A plan put in place by the Heavy Constructors’
Association (HCA) of Greater Kansas City
following the July 1951 flooding of the Central
Industrial District and West Bottoms of Kansas
City, MO and the Argentine and Rosedale
Districts of Kansas City, KS which flooded
20,000 homes and 3,000 businesses

STAFFORD ACT
The Stafford Act is a 1988 amended version of
the Disaster Relief Act of 1974. It created the
system in place today by which a presidential
disaster declaration or an emergency declaration
triggers financial and physical assistance through
the Federal Emergency Management
Agency (FEMA). The Act gives FEMA the
responsibility for coordinating government-wide
relief efforts. The Federal Response Plan
implements includes the contributions of 28
federal agencies and non-governmental
organizations, such as the American Red Cross.

NIMS- The National Incident Management System is a
standardized approach to incident management is intended
to facilitate coordination between all responders (public,
private and non-governmental).

ICS- Incident Command Systems is a standardized approach
to the command, control, and coordination of emergency
response providing a common hierarchy within which
responders from multiple agencies can be effective

ICS- Incident Command Systems was initially developed to
address problems of inter-agency responses to wildfires in
California and Arizona in 1968. Studies determined response
problems often related to communication and management
deficiencies rather than lack of resources or failure of tactics
