute between the two parties of any matter arising out of
after signing the contract agreement, the case shall be referred to
Executive Director, HEC whose decision shall be final and binding on both
parties.
10. GENERAL TERMS AND CONDITIONS
Following general terms & conditions apply to RFP
10.1.
Only Principal authorized dealer, , can participate (documentary proof
is mandatory).
10.2. The bidder should be registered with Sales Tax , Income Tax Department
and security and exchange commission

10.3. An affidavit to the effect that the firm has not been blacklisted by any
Government/Semi Government organization.
10.4. The Commission reserves the right to accept/reject wholly or partially any
tender without assigning any reason at any stage of the tender process.
10.5. Validity period of the bids shall be 120 days.
10.6. The decisions of HEC will be binding on all concerned and will in no case
be challengeable at any forum or any court of law.
10.7. Bids are liable to be rejected if; they are not conforming the terms,
conditions and specifications stipulated in this RFP.
10.8. During the examination, evaluation and comparison of the bids, the HEC
at its sole discretion may ask the bidder for clarifications of its bid.
10.9. The request for clarification and the response shall be in writing/email.
However, no change in the price or substance of the bid shall be sought,
offered or permitted after bid submission.
10.10. If the contract amount exceeds Rs. 10 Million, the selected bidder has to
furnish the integrity pact as provided at Annex-III
10.11. Total Bid Value shall cover cost of equipment including optional
equipment. Cost of extended warranty and services for three years shall
account for financial evaluation and so shall be included in Total Bid
Value.
10.12. The amount submitted as Earnest Money shall be refunded to the
unsuccessful bidders after the decision of “Tender Committee” for the
award of said tender.
10.13. If there is a discrepancy between unit price and total price in the submitted
bid which is obtained by multiplying the unit price and quantity, the unit
price shall prevail and total price shall be corrected. If there is a
discrepancy between the words and figures, the amount in words shall
prevail. If there is a mistake in addition/ totaling, that shall be corrected. If
the bidder does not accept the corrected amount of bid, his bid shall be
rejected and his tender security forfeited.
10.14. Incomplete and conditional tenders will not be entertained.
10.15. For this tender all updates/changes shall be communicated through email
and also be posted on HEC website.
10.16. Delivery time for all items is three (06) weeks to five (08) weeks after the
receipt of supply order. In case of delay, the Executive Director, reserves
the right to impose penalty not exceeding 10% of the total amount of the
contract.
10.17. Bids submitted via email or fax will not be entertained.
10.18. Bidders shall provide a certificate from their bank certifying their sound
financial position and credit limit from the bank or any appropriate

documentary proof (e.g. Annual Audit Report), showing the financial
strength of the bidders.
10.19. Bidders indemnify HEC against all third party claims of infringement of
patent trade mark, industrial design rights arising from use of the goods of
any part thereof in Pakistan.
11. MINIMUM REQUIREMENTS FOR SERVICE LEVEL AGREEMENT FOR
EQUIPMENT
Following requirements for SLA apply to this RFP for the said project;
11.1. Selected Bidder shall provide Warranty/Services for the equipment and
Software Support and Bidder shall ensure that all equipment (items) and
its parts supply to HEC are new (non-refurbished and not reaching end of
life before 3 years) and free from any sort of defects for the warranty
period.
11.2. An SLA may be signed with successful bidder for 3 Years Warranty/
Services after the commissioning of equipment mentioned in BOQ.
11.3. Escalation response time shall be 30 minutes in working hours and 1-5
hours in non-working hours.
11.4. Minimum restoration time shall be Six (6) hour for critical events on sites.
11.5. Subsequent to each fault, the bidder must provide a report on the nature
of the fault, the action taken to correct it, and the time to restore service
with some SLA management software. Should there be more than one
fault during any calendar month, a single report covering all fault in that
month will be sufficient.
12. MEET OR EXCEED SPECIFICATIONS
The specifications provided in this RFP are the minimum requirements of HEC.
The vendors must meet or exceed these specifications to meet the actual
requirements of this Project and its successful practical implementation. But in
such a case additionally proposed or altered specifications should clearly be
highlighted to enable HEC to clearly identify modified specifications.

Warranty/ Services


Bidder must include Warranty/Services (as per minimum SLA requirement at
Section 10 and its subsections) for equipment cost of first year, within the
Access equipment (e.g. Routers), UPS, and Firewall cost.
Extended warranty must be quoted as per SLA requirement at Section 10 and
its subsections for next years on yearly Basis.
