The work pivots around nurturing sustained engagement with public, private and academia at the national and provincial level with greater emphasis on influencing water, sanitation & hygiene (WASH) agenda at the level of federal as well as provinces. H/She is required to lead WAP’s advocacy team, and support the work of WASH Sector and local partners in Pakistan to promote as well as implement WAP’s policy and advocacy agenda. The overarching strategic objective of the work of the Manager is to maximise policy endeavours and create tangible impact in promoting right to water, sanitation and hygiene for all the citizens’ with focus on the poor, women and the excluded. Accountabilities The Programme Manager is required to demonstrate high quality skills of programme management and leadership while designing and managing policy and advocacy programmes He/she would be part of the Senior Management Team (SMT) of WAP and would be required to provide quality inputs in shaping new programmes, contributing in new strategic initiatives for influencing policy and developing programme strategies Plan, organize, direct, control and review programme/ projects and manage programme budgets Proactively analyze and review sector policies and plans for promoting pro-poor, gender-sensitive, and sustainable approaches in the sector Design and launch issue based advocacy campaigns at national and provincial level and undertake coordination to make the process inclusive and consultative 1 Job description Provide required level of support for scaling up of WAP’s successfully demonstrated models through government and other sector partners Further strengthen the established relationships with sector ministries/ departments/UN/bilateral agencies/INGOs/CSOs/academia/media/ and the private sector in the country including for learning and initiating joint programmes Keep him/herself aware of the national agenda and work of other sector partners in order to implement more effectively as well as inclusively the policy influencing agenda Coordinate with WaterAid’s Regional Advocacy Manager- South Asia and Policy and Campaigns Department (PCD) in UK for shaping policy influencing agenda based on global best practices Identify, coordinate, commission and/or undertake thematic research studies Design and organize strategic capacity support to partners/stakeholders on mutually identified areas Represent WAP and its partners work at meetings and forums in-country and internationally to continuously strengthen its strategic positioning Contribute in key organizational processes and in development of documents such as Country Strategy, multi-year planning and budgeting (MPB), and in producing high quality progress reporting Take on any other tasks assigned by the line manager Skills Required and Preferred Post-graduate / Masters’ degree in development studies, social sciences, public health, public policy, project management or development economics from a reputed university. Minimum 10-15 years including at least 5 years of experience in senior management position. Ability to conduct policy analysis, undertake cutting-edge research and advocacy as well as managing campaigns would be preferred Demonstrated knowledge on WASH sector issues, advocacy networks and social movements in Pakistan and in South-Asian Region. Knowledge of political/ government structure and policy making process in Pakistan would be preferred Knowledge on cross linkages of WASH with Health & Education Sectors would also be a preferred areas of knowledge High quality written/ verbal communication skills including well-demonstrated lobbying ability 2
